Read, PE, Principal, TENW SUBJECT: Family First Community Center – Traffic Impact Study TENW Project No. 3612 This memorandum summarizes the results of a traffic impact analysis for a proposed development known as Family First Community Center, which would construct an approximate 22,000 square foot building with 18,300 square feet dedicated to a recreational community center and roughly 3,700 square feet dedicated to a community health clinic. Currently, approximately 133 new on-site parking stalls (112 are net new stalls) would be constructed at 16022 116th Avenue SE in Renton, WA. The project proposes to provide all access via two existing site access driveways onto 116th Avenue SE that would be shared with the adjacent Cascade Elementary School (CES) located north of the project site. Project Description The proposed development is located at 16022 116th Avenue SE in Renton, WA. A new 22,000 square foot recreational community center and 3,700 square feet community health clinic would be constructed with a total of 136 new on-site parking stalls with 112 net new stalls (21 existing parking stalls would be reconstructed as part of the development to provide 38 on-site parking stalls). The total size of the building would be approximately 22,000 square feet. Site access would be provided via two existing site access driveways (Center and South Driveways) onto 116th Avenue SE that would be shared with the adjacent Cascade Elementary School (CES) located north of the project site, but controlled by a gate during peak school arrival/dismissal periods. A loading area would be provided on the south side of the new community center building. A site vicinity map is provided in Figure 1 and a conceptual site plan is illustrated in Figure 2. Existing Transportation Conditions This section includes an inventory of existing roadway conditions, existing peak hour traffic volumes, intersection levels of service, Cascade Elementary School arrival-dismissal period observations, public transportation services, nonmotorized facilities and planned transportation improvements. Family First Community Center - Renton, WA Traffic Impact Study TENW page 2 February 13, 2019 Family First Community Center - Renton, WA Traffic Impact Study TENW page 3 February 13, 2019 Family First Community Center - Renton, WA Traffic Impact Study TENW page 4 February 13, 2019 Roadway Conditions The following paragraphs describe existing roadway conditions affecting site access, including number of lanes, and shoulder types and widths. 116th Avenue SE is a two-lane minor arterial with a total width of approximately 28 feet adjacent to Cascade Elementary School. Curbs, gutters, parking, landscaping and sidewalks are provided on the east side of the street along the frontage of Cascade Elementary School and the proposed development. Paved shoulders approximately 6 feet in width are provided on the west side of the street adjacent to the project site. The speed limit is posted at 30 mph with a 20 mph flashing posted speed during school arrival and dismissal periods. SE 164th Street is a two-lane arterial. East of 116th Avenue SE, the roadway is unchannelized with a pavement width of approximately 37 feet. Landscaping and a separated approximate 4-foot concrete sidewalk are provided on the south side of the street. West of 116th Avenue SE, the roadway consists of a pavement width of approximately 23 feet for travel lanes and a parking lane on the south side of the street approximately 12 feet in width. The speed limit is posted at 25 mph. SE Petrovitsky Road is a four-lane principal arterial with a center, two-way left-turn lane along various parts of the roadway. The curb-to-curb pavement width is approximately 48 feet where there are only 4 lanes. Curbs, gutters and sidewalks are provided on both sides of the street. The speed limit is posted at 35 mph. Traffic Study Intersections The following intersections were analyzed during the PM peak hour of adjacent street traffic that would be impacted by the proposed development: 1. 116th Avenue SE / S Puget Drive / Royal Hills Drive SE 2. 116th Avenue SE / SE 22nd Street 3. 116th Avenue SE / SE 164th Avenue Street 4. 116th Avenue SE / SE Petrovitsky Road 5. 116th Avenue SE / CES North Driveway (AM Peak Hour as well) 6. 116th Avenue SE / CES Center Shared Site Driveway (AM Peak Hour as well) 7. 116th Avenue SE / CES South Shared Site Driveway (AM Peak Hour as well) Existing Peak Hour Traffic Volumes Peak hour traffic volumes represent the highest hourly volume of vehicles passing through an intersection during a typical 7-9 AM and 4-6 PM weekday peak period. However, given the adjacent school, traffic volumes were also collected during the peak afternoon dismissal periods from 2-4 PM. Peak period turning movement counts during the AM and PM peak hour were conducted in May 2018 by Idax Data Solutions. Figure 3 summarizes existing AM and PM peak period turning movements at the study intersections. Traffic counts are provided in Attachment A. Family First Community Center - Renton, WA Traffic Impact Study TENW page 5 February 13, 2019 Family First Community Center - Renton, WA Traffic Impact Study TENW page 6 February 13, 2019 Intersection Levels of Service