SUBJECT: SNP2—Bidder Questions & Responses
1. Bidder's Question: (James Phillips, KLB Construction)
• Can you classify what type of material was imported, during Phase 1, at planting
and sod locations within Phase 2 work limits?
• Will Phase 2 be required to remove 15" -24" of material, imported during Phase
1, or was the material from Phase 1 imported to meet the material
requirements of Phase 2.
Response:(Dean W. Koonts, HBB Landscape Architecture)
• All Phase 2 planting areas in Phase 1 were only rough graded with existing soils,
about a 2-3 inch layer of compost tilled in, and then seed to provide a
temporary condition.
• Phase 2 will be required to excavate existing soil and import planting soil per the
soil preparation detail and specifications in the contract documents.
2. Bidder's Question: (James Phillips, KLB Construction)
• Is a one-week extension of the bid date possible?

• The bid date for Sunset Neighborhood Park, Phase 2 is scheduled for September
17, 2019 at 3:00 pm, Clerk's Office, 71" Floor, 1055 S. Grady Way; Renton,WA
98057. No extension of the bid date is anticipated.
3. Bidder's Question: (James Phillips, KLB Construction)
• Sod soil preparation detail on Drawing L-20 omits the application of dolomite
and starter fertilizer within the top 2 inches of topsoil below sod application.
Please clarify what will be required of the contractor.

• The dolomite,fertilizers, amendments, soil tests, soil submittals, and all items
described in the specifications will be required. Detail will be revised in
Addendum B.

4. Bidder's Question: (James Phillips, KLB Construction)
• The soil preparation section of the landscaping specifications requires the
contractor not to work the soil when the ground is upon others conditions,
"excessively wet" or"ponding water".This project will be constructed between
Nov and May. Please clarify is the Owner will grant additional working days if
the ground is excessively wet.
Response: (Alan Wyatt, City of Renton, PPNR)
• Consideration for weather conditions impacting the Work will be considered for
additional days. It is anticipated the Contractor to make reasonable effort to
make up any time and effort due to weather delays and site conditions.The
Substantial Completion of the Work shall be no later than May 31, 2020 and
Final Acceptance on June 30, 2020.
5. Bidder's Question: (James Phillips, KLB Construction)
• I am requesting that the soil test from phase 1 be made available so the phase 2
contractor can better quantify the cost of soil amendment required.

• Subgrade Soil Test Results will be made available. Note: per the Geotechnical
Report of the park site, the northeast corner,where most of Phase 1 occurred
has a different soil profile than the rest of the site.Absolutely no guarantee can
be made that soil tests results from Phase 1 subgrade soils will be similar to
Phase 2 subgrade soils.
6. Bidder's Question: (Kurt Lynn,Ashford Electric)
• Drawing E-3.We are taking (3) existing poles down (note 4) and we are
relocated (5) poles (note 5). We are 2 poles short. What happens with the
other 2 poles?
Response: (Ed David, Harbor Electric&Chris Wiest, PND Engineers)
• Note 4 states does not state there are 3 poles. Note 4 states: Remove and
salvage (E) pole mounted luminaire.The (E) is for"existing," not the number 3.
We are modifying 5 light poles on sheet E-3. Each modified light pole should
have had the notes 4, 5, and 12 pointing to them. All three notes only appeared
on the middle 3 light poles out of the 5 light poles.The note 4 should have been
on two of the light poles, one light to the north near Glenwood Ave intersection,
and one light just by the horseshoe pathway.The response provided was to add
note 4 to those two poles. Once note 4 is added to the two poles that brings the
totalto 5.
