The Community Services Committee recommends concurrence in the staff recommendation to
approve funding for the hire of Western Neon to design, fabricate and install the proposed
Dragon Public Art on the Western Hotel building located at S 3�d St and Wells Ave S from
budgeted funds currently available in the One Percent for Art Program fund.

Amendment to RMC 2-9-8.C.10 Regarding Overnight Stays in Parks
(July 10, 2017)
The Community Services Committee recommends concurrence in the staff recommendation to
approve the amendment to RMC 2-9-8.C.10 regarding Overnight Stays in Parks so as to more
effectively remove 'campers' on City property. The Committee further recommends that the
ordinance regarding this matter be presented for first reading.

Bid Award for the Harrington Avenue NE Green Connections Stormwater Retrofit Project—
Phase II and Budget Transfer Request
(July 10, 2017)
The Utilities Committee recommends concurrence in staff recommendation to award the
construction contract to the lowest responsive, responsible bidder, DPK, Inc., for the
Harrington Avenue NE Green Connections Stormwater Retrofit Project — Phase II in the
amount of $904,036. The Committee further recommends approval of the transfer of
$170,000 from the approved 2017 Downtown Storm System Improvement Project budget
to the Harrington Avenue NE Green Connections Stormwater Retrofit Project — Phase II
budget in the next budget adjustment.
