Dear Ms. Gifford:
The Planning Division of the City of Renton accepted the above master application for review on March
14, 2018. The review of this project was originally placed “on hold” per the On Hold letter dated June 11,
2018. Based on your review of the EIS Consistency Analysis, revisions to the EIS Consistency Analysis are
required. I have attached an Amendment to the Scope of Work prepared by EA Engineering, Science, and
Technology, Inc. To begin work on revising the EIS Consistency Analysis, please submit payment in the
amount of $4,825. Once payment has been received, work on the needed revisions to the EIS Consistency
Analysis will begin.
At this time, your project remains “on hold” pending receipt the completion of the EIS Consistency

Dear Jill:
EA Engineering, Science, and Technology (EA) is pleased to submit this proposal for our Amendment 1 –
Respond to PSE Comments services on the Energize Eastside EIS Consistency Analysis. This proposal
includes updating the Consistency Analysis in response to PSE’s comments and the City’s direction.
Below are our proposed Scope of Work, Schedule, and Budget for Amendment 1 of the Consistency
Analysis.
ASSUMPTIONS
To provide a Scope of Work and Budget for our Amendment 1 services on the Energize Eastside EIS
Consistency Analysis, we made certain key assumptions; if these assumptions change over time,
adjustments in our Scope of Work and Budget may be warranted. Our specific assumptions for
Amendment 1 include:
The basis of the revisions to the Consistency Analysis will be the table the City sent to EA on
8.19.19 with PSE’s comments, sample conditions from the City of Bellevue CUP, and the City’s
suggested condition changes to the Consistency Analysis. PSE’s comments relate to the Potential
Mitigation Measures and Regulatory Requirements contained in Chapter 3 of the Consistency
Analysis.
PSE may provide one further round of comments on the Consistency Analysis. The City and EA
will determine how any further comments are to be addressed.
The Final Consistency Analysis will be submitted to the City for their use; this will mark the end
of this phase. No subsequent phases of the Consistency Analysis are assumed at this time.

SCOPE OF WORK
The following is EA’s anticipated Scope of Work for Amendment 1.
Amendment 1 – Respond to PSE Comments
(Item 1) Review PSE’s comments, sample conditions from City of Bellevue’s CUP, and
City of Renton’s suggested condition language, as represented in the 8.19.19 table.
(Item 2) Prepare the 1st revised Consistency Analysis responding to PSE’s comments and
the City’s suggested language in the 8.19.19 table and submit the document to the City.
(Item 3) Respond to any further comments from PSE and direction from the City in a
Final Consistency Analysis. Submit the final document to the City for your use.
(Item 4) Regularly coordinate with the City and provide overall EIS Consistency Analysis
management by phone and email throughout this phase of the Consistency Analysis.
Meetings
Participate in one meeting with the City and PSE (attendance by one professional EA
staff member is assumed).
Deliverables
The following deliverables will be produced by EA during Amendment 1:
First Revised EIS Consistency Analysis – for review by the City and PSE (electronic
submittal is assumed); and,
Final EIS Consistency Analysis – for the City’s use (electronic submittal is assumed).
The above Scope covers EA’s services through preparation of the Final EIS Consistency Analysis.
SCHEDULE
EA is available to begin work immediately upon authorization. We assume that the Final EIS
Consistency Analysis could be completed in September or October.

Below is EA’s proposed budget for Amendment 1 of the Energize Eastside EIS Consistency Analysis. We
prepared this budget estimate based on EA’s 2019 Rate Schedule (see Attachment A), and will bill on a
time and materials, not to exceed basis.
