HomeMy WebLinkAboutCity Case File - KousoumRENTON CODE COMPLIANCE CODE18-000542 NARRATIVE September 24, 2019 Address: 8031 South 130th Street Seattle, WA 98178 Violator: Sonya Kousoum PO Box 33161 Seattle WA 98133 RMC Violation: 4-5-060 Construction Administrative Code No Building Permit: The City of Renton Municipal Code requires building permits to be applied for and obtained by any person, firm, or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, use, occupy or maintain any building or structure in the city. October 1, 2018: Building Inspector Phil Hudgens wrote correction notice to obtain a building permit for work being done that has not been permitted by the city. Property owner & contractor came to city hall to discuss what needs to be done. She has already talked to Adriann Alexander, Permit Technician & Dave Christenson, Wastewater Utility Engineer and is going to take steps to hook up to sewer & abandoned the septic. The contractor will contact Phil and he wrote the original correction notice. October 9, 2018: Per Kevin Louder, Code Compliance Inspector, Rich Melchior with Rich Design is working on the drawings to submit permits. He was in city hall speaking with Steve Triplett about permit submittal. He wanted to let code compliance know that work is stopped on the house until permit is issued. November 29, 2018: Septic or Sewer has not been submitted for approval so a building permit may not be submitted for review and approval. December 21, 2018: No activity on this property. Sent a Finding of Violation for $250.00. This Finding of Violation was dismissed as the mailing came back "Return to Sender No Such Number Unable to Forward". February 5, 2019: Sent letter thanking Ms. Kousoum for submitting a King County Operation/Performance Monitoring Report for her septic system. The compliance date to submit health department approval and a building permit application was February 20, 2019. February 17, 2019: Email received from Ms. Kousoum. February 18, 2019: 1 sent email in response to the February 17, 2019, email. I asked to be updated on the progress. March 27, 2019: Email sent to Ms. Kousoum asking the status of the sewer connection. April 24, 2019: Email sent to Ms. Kousoum asking the status of the case and asking that the building permit plans be submitted by May 9, 2019. Email response from Rich Melchiour, designer with update. Email reply to Mr. Melchiour with information regarding a pre -application meeting. May 8, 2019: Email from Mr. Melchiour stating they are waiting on engineering and that he's loaded the pre -application information into MyBuilingPermit.com. The pre -application meeting was applied for and was completed on July 30, 2019. September 4, 2019: A Finding of Violation Second Notice was issued for $250.00. There is no application for sewer or building permit. The compliance date or appeal date is September 19, 2019. September 16, 2019: An appeal of the Finding of Violation Second Notice was received by the city clerk's office. September 24, 2019: To date there an application for sewer hook-up or building permit review have not been received by the city. In one week the process thus far will have taken a year. Now actually I have a contractor trying to work on the sewer connection. As you know I have an architect working on designing a dwelling family unit instead of a toilet in a shop. He spoke to you many times in the last couple of months. I provided all information to the architect and the contractor per your request. You requested a report of the septic system. I obtained the report you requested on the septic system. Who was telling you the septic was failing? I would like to know who told you the septic tank was failing. I would like to get things resolved as soon as possible. However it's not in my hands. I have been doing the right things since the start. I pulled permit as required. I have stopped everything until this matter is resolved. I want to do things correctly. No, I would not like to provide approval from the Health department when you know I have been attempting to connect to sewer line. I have been working with the architect and engineer to get this matter resolved. I have not made additional bedrooms. Your inspectors were at the site many times. We passed the first plumbing and electrical inspections. Why your first and second inspectors did not ask for building permit? They know very well what was done. Can you tell me clearly and not with lies how do you come up me adding bedrooms? I really want to get this matter resolved. If you are going to send me a letter, please tell me the next step I need to do, not to threaten me to spend money unnecessarily? The only reason it would be suggested that you hook up to sewer is if your septic is failing and/or the county would not approve new construction in regards to your septic system (usually new bedrooms). The city has no reason to ask you to hook up to sewer if your septic is fully functioning. We have talked with your architect. As far as the sewer hookup to date we have not received any information. If you have on -going information please keep us updated. Upon preliminary approval of the ADU we will apply for sewer conversion. The plans are done for the ADU addition and with the structural engineer right now. We are waiting for the engineer to complete and then we will be ready to submit. We want to schedule a preliminary review meeting with one of your departments. I believe that is the next part of the process. Can you please advise us as to how to go about setting that up?
