FINDINGS/CONCLUSIONS
This traffic impact analysis (TIA) has been prepared for the proposed Canopy Residential development located
at 4196 Lincoln Place NE in Renton, WA.
Project Proposal. The proposed Canopy Residential development would include up to 56 single-family
dwelling units on a site that currently includes two single-family dwelling units which would be demolished
with the proposed project. Vehicular access to the Canopy Residential development would be provided via
a new full access onto Lincoln Ave NE and a new full access on NE 40th Street that will be accessed through
the intersection of Monterey Pl NE/NE 40th Street. Full buildout of the project is estimated to occur in 2021.
Trip Generation. The proposed Canopy Residential project is estimated to generate 591 net new weekday
daily trips, with 44 net new trips occurring during the weekday AM peak hour (11 in, 33 out), and 56 net
new trips occurring during the weekday PM peak hour (36 in, 20 out).
Future Year LOS. LOS analyses were conducted for future year 2021 weekday AM and PM peak hour
conditions at two off-site study intersections. Based on the analysis results, the SB left-through movement at
the stop-controlled intersection of the I-405 SB Ramps/NE 44th Street is anticipated to operate at LOS F under
weekday AM and PM peak hour conditions in 2021 without or with the proposed project. All other controlled
movements at I-405 SB Ramps/NE 44th Street are anticipated to operate at LOS B or better during the AM
and PM peak hours in 2021 without or with the proposed project. Additionally, the all-way stop controlled
intersection of the I-405 NB Ramps/NE 44th Street is anticipated to operate at LOS F during the AM and
PM peak hours in 2021 without or with the proposed project.
Sound Transit and WSDOT have identified planned improvements at the two study intersections as part of
the WSDOT I-405 Renton to Bellevue Widening and Express Toll Lanes project and Sound Transit 3Ês I-405
Bus Rapid Transit (BRT) project. The planned improvements include roundabouts at these two study
intersections that will improve future operations.
Site Access LOS and Queuing. LOS and queue analyses were conducted for future year 2021 weekday
AM and PM peak hour conditions at the two proposed site access locations. All controlled movements at the
unsignalized site access on Lincoln Ave NE and at the intersection of Monterey Pl NE/NE 40th Street (site
access) are expected to operate at LOS B or better with 95th percentile queues of no more than 1 vehicle
during the AM and PM peak hours.
Site Access Sight Distance Evaluation. Intersection sight distance (ISD) and stopping sight distance
(SSD) were evaluated at the location of the proposed site access on Lincoln Ave NE and also at the intersection
of Monterey Place NE/NE 40th Street (providing access to the site). Both ISD and SSD were met at the
proposed site access on Lincoln Ave NE. At the Monterey Place/NE 40th Street intersection, ISD is not met
looking to the north. As a result, turn restrictions may be necessary to limit left-turns from NE 40th Street onto
Monterey Place NE.
Mitigation. Transportation mitigation required by the City of Renton is payment of a transportation impact
fee. As of the date of this study, the adopted City of Renton 2019-2020 impact fee schedule identifies a
2019 fee of $7,820.42 per single-family dwelling unit. The proposed 56 single-family unit Canopy
Residential development, less removal of the two existing single family units, would have an estimated
transportation impact fee of $422,302.68 ($7,820.42 X 54 net new single-family dwelling units).