Intersection levels of service (LOS) analyses were conducted at the study intersections during the weekday AM and PM peak hour of 2018 existing conditions. LOS refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes LOS. At signalized intersections, LOS A represents free-flow conditions-motorists experience little or no delays, and LOS F represents forced-flow conditions-motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the average control delay per vehicle entering the intersection. The LOS reported at stop-controlled intersections is also based on the average control delay (sec/veh) and is reported for each movement. Therefore, the reported LOS at unsignalized intersections does not represent a measure of the overall operations of the intersection. LOS calculations for both signalized and stop-controlled intersections were calculated using the methodologies and procedures outlined in the 2010 Highway Capacity Manual (HCM), Special Report 209, Transportation Research Board (TRB). Table 1 outlines the LOS criteria for signalized and unsignalized intersections based on these methodologies. The City of RentonÊs LOS standard is LOS D at the project study intersections. AM and PM peak hour LOS analyses are summarized in Tables 1 and 2. It should be noted that the signalized intersection was analyzed as an optimized signal. As shown, all intersections operate at LOS C or better during the AM peak hour and at LOS D or better during the PM peak hour under 2018 existing conditions. Detailed LOS summary worksheets are included in Attachment B. Family First Community Center - Renton, WA Traffic Impact Study TENW page 8 February 13, 2019 Cascade Elementary School Arrival-Dismissal Period Observations TENW conducted observations of arrival and dismissal periods for the adjacent Cascade Elementary School on Thursday, May 10, 2018 from 8 a.m. to 8:45 a.m. and from 2:40 p.m. to 3:30 p.m. to evaluate existing operations of drop-off and pick-up periods and potential conflicts with the proposed development as the existing Center and South site driveways would be shared with the adjacent Cascade Elementary School. AM Peak Hour Observations (School Start Time 8:30 AM) Parents park along the property frontage of Cascade Elementary School on the east side of 116th Avenue SE between the North and Center Driveways ă At least 21 vehicles at various times between 8 to 8:45 AM. It should be noted that this area was measured to be approximately 370 feet between No Parking Signs. Therefore, an estimated 15 to 19 vehicles could park along this section at one time. A few vehicles stop on the east side of 116th Avenue SE between the Center Driveway and South Driveway and a few more stop south of the South Driveway. School crossing guards are located at the marked crosswalk on 116th Avenue SE on the north side of the Center Driveway / SE 162nd Street. For the marked crosswalk north of SE 22nd Street, there are no school crossing guards, but this crosswalk is being utilized by pedestrians and parents. Vehicles stop for them and a lot of pedestrians (children) were seen running across 116th Avenue SE when vehicles stopped for them. The North driveway is traffic controlled between about 8/8:05 AM to 8:25 AM by 2 school crossing guards who put out 3 traffic cones and remove them when vehicles want to exit the driveway. These measures restrict traffic at the intersection and preventing vehicles from entering the driveway. However, a few cars maneuvered their way into the North Driveway when the school crossing guards removed the cones to allow vehicles to exit the driveway. By 8:25 AM, the school crossing guards and traffic cones were removed so vehicles could enter and exit at will. At the South driveway, southbound left-turns on 116th Avenue SE backup a few times as they are waiting to enter the South driveway. The back up occurred as far as S 160th Place a couple of times between 8:27 and 8:28 a.m. People were observed dropping kids off up until 8:45 AM. PM Peak Hour Observations (School Dismissal Time 3:10 PM) Parents park along the property frontage of Cascade Elementary School on the east side of 116th Avenue SE between the North and Center Driveways ă up to 12 vehicles were observed at one time. Parents park on the east side of the street along 116th Avenue SE, south of the South Driveway ă A minimum of 8 vehicles at one time who were actually observed to be waiting to enter the South driveway that was at capacity. A minimum of 24 vehicles were observed within both sides of the internal loading area (about 22 vehicles) and also waiting within the parking lot drive aisles (about 2 vehicles). Family First Community Center - Renton, WA Traffic Impact Study TENW page 9 February 13, 2019 Parents park on the west side of the street along 116th Avenue SE ă A maximum of 4 vehicles at one time. Parents park on SE 162nd Street ă A maximum of 4 vehicles at one time. School crossing guards come out at 3:05 p.m. and are used at the 116th Avenue SE / Center Driveway / SE 162nd Street intersection and internally within the parking lot. School crossing guards end by about 3:18 p.m. There were no school crossing guards or traffic control restrictions at the North Driveway. Traffic decreased significantly