Gibson Traffic Consultants, Inc. has been retained to provide a traffic analysis for the Construction
Industry Training Council (CITC) Renton development. The development is located in the northeast
corner of Bronson Way N at Garden Avenue N. A site vicinity map is included in Figure 1. The site
is currently occupied by a 32,951 SF automobile parts and service center, which will be removed with
the development. The CITC Renton development will include space for 120 students.

1. TRIP GENERATION CALCULATIONS
The trip generation calculations for the CITC Renton development are based on data collected at a
similar site in the City of Marysville and data contained in the Institute of Transportation Engineers’
(ITE) Trip Generation Manual, 10th Edition (2017).
1.1. CITC Marysville Site
PM peak-hour data was collected by the independent count firm Traffic Data Gathering (TDG) in
May 2018 at the CITC Marysville site located at 3506 124th Street NE. The CITC Marysville site has
an enrollment of 97 students. The trip generation observed during the weekday PM peak-hour
between 4:00 PM and 6:00 PM and the resulting trip generation rate is summarized in Table 1.

The CITC Marysville site has a weekday PM peak-hour trip generation of 17 trips, which equates to
a trip generation rate of 0.18 trips per student. The data from the CITC Marysville site is included in
the attachments.
1.2. Comparison to ITE Data
The data from the CITC Marysville site was compared to data published by ITE in Trip Generation
Manual, 10th Edition (2017). The most applicable ITE Land Use Code is 540, Junior/Community
College. The PM peak-hour trip generation rate collected at the CITC Marysville site was compared
to the PM peak-hour trip generation rate for ITE Land Use Code 540. The ratio between the two PM
peak-hour rates was then used to calculate the proportional daily and AM peak-hour trip generation
for the CITC Renton site. The same PM peak-hour trip generation rate, 0.18 trips per student, was
applied for the PM peak-hour trip generation. It should be noted ITE specifically mentions access to
transit as a factor that could reduce the trip generation for LUC 540. The Marysville site is served by
one bus route while the Renton location is served by four. The actual trip generation rate at the Renton
facility could therefore be much lower than the observed rate at the Marysville location. The trip
generation of the CITC Renton site is summarized in Table 2.

1.3. Existing Use
The CITC Renton will replace the 32,951 SF automobile parts and service center that is currently on
the site. The trip generation of the existing use, which is creditable to the CITC Renton development,
has been calculated using average trip generation rates for ITE Land Use Code 943, Automobile Parts
and Service Center. This is the most applicable ITE Land Use Code for what is currently on the site.
The trip generation of the existing use is summarized in Table 3.

1.4. Change in Trip Generation
The change in trip generation with the CITC Renton development, including credit for the previous
use on the site, is summarized in Table 4.

The trip generation shows that the CITC Renton development is anticipated to generate fewer daily,
AM peak-hour and PM peak-hour trips than the existing automobile parts and service use. The total
trip generation calculations are included in the attachments.

2. PARKING
The CITC Renton site is proposed to have 64 parking spaces for the 120 student facility. Parking
demand was collected at the CITC Marysville site at the same time as the PM peak-hour trip
generation data. The parking data shows a maximum parking demand of 19 spaces between 4:00 PM
and 6:00 PM. This equates to a peak parking demand of 0.20 spaces per student. This data is similar
to parking demand data published in the ITE Parking Generation, 4th Edition (2010). The parking
demand of 0.20 spaces per student would result in a peak demand of 24 spaces for the CITC Renton
site. The proposed 64 space parking supply should therefore satisfy the parking demand of the CITC
Renton site.
3. TRAFFIC IMPACT FEE CALCULATIONS
The CITC Renton site is not anticipated to generate any new daily, AM peak-hour or PM peak-hour
trips. The CITC Renton site should therefore not be conditions to pay traffic impact fees.
