ORDINANCES AND RESOLUTIONS - Continued
Ordinance #3307 Councilman Perry declared possible conflict of interest and left the
Deak Rezone Chambers taking no part in any discussion or action of this matter.
R-286-79 An ordinance was read rezoning property from R-2 to P-1 located at
the west side of Talbot Rd. south of SE 43rd St. , known as the
Deak Rezone. MOVED BY CLYMER, SECOND PERRY, ADOPT THE ORDINANCE
AS READ. Councilman Stredicke explained withdrawal of his objection.
ROLL CALL: ALL AYES. CARRIED. Councilman Perry returned to Chambers.
First Reading The Ways and Means Committee report recommended first reading for
Dalpay Rezone the following ordinances:
R-143-78 An ordinance was read changing the zoning classification from G to
L-1 property located 620 SW 12th St. , known as the Dalpay Rezone.
MOVED BY CLYMER, SECOND PERRY, REFER ORDINANCE BACK TO THE WAYS AND
MEANS COMMITTEE. CARRIED.
First Reading An ordinance was read changing zoning classification from G-1 to
Brier Rezone SR-1 located in the vicinity of 1800 Duvall Ave. NE, known as the
Fran Briere Rezone. MOVED BY STREDICKE, SECOND CLYMER, REFER BACK
TO THE WAYS AND MEANS COMMITTEE. CARRIED.
First Reading An ordinance was read appropriating funds in amount of $10,000
Settlement as compromise settlement in favor of Hayes Mechanical , Inc. MOVED
Hayes Mechanical BY STREDICKE, SECOND CLYMER, REFER ORDINANCE BACK TO THE WAYS AND
MEANS COMMITTEE. CARRIED.
Resolution #2265 The Ways and Means Committee recommended reading and adoption of
Compensatory Time the following resolutions:
A resolution was read establishing policy regarding accumulation and
allowance of compensatory time by City employees in lieu of overtime.
MOVED BY CLYMER, SECOND PERRY, ADOPT THE RESOLUTION AS READ. CARRIED.
Resolution #2266 A resolution was read setting hearing date of 6/4/79 for vacation of
Vacation Portion proposed right-of-way lying outside the new alignment of Sunset
R/W adjacent to Blvd. NE adjacent to Jack-in-the-Box per petition filed by Alex
NE Sunset Blvd. Backamus. MOVED BY STREDICKE, SECOND SHANE, ADOPT THE RESOLUTION AS
READ. CARRIED.
Voucher Approval The Ways and Means Committee recommended approval of Vouchers
No. 22657 through No. 22848 in amount of $544,900.19 plus LID 297
Warrants R-14 in amount of $42,349.43 and C-17 $42,349.43; plus
LID 302 Warrants: R-33 $98,618.75, C-76 $93,687.81 and C-77
$4,930.94. Vouchers received departmental certification as to
receipt of merchandise and/or services received or rendered.
MOVED BY CLYMER, SECOND STREDICKE, COUNCIL CONCUR IN COMMITTEE
RECOMMENDATION. CARRIED.
CONSENT AGENDA The following items are adopted by one motion without separate
discussion unless requested. Adopting motion follows items:
Small Cities The American Association of Small Cities extended invitation to
Seminar elected officials and community leaders to participate with others
in a seminar 4/21/79 at the Longacres Racetrack Paddock Club in
Renton. Invitation from Fife Mayor Vraves, Renton Mayor Delaurenti
and Region Manager Oldenburg. Refer to Council President.
Vacation of Letter from City Clerk Mead presented petition for vacation of a
Portion of Alley portion of alley between SW 12th St. and SW 13th St. , noting receipt
SW 12th & SW 13th of filing fee. Refer to the Public Works Department, Board of
Public Works, Transportation Committee and Ways and Means Committee
for verification of petition, determination re advisability,
easement and vacation fee; also resolution setting public hearing
date of 6/11/79. Concur.
Park Equipment Bid Opening 4/5 Redwood play equipment for Gene Coulon Memorial
Bid Acceptance Beach Park and Tiffany Park; 3 bids received. See attached tabula-
tion. Letter from Director of Parks and Recreation Webley reported
the Park Board recommendation for acceptance of low bid of Funco
Playground Equipment. Council concur.

CORRESPONDENCE AND CURRENT BUSINESS
Easement for Letter from Public Works Director Gonnason requested a resolution
Park and Ride Lot be prepared authorizing the Mayor and City Clerk to execute a quit
claim deed to the State of Washington regarding sewer easement for
the Park and Ride Lot. Future use of the easement not anticipated.
MOVED BY STREDICKE, SECOND CLYMER, COUNCIL CONCUR IN THE RECOMMENDA-
TION. City Attorney Warren noted a resolution not needed. CARRIED.
ADJOURNMENT MOVED BY SHANE, SECOND SHINPOCH, COUNCIL MEETING ADJOURN. CARRIED.