by 3:22 p.m. General Observations Vehicles park on both sides of the street and would also make U-turns on 116th Avenue SE depending on where they want to drop off and/or pick up their kids. Even if there are signs saying enter only or exit left-turn or right-turn only, vehicles use all driveways and enter and exit at all driveways. People also park in the Kingdom Hall church parking lot and have their kids walk to and from school or they walk with them. At least 4 vehicles at various times were seen to be parking in this lot during arrival and dismissal periods. Various people, both parents and students were observed walking across 116th Avenue SE along various locations and not at marked crosswalks. Most students were observed being picked up and dropped off via car or school bus. There were no observations of students using public transportation (i.e., King Country Metro buses). There are no parking signs on the east side of 116th Avenue SE between the Center and South Driveways along Cascade Elementary SchoolÊs property frontage. However, during both arrival and dismissal periods, at least 4 vehicles were observed parking there. It should be noted that this area was measured to be 90 feet in length. The loading area for parents-students is located on the southwest corner of the property and consists of 6 marked stalls on the west side and up to 12 stalls on the east and south side at about 237 feet. The 6 marked stalls are consistently exceeded by 3 additional vehicles and the 12 loading spots were confirmed to be full during AM and PM observations. Based upon the above observations, the parent-student loading area located on the southwest corner of the property is at capacity during pick-up and drop-off times, which leads to backups onto 116th Avenue SE and vehicles parked along both sides of shoulder areas, waiting to enter the South Driveway. Thus, there is existing overflow onto 116th Avenue SE and neighboring streets and adjacent parking lots by parent drop-off/pick-up maneuvers. For buses, their loading zone area is between 200 to 230 feet adjacent to the main entrance of the Cascade Elementary School. Traffic flow was observed to be flowing smoothly during arrival periods to drop students off and at capacity during dismissal periods as buses waited for students. A list of conditions and observations are identified in Figure 4. The nearest bus stops serving bus route 102 are located along 116th Avenue SE north of SE 164th Street, approximately 500 feet south of the project site, and in the vicinity of the Living Hope Christian Fellowship on the west side of the street, approximately 900 feet north of the project site and south of SE 160th Street, about 1,050 feet north of the project site. For King County Metro Transit bus route 102, weekday service is provided to Renton, South Renton, Fairwood, Tukwila and downtown Seattle from about 4:45 a.m. to 7:50 a.m. from Renton to Downtown Seattle in the mornings, and from downtown Seattle arriving in Renton from about 4:10 to 7:10 p.m. in the afternoons and evenings with approximate 15- to 30- minute headways (time between arrivals) in both directions. Nonmotorized Facilities Adequate sidewalks are provided along the east side of 116th Avenue SE along the Cascade Elementary School and proposed development property frontage. A separated paved pathway is also located on the east side of the street for access to SE 164th Street. Paved shoulders are provided along various parts of 116th Avenue SE. Marked crosswalks are provided along 116th Avenue SE on the north side of SE 22nd Street, on the north side of the SE 162nd Street / CES Shared Center Driveway, and along the east and south legs of its intersection with SE 164th Street. Planned Transportation Improvements The following planned transportation improvement was identified based on the City of RentonÊs 2018-2023 Capital Improvement Program: 116th Avenue SE Roadway Improvements (Puget Drive SE to Southern City Limits) ă Widen roadway from 2 lanes to 3 lanes with bicycle lanes along 116th Avenue SE and Edmonds Way SE, including new pavement, curb, gutter, sidewalk, street lights, traffic signals, storm drainage, channelization and landscaping. Improvements will enhance vehicular, bicycle and pedestrian safety along this north-south transportation corridor. The total project cost is estimated to be $33,000,000. Phase 1 improvements from SE Petrovitsky Road to SE 168th Street (south of the project site) are programmed for 2019 to 2023. Future phases will be developed for scoping, cost and schedule by City of Renton staff. This planned transportation improvement was not assumed to be constructed by 2020. Family First Community Center - Renton, WA Traffic Impact Study TENW page 12 February 13, 2019 Traffic Impact Analysis The following section describes projected future baseline traffic growth, new trips generated by the proposed development, distribution and assignment of net new project trips, intersection level of service impacts, site access, safety and circulation issues, parking demand analysis, Cascade Elementary School arrival-dismissal period recommendations, and identification of transportation mitigation to offset impacts. 