City of Renton shall have the right to ingress and egress over thc�se portians of th� Property raecessary to perform inspections of the storrnuvater faciliti�s and �MPs and conduct ma�ntenance activities specified in this Declaratimn of Cavenant arad in accordance with the Renton Municipal Code. City of Rentan shall provide at least thirty{30} days` written natice to the Owners that entry on the Property is planned fior the inspection of drainage facilBti�s.After the thirty�30) days,the Owners shall allow the City of Renton to enter for the s�le purpose of ' inspecting drainage facilities. In lieu of inspec�ion by#he City,the Owners may elect to engage ', a lieensed civil engineer registered in the state e�f Washingtan who has�xpertise in drainage t� ' inspect the drainage facilities and provide a written repart describing their condition. If the ' �ngineer option is chosen,the Ovuners shall provide written notice to the City of Renton within ' fifteer�(15)days af receiving the City's r�otice of insp�ction.Within thirty(30)days af giving this ' notice,the�wners,or en�in�er on behalf c�f the Owners,shall pravide the engineer's report to � the City of Renton. If the report is not provided in a timely manner as specified above,the City ' of Renton may ir�spect the drainage facilities without further natice. 3. If City of Rent�n deterrnines fr�m its inspection, ar frorn �n er��ine�r's repart provided in accardarace with Para�raph 2,that m�inten�nce, repair, restoratic�r►, and/or mitigation work is required to be done to any of the dr�inage facilities, City af Renton shall notify the Owners of ; the specifoc rnaintenance, repair, restoration, andjar mitigation v�oork ("Work") required pursuant to the Rentan Municipal �ode. The Cify shall also s�t a reas�nable deadline fc�r the Owners to corriplete the Work, ar to prc�vide arr engineer's report that veri#ies completion �f the Wark. After the deadline has passed, the Owners shall allow the City acc�ss to re-inspect : th� draina�e facilities unless ar� engineer's repart has been pravided verifijing completian of the Wcark. Basic dis�ersio��is a strategy for utilizi��g a��y available ca�acity of o��site vegetated areas to retai��, absorb,and filter the runoff from developed surfaces. This on-site BMP has two priinary components that must be maintained: (1)The devices that disperse runoff from the developed surfaces and (2)The vegetated area over which runoff is dispersed. Dispersion Devices The dispersion devices used on your property include the following as indicated on the site plan(CHECK THE BOX(ES)THAT APPLY): ❑ splash blocks, ❑rock pads, ❑ gravel filled trenches, ❑ sheet flow. MAINTENANCE RESTRICTIONS The size,placement,composition,and downstream flowpaths of these devices as depicted by the site plan and design details must be maintained and may not be changed without written approval from the City of Renton or through a future development permit from the City of Renton. INSPECTION FREQUENCY AND MAINTENANCE GUIDELINES This on-site BMP has two primary components that must be maintained per Appendix A of the City of Renton's Surface Water Design Manual: (1)The devices that disperse runoff from the developed surfaces and (2)The vegetated flowpath area over which runoff is dispersed. Maintenance of Dispersion Devices • Dispersion devices must be inspected annually and after major storm events to identify and repair any physical defects. • When native soil is exposed or erosion channels are present,the sources of the erosion or concentrated flow need to be identified and mitigated. • Concentrated flow can be mitigated by leveling the edge of the pervious area and/or realigning or replenishing the rocks in the dispersion device, such as in rock pads and gravel filled trenches. Maintenance of Vegetated Flowpaths • The vegetated area over which runoff is dispersed must be maintained in good condition free of bare spots and obstructions that would concentrate flows.
