March 18, 2019: A site inspection noted the following code violations: The City of Renton Municipal Code Section 6-1-3: The storage, maintenance or retention of junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the city is hereby declared to be a public nuisance in accordance with this chapter and RMC 1-3-3, as now worded or hereafter amended, and may be abated in accordance with this chapter and RMC 1-3-3 G, as now worded or hereafter amended. RMC 8-1-4.E Unlawful Storage of Bulky Waste: The City of Renton has adopted regulations that governs bulky waste. The code states "It shall be unlawful for any person in the city to store, maintain, keep, retain, dump or accumulate bulky waste on private property in the City". Bulky waste is defined as "large items of solid waste, including but not limited to items such as furniture, large household appliances, refrigerators, freezers, oven, ranges, stoves, dishwashers, water heaters, washing machines, or clothes dryers: junk vehicles, vehicle hulks or any other oversized solid wastes which would typically not fit into or be permitted for collection as garbage in garbage cans". RMC 4-5-130.B.4 The Renton Municipal Code has specific regulations governing outdoor storage, the amended IPMC code states that: 308.2 Allowed residential outdoor storage: For RC and R1 zoned properties, a maximum of 400 square feet of area may be used for outdoor storage. For R4, R6 and R8 zoned properties, a maximum of two hundred (200) square feet of area may be used for outdoor storage. For R-10 or R-14 zoned properties, a maximum of 100 square feet may be used for outdoor storage. 308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on residentially zoned property in the following areas: Front yards, Side yards, Slopes greater than 15%, Designated open spaces or restricted areas, critical areas, including wetland, streams and associated buffer areas 308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to the residential structure or any other building. 308.5 Business related storage: Materials stored outdoors on residentially zoned properties shall not be owned by or used in any business or industry including a home occupation business. 308.6 Height limitations: Materials stored outdoors on residentially zoned properties shall be neatly stacked and not exceed a height of six feet (6). Tarps may not be utilized for screening outdoor storage. March 19, 2019: A Warning of Violation was issued with a compliance date of April 3, 2019. March 29, 2019: An email was sent to extend the compliance date to April 24, 2019, per Ms. Pizarro's request. Exhibit #3 April 30, 2019: A follow up inspection noted all violations remain. May 7, 2019: Warning of Violation Second Notice was issued with a compliance date of May 22, 2019. Exhibit #4 June 4, 2019: A follow up inspection noted the vehicle and outdoor storage violations remain. June 10, 2019: A Finding of Violation was issued for $200.00 ($100.00) each for each violation with a compliance date or appeal date of June 25, 2019. July 10, 2019: An untimely appeal for the Finding of Violation signed on June 28, 2019, was received by the city clerk's office. Exhibit #5 July 8, 2019: A follow up inspection noted the vehicle and outdoor storage violations remain. July 9, 2019: A Finding of Violation Second Notice was issued for $400.00 ($200.00) each for each violation with a compliance date or appeal date of July 24, 2019. All vehicles must be licensed and operable (street legal) and a maximum of four vehicles may be parked on the property. I found an expired building permit for an addition in 2013. The permit was signed off as far as the foundation but did not receive any further inspections. Was this addition completed? How large is the storage shed you are building? Thank you. We have been in the process of cleaning up our outside areas of our home. The inspector that did come to the home on March 19, 2019 may have seen a new storage still being built. Because this is not finished just yet most of the belongings that are outside will move into this storage. Building did stop during a few of the winter months and the process is happening slowly since we are only able to keep working on it if weather and money permits. There really is only one car that could be deemed as a junk car. We did have another car that is wrapped up that we recently pulled out of storage a month ago. We are trying to find a decent priced storage or other alternative for those two cars. In the meantime would covering these cars suffice? I see a lot of cars in the neighborhood that have been there for years covered. Please let me know if this request is not the proper way to ask for an extension of the date, and if you could provide me with links to the proper resources page or form.