2020 Baseline Traffic Volumes For the purpose of the traffic analysis, year 2020 will be selected as the build-out year based upon anticipated completion of the Family First Community Center development. To forecast AM and PM peak hour traffic volumes without the project in 2020, existing traffic volumes were factored by 2 percent per year based upon the City of RentonÊs growth rate (confirmed by the City via a phone call on May 23, 2018). 2020 future traffic volume estimates are provided in Attachment C. Project Trip Generation Published average trip rates compiled by the Institute of Transportation Engineers (ITE) Trip Generation, 10th Edition, 2017, were used to estimate daily, AM and PM peak hour traffic that would be generated by the proposed development assuming new Recreational Community Center (ITE Land Use Code 495) and Clinic (ITE Land Use Code 630). As shown in Table 4, the proposed development would generate approximately 790 daily, 53 AM peak hour (36 entering and 17 exiting), and 64 PM peak hour vehicular trips (28 entering and 36 exiting) at full build-out of the project. A detailed summary of trip generation calculations is provided in Attachment D. Note: For the purposes of traffic analysis a larger building footprint was used to estimate site trip generation as a conservative approach. Family First Community Center - Renton, WA Traffic Impact Study TENW page 13 February 13, 2019 Trip Distribution Project trip distribution was based upon the distribution of existing traffic counts. Generally, the average distribution and AM and PM peak hour assignment of project trips was assumed as follows (distribution shown in Figure 5): 12 percent North via Beacon Way SE, Royal Hills Drive SE and SE 16th Street; 15 percent South via 116th Avenue SE; 13 percent West via Local Streets and neighborhoods of SE 20th Place, SE 162nd Street, SE 164th Street, SE 168th Street and 14 percent East via Local Streets and neighborhoods of SE 160th Street, SE 164th Street and SE 168th Street. 20 percent Northwest via S Puget Drive; 10 percent Southwest via SE Petrovitsky Road; 15 percent Southeast via SE Petrovitsky Road; and 1 percent Local on residential areas along 116th Avenue SE. AM and PM peak hour trip assignment is shown in Figure 6, with AM and PM peak hour traffic volumes with and without the project in 2020 provided in Figures 7 and 8. Intersection Level of Service Impacts Estimated project intersection LOS impacts during the AM and PM peak hour in 2020 with and without the project are summarized in Tables 5 and 6. It should be noted that the signalized intersection was analyzed as an optimized signal under 2020 baseline conditions without the project. As shown in the tables below, all study intersections would continue to operate at LOS C or better during the AM peak hour and at LOS D or better during the PM peak hour with and without the project in 2020. Detailed LOS summary worksheets for future 2020 AM and PM peak hour conditions with and without the project are included in Attachment B. Site Access and Safety Issues The project proposes to provide all access via two existing site access driveways (Center and South Driveways) onto 116th Avenue SE that would be shared with the adjacent Cascade Elementary School located north of the project site. Field work was conducted by TENW along 116th Avenue NE on Thursday, May 10, 2018. Driver entering sight distance is greater than 700 feet to both the north and south of the project shared site driveways onto 116th Avenue SE. For the existing shared site access driveways onto 116th Avenue SE with a 35 mph design speed (5 mph over 30 mph posted speed), based upon AASHTO design requirements, a minimum of 390 feet is required for entering sight distance and 250 feet is required for design stopping sight distance for left-turns (AASHTO Green Book, Exhibit 9-55. Design Intersection Sight Distance ă Case B1 ă Left Turn from Stop), and a minimum of 335 feet is required for entering sight distance and 250 feet is required for design stopping sight distance for right-turns (AASHTO Green Book, Exhibit 9-58. Design Intersection Sight Distance ă Case B2 ă Right Turn from Stop and Case B3 ă Crossing Manuever). Therefore, the shared site access driveways onto 116th Avenue SE would meet minimum AASHTO entering and stopping sight distance requirements. Family First Community Center - Renton, WA Traffic Impact Study TENW page 19 February 13, 2019 As shown in the Intersection Level of Service Impacts section, both shared site driveway intersections onto 116th Avenue SE would operate at LOS C or better during the AM and PM peak hour with 95th percentile queues of less than 1 vehicle entering and exiting the shared site driveways with and without the project in 2020. Parking Demand Analysis A parking impact analysis was conducted to evaluate the supply/demand generated by the proposed project. The parking impact analysis reviewed: City of Renton parking requirements. Parking demand of proposed residential development using ITE rates. City of Renton bicycle parking requirements. The project currently proposes to provide a net increase of approximately 115 off-street parking stalls. City of Renton Parking Requirements The City of RentonÊs Municipal Code Section 