INTRODUCTION
This traffic impact analysis (TIA) has been prepared for the proposed Canopy Residential development
located at 4196 Lincoln Place NE in Renton, WA as shown in the Figure 1 vicinity map.
Project Description
The proposed Canopy Residential development would include the development of up to 56 single-
family dwelling units on a site that currently includes two single-family dwelling units which would be
demolished with the proposed project. Vehicular access to the Canopy Residential development
would be provided via a new full access onto Lincoln Ave NE and a new full access on NE 40th
Street that will be accessed through the intersection of Monterey Pl NE/NE 40th Street. Full buildout
of the project is estimated to occur in 2021. A preliminary site plan is provided in Figure 2.
Project Approach
To analyze the traffic impacts from the project, the following tasks were undertaken:
· Assessed existing conditions through field reconnaissance and reviewed existing
planning documents;
· Described and assessed existing transportation conditions in the area;
· Documented planned transportation improvements in the site vicinity;
· Documented existing traffic volumes and intersection levels of service (LOS) at the
following two study intersections during the weekday AM and PM peak hours:
1. I-405 Southbound (SB) Ramps / NE 44th Street (stop-controlled SB)
2. I-405 Northbound (NB) Ramps / Lake Washington Boulevard NE / NE
44th Street (all-way stop)
· Documented collision history at study intersections;
· Estimated trip generation and documented trip distribution and assignment of AM
and PM peak hour project-generated traffic;
· Documented traffic forecasts and assumptions for year 2021 conditions at the two
study intersections without and with the proposed development;
· Analyzed weekday AM and PM peak hour LOS for year 2021 conditions at the
two study intersections without and with the proposed development;
· Analyzed weekday AM and PM peak hour LOS and queuing for year 2021
conditions with the project at the proposed site access;
· Evaluated entering and stopping sight distance at the proposed site access on
Lincoln Ave NE and at NE 40th Street/Monterey Pl NE per WSDOT Design Manual
standards;
· Identified transportation mitigation to the City of Renton.

EXISTING CONDITIONS
Roadway Network
Table 1 describes the existing characteristics of the streets that would be used as primary routes to
and from the site. Roadway characteristics are described in terms of orientation, arterial
classification, number of lanes, speed limits, pedestrian facilities, and paved shoulders. It should be
noted that Lake Washington Boulevard turns into NE 44th Street which then turns into Lincoln Avenue
NE.

Non-Motorized Transportation Facilities
Pedestrian facilities in the immediate project vicinity are limited. Paved shoulders exist on both sides
of Lincoln Ave NE. Sidewalks exist on NE 44th Street, north of the project site.
Transit Service
There is no nearby transit service in the project vicinity.
Existing Traffic Volumes
Existing weekday AM and PM peak hour traffic volumes at the two study intersections were based
on counts conducted by All Traffic Data in June 2018. Year 2019 traffic volumes were estimated
by applying a 2 percent annual growth rate to the 2018 traffic volumes. Figure 3 illustrates the
2019 existing weekday AM and PM peak hour traffic volumes at the study intersections. The detailed
peak hour turning movement count sheets are provided in Appendix A.

Level of Service
Weekday AM and PM peak hour level of service (LOS) analyses were conducted at the following
study intersections:
1. I-405 Southbound (SB) Ramps / NE 44th Street (unsignalized, SB stop-control)
2. I-405 Northbound (NB) Ramps / Lake Washington Boulevard NE / NE 44th Street
(unsignalized all-way stop)
The LOS analyses were based on methodologies and procedures outlined in the Highway Capacity
Manual (HCM 6th Edition). LOS serves as an indicator of the quality of traffic flow and degree of
congestion at an intersection or roadway segment. It is a measure of vehicle operating speed, travel
time, travel delays, and driving comfort. The LOS methodology is described in Appendix B. The
Synchro Version 10.3 software package was used to determine LOS results.
The 2019 existing AM and PM peak hour LOS analysis results for the study intersections are
summarized in Table 2. The LOS worksheets are included in Appendix C.

As shown in Table 2, the southbound shared left-through lane movement at the stop-controlled
intersection of the I-405 SB Ramps/NE 44th Street currently operates at LOS F under 2019 existing
conditions during the weekday AM and PM peak hours. All other controlled movements at I-405 SB
Ramps/NE 44th Street currently operate at LOS B or better during the AM and PM peak hours.
Additionally, the all-way stop controlled intersection of the I-405 NB Ramps/NE 44th Street currently
operates at LOS F under 2019 existing conditions during the weekday AM and PM peak hours.
Collision History
Collisions at the study intersections were summarized for the three-year period from January 1, 2015
to December 31, 2017. Collision data was provided by WSDOT. Summaries of the total and
yearly average collisions during this period are provided in Table 3. Summaries of collisions by type
over the three-year period are provided in Table 4.

