NEW CITC OF WASHINGTON HEADQUARTERS + CAMPUS
PROJECT DESCRIPTION:
CITC of Washington, a non-profit construction training program, is building a new Headquarters + Campus in Renton.
The building is to be an adaptive reuse of the existing 32,681sf Bryant Motors, with a new second level addition including
a fully screened rooftop mechanical area and (4) roof deck areas. With site work including a new surface parking lot,
landscaping areas, a public plaza, street and parking lot lighting, new sidewalks and curbs, utility undergrounding and
street repaving/ resurfacing.
The intent of this meeting is to
facilitate an informal discussion
between the project developer
and neighbors regarding the
project. While required by the
City of Renton, this meeting
is not conducted by the City
of Renton and is in addition to
any future public hearing or

Halene Sigmund (President, CITC) – Introduction to CITC
Q: Completion rate of students enrolled at CITC?
A: 70%
Q: Through what process does CITC accept student?
A: Recruitment Referral System (often through General Contractors)
Q: What does CITC do to attract women to the construction trades?
A: Significant time devoted to recruiting women into CITC and the construction industry as well.
Halene is on the Board for NEW (Nontraditional Employment for Women). NEW is a sector-based
workforce development program that prepares women for careers in the construction,
transportation, energy, and facilities maintenance industries.
Tim Rhodes (Principal, Rhodes Architecture + Light) – Site + Building Design
Q: Hours of Operation?
A: Administrative Hours: 8am-5pm
Classes/ Training: 4pm-9pm
Q: How much parking will be provided?
A: 60 Onsite/ 30 On Street around perimeter of property. Students will be directed to use the (6)
level parking garage at Renton Transit Center Park & Ride if parking on property is full. Tim
referenced the Traffic Study performed by Gibson Traffic Consultants (6/15/18) where a peak
demand of 24 spaces is required at a minimum.
Q: Will there be noise generated at this facility that will be audible by surrounding neighbors?
A: Most trades don’t generate any noise (i.e. Plumbing, Electrical, HVAC, Sheet Metal, Painting),
but carpentry lab does generate some noise. All labs, regardless of type, will have interior double
framed insulated walls, rigid insulation wrapping the entire exterior of the building at solid wall
locations and insulated glazing with high STC ratings. This is all in addition to the existing CMU
exterior walls which have significant sound deadening properties. Doors will not typically be left
open during normal lab operating times, and large overhead doors are meant for loading and
unloading materials only and will not be left open for extended periods of time.

Q: Is this Use Preferable to a Multi-Family building?
A: Yes. There will be far fewer people coming and going, less strain on street parking, and a
significantly smaller building footprint/ volume compared to a large apartment building for
example.
**Follow-up Comment from Renton resident: he doesn’t live in the immediate neighborhood, but
is extremely excited about the building design, and CITC’s presence in Renton. He would
much rather see a building like this in his neighborhood than another large 300 unit apartment
building.
Q: Will the building have security cameras.
A: Yes, both interior and exterior security cameras will be installed.
Q: Will the original glu-lam beams be maintained in the new design?
A: Yes, They will be cleaned up and sealed in place.
Q: Will there be seismic retrofitting?
A: Yes. Most of the structure and systems will be left exposed to provide students with a tangible
sense of how a building functions and is constructed.
Q: Will tours of the new building be given to the neighbors?
A: Yes, CITC will arrange for this once construction is complete as has been their practice with
several of their other facilities.
Q: Will there be space that the community can use f or meetings, etc?
A: Absolutely. This is something CITC already does and will continue to do across all of their
facilities. Community engagement and support is very important to CITC.
Patrick Hansen-Lund (Civil Engineer, HL Engineering) – Site Design
Comment: Drivers often run through the stop sign at the corner of 2nd St. and Garden Ave.
(driving north along Garden Ave from Bronson Way ).
Q: Is there any ability to slow traffic? Flashing Light LED Stop Sign or Pedestrian crossing striping
on pavement were suggested.
A: Would need to coordinate this with Renton Public Works Department, but CITC is open to the
possibility of installing pedestrian crossing striping across Garden Ave, as it would be beneficial
for students and instructors to go to the strip mall for food.

Lighting-
Q: Will there be decorative light standards or steel poles with cobra heads?
A: Steel poles with cobra heads, per City of Renton standards.
*Building mounted lighting suggested by neighbors for security.
Q: Will there be any on-staff security?
A: No, but there will be a staff, and instructor presence around the building from at least 8am-
9pm. Police would be called if a more serious situation presented itself. CITC hasn’t found that
security has been necessary at their other facilities across Washington state.
Q: Overnight Parking? Will Parking be monitored for RV’s and other vehicles being parked
overnight?
A: No overnight parking. RV’s/ Cars will be towed if found overnight.
Q: Will the Cell tower remain?
A: No, it should be being removed immediately by the Bryants.
Q: What’s the status of the vacant lot just east of the CITC Lot that the Bryant’s still own?
Neighbors complained that the Bryants are storing equipment from Bryant Motors building on
vacant lot as they’re moving out of the old Bryant Motors building.
A: Unknown. Not part of CITC land purchased.
Q: What will be involved in the Demolition process and how will that affect the neighboring
properties? How will Construction be staged?
A: (Marpac Construction)- Demolition of the existing building will be selective as most of the
existing structure will be re-used. Demolition that is required will first occur at the interior of the
building to capture dust and minimize noise. The building will only be opened up for the second
floor addition once all interior demo work has been completed. All construction staging, storage
and parking will be contained within the vacant portion of the property (where the future parking
lot will be constructed), or the existing building interior itself.
General Comments from Neighbors:
-“We’re really excited to have CITC coming to Renton. Welcome to the neighborhood ”.
(Similar sentiment echoed by multiple neighbors).
-Neighbors would like to be notified of hearing examination date/time so they can attend and
show support for project.
-Neighbors requested slides and videos to post on the North Renton Neighborhood Association
website. Rhodes Architecture sent these files on 8/30/19.