4-4-080.B.10.d. Parking Spaces Required Based on Land Use) would normally be used to determine the City of RentonÊs parking requirements. However, based upon a phone call with the City of RentonÊs planning department (Clark) on May 24, 2018, it was determined that there was no applicable land use identified the City Code that currently fit the intended uses of the proposed development. The City of Renton acknowledged it would accept a parking analysis based upon ITE rates. Project Parking Demand For the project, the Institute of Transportation Engineers Parking Generation, Fifth Edition, 2019, was used to determine parking demand for the proposed Family First Community Center project at 16022 116th Avenue SE in Renton, WA. Based upon Recreational Community Center and Clinic, direct application of published rates estimate the peak development parking demand at a total of 92 parking stalls (see Table 7). Therefore, the proposed parking demand of 92 stalls would meet the proposed parking supply of 95 off- street parking stalls dedicated to the project. This does not include the additional 26 parking stalls built within the adjacent parking area for the Cascade Elementary School. Cascade Elementary School Arrival-Dismissal Period Recommendations Based upon TENWÊs observation of Cascade Elementary SchoolÊs arrival-dismissal periods and specifically, the parent drop-off/pick-up operations, it is clear that the student load/unload zone must be maintained at its currently location but contained to avoid conflict with the primary access for the proposed Family First Community Center and its primary supply of parking. A wide variety of alternative solutions were considered by TENW including relocation of parent drop-off/pick-up to the east side (behind the school campus), a new vehicle access created only for the Family First Community Center, and other methods, however, given the intensity of parent load/unload along the public street, these solutions would result in increased conflict between vehicles/pedestrians on-site or decrease safety levels along 116th Avenue NE through removal or relocation of the existing parent load/unload zone on-site. As such, the following recommendations have been identified to minimize potential conflicts during these heavy traffic flow periods with the proposed development. During Peak School/Arrival Dismissal Periods ă Restrict parent drop-off/pick-up operations on-site within the existing southern parking lot of the Cascade Elementary School. Vehicle access/egress would be consolidated to the central drive where an elongated on-site queuing area would be provided. The parking capacity would be reconfigured within this lot to allow for all perpendicular parking and a „by-pass‰ lane to accommodate peak dismissal periods. Additional signage would be installed to inform parents this as the only designated area for parent drop-off/pick-up on campus. During non-peak school periods, the driveway restrictions from this southern lot can be removed/opened by the School District and the Family First Community Center or school can utilize the parking lot as needed. These recommendations are overviewed in Figure 9. Family First Community Center - Renton, WA Traffic Impact Study TENW page 21 February 13, 2019 Family First Community Center - Renton, WA Traffic Impact Study TENW page 22 February 13, 2019 Mitigation This proposed Family First Community Center would construct an approximate 22,000 square foot building with about 18,300 square feet dedicated to a recreational community center and roughly 3,700 square feet dedicated to a community health clinic with about 133 on-site parking stalls (112 are net new stalls) at 16022 116th Avenue SE in Renton, WA. The following mitigation measures may be required as part of the project development: The proposed parking supply of 112 net new off-street parking stalls would meet peak parking demand of the project. Per the CityÊs bicycle parking requirements, the proposed development would be required to provide 9 off-street bicycle parking stalls. Traffic Impact Fees. The City of Renton assesses a traffic impact fee rate of $3,572.93 per p.m. peak hour trip, which is based on a 50 percent reduction that was approved by RentonÊs City Council (per a phone call with the City of Renton on May 23, 2018). Based upon 54 p.m. peak hour trips generated by the proposed development, a traffic impact fee of approximately $192,562.87 would be assessed. A detailed calculation is provided in Attachment E. The applicant may request a waiver of the traffic impact fee as the facility may be considered an exempt public facility, but it would have to be approved by RentonÊs City Council. Please see the Cascade Elementary School Arrival-Dismissal Period Recommendations section in this study that identifies recommendations to minimize impacts of existing parent drop-off/pick-up operations onto access and parking of the proposed Family First Community Center. If implemented, a net increase of 112 parking stalls would be provided on-site compared to the currently proposed supply. However, based upon expected peak parking demand and shared parking opportunities with the adjacent school, no off-site parking impacts are expected.
