The Planning Department has no objection to the request and recommends that it be car- ried out based upon the recommendation of the Utilities Division. Change in Accident Letter from Beth Campbell , 4037 SE 11th St. , reported being Report Requested struck by automobile in the crosswalk at Bronson Way and by Bicyclist Factory St. causing over $100 damage to her bicycle while she was knocked down. Because of the $300 minimum property damage clause in the State law that does not require an accident report to be filled out, Mrs. Campbell feels the City and State should request change in Motor Vehicle Collision Report No. WSP 161 (Rev. 9/77) to include all accidents involving motorists and pedestrians where any amount of property damage is sustained. Mrs. Campbell also requested consistency in information from the Police Department. Refer to Public Safety Committee for recommenda- tion back to Council . Review of Utility Letter from Everett Johnson, Construction Manager, Renton Easements at Village Co. , 15 S. Grady Way, requested review of sewer and Renton Village water easements in Renton Village granted in 1969. The letter noted easements not used and requested deed be rescinded. The letter noted a presentation would be made to the King County Design Commission as City's portion of funding (20%) will be utilized from Forward Thrust Funds. Political Signs Councilman Hughes noted problems with political signs and moved, seconded by Shane, that the sign ordinance especially portion pertaining to political signs be referred for review. Delaurenti , Mayor and Members of the Renton City Council Municipal Building • Renton, WA 98055 Subject: Renton Village Company, Rescission of Easements for Sanitary Sewer Trunk and Lateral Lines Dear Mayor Delaurenti and Council Members: The Board of Public Works recommends that the City Council agree to the rescission of the easements granted in 1965 for sanitary sewers as it is not required. The sewers were located in a different area and the City has easements for the lines. It is also recommended the Mayor and City Clerk be authorized to sign the necessary papers for the rescission. The (Quit Claim Deed) letter recommended the Mayor and City Clerk be authorized to sign necessary papers for rescission as requested by Renton Village Co. , 15 S. Grady Way. Concur. Benaroya Letter from Jack A. Benaroya Co. , 5950 Sixth Ave. S. , Seattle, Interties summarized the history of installation of two water system interties at Renton-Kent SW 43rd St. and Lind SW and Renton- Tukwila West Valley Hwy. in August 1978. The letter reported direct costs for installations $91 ,621 and proposed to transfer ownership of these intertie systems to the City as a general benefit to the City at a price of $45,000. The letter noted that if the City chooses not to acquire these systems, they will be removed and easements revoked so as to recoup value of meters and vaults. Refer to the Utilities Committee and Public Works Department. Court Case Superior Court Summons and Complaint filed by State of Wash- State re Vehicle ington vs City of Renton, Homeco, Inc. in amount of $3,000 for loss of State Patrol vehicle which was lost on 4/23/78 in pursuit of stolen vehicle and went over embankment and into trees at end of Cedar Ave. S. The suit alleged inadequate and/or improper signing and absence of a barricade on Cedar S. Refer to City Attorney. Appropriation Letter from Finance Director Marshall requested an ordinance Request for CETA appropriating and transferring $45,277 for Comprehensive Employment Training Fund (CETA) in order to keep the CETA budgetary fund solvent. Letter noted CFTA regulations have changed since the 1979 budget was adopt, , Refer to the Ways and Means Committee. Release of Gary Strother, W.R.V. Corporation, 400 108th Ave. NE, Bellevue, Easement representing owner and developer of a 45 unit apartment (High- NE 12th St. and land Park Apartments) at 12th and Lynnwood, requested Council Lynnwood NE authorize the vacation of sewer easement which is no longer required due to re-routing. Strother also explained that sale of the property has been arranged and must have the easement removed before title can be conveyed. Public Works Director Gonnason explained the need for authorization to release the easement and used map to explain need. These easements were granted in 1969. Also attached is a sketch which shows the apparently planned location for the sewer in 1965 which, as you can see from the easement, was not used. We request that the Council take action to rescind the deed which was erroneously recorded in 1965 . Your early attention to this matter will be appreciated.