FUTURE TRAFFIC CONDITIONS AND PROJECT IMPACTS
Planned Transportation Improvements
Based on a review of the City of RentonÊs adopted 2019-2024 Transportation Improvement Program
(TIP), there are no planned transportation improvement projects within the project vicinity.
Improvements at the I-405/NE 44th Street interchange are planned as part of the Washington State
Department of Transportation (WSDOT) I-405 Renton to Bellevue Widening and Express Toll Lanes
project and Sound Transit 3Ês I-405 Bus Rapid Transit (BRT) project.
Current plans for the I-405/NE 44th Street interchange include new direct access ramps,
reconstruction of the northbound access ramp to I-405 from a loop ramp to a new on-ramp from Lake
Washington Blvd NE, four new roundabouts along local arterials, a new BRT station in the I-405
median, and a new 200-stall park-and-ride at Lake Washington Blvd N/N 43rd Street. The project
is anticipated to be complete in 2024.
Project Trip Generation
The trip generation estimates for the proposed Canopy Residential project (up to 56 single-family lots)
were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip
Generation Manual, 10th edition for land use code (LUC) 210 (Single-Family Detached Housing).
Table 5 summarizes the resulting new weekday daily, AM peak hour, and PM peak hour trip
generation estimates for 54 net new single-family homes (56 proposed single-family homes less 2
existing single-family homes). Detailed trip generation calculations are included in Appendix D.

As shown in Table 5, the proposed Canopy Residential project is estimated to generate 591 net
new weekday daily trips, with 44 net new trips occurring during the weekday AM peak hour (11
in, 33 out), and 56 net new trips occurring during the weekday PM peak hour (36 in, 20 out).
Project Trip Distribution and Assignment
The distribution of the new project trips generated by the proposed Canopy Residential project was
based on existing travel patterns in the area. The following Table 6 summarizes the resulting general
trip distribution patterns. The distribution of project trips is shown graphically in Figure 4.

Based on the trip distribution percentages, the net new weekday AM and PM peak hour project trips
were assigned through the study intersections. The resulting assignment of the net new AM and PM
peak hour project trips through the two study intersections is shown in Figure 4.
Future Traffic Volumes
The project is anticipated to be fully constructed and occupied in 2021. To estimate the future year
2021 Without Project traffic volumes at the two study intersections, a 2 percent annual growth rate
was applied to the existing traffic volumes, as directed by City staff. This growth factor is used to
account for new development in the study area and growth in existing traffic. The resulting future
2021 Without Project AM and PM peak hour traffic volumes are shown in Figure 5.
The 2021 With Project traffic volumes were determined by adding the trip assignment from the
proposed development (shown in Figure 4) to the future 2021 Without Project traffic volumes. The
resulting future 2021 With Project AM and PM peak hour traffic volumes at the two study intersections
are shown in Figure 6.

Year 2021 Level of Service (LOS) analyses were conducted at the two study intersections for year
2021 weekday AM and PM peak hour Without Project conditions and for year 2021 With Project
conditions. The 2021 weekday AM and PM peak hour LOS results at the two study intersections
without and with the proposed project are summarized in Table 7. The detailed LOS worksheets are
included in Appendix C.

As shown in Table 7, the southbound stop-controlled left-through movement at the I-405 SB
Ramps/NE 44th Street intersection is anticipated to operate at LOS F under weekday AM and PM

Sound Transit and WSDOT have identified planned improvements at the two study intersections as
part of the WSDOT I-405 Renton to Bellevue Widening and Express Toll Lanes project and Sound
Transit 3Ês I-405 Bus Rapid Transit (BRT) project. The planned improvements include roundabouts at
the two study intersections that will improve future operations at these intersections.

Site Access Analysis
Vehicle access for the Canopy Residential development is proposed to be provided via a new full
access on Lincoln Ave NE and a new full access on NE 40th Street that would be accessed via the
existing intersection of Monterey Place NE/NE 40th Street.
LOS and Queue Results at Site Access
Future year 2021 With-Project AM and PM peak hour level of service (LOS) and queue analyses
was conducted at the proposed site access based on the methodology and procedures outlined in
the 6th Edition of the Highway Capacity Manual (HCM) using the Synchro 10.3 software program.
The reported queues for the controlled movements at the unsignalized site access are 95th percentile
queues. The estimated 95th percentile queues are exceeded only 5 percent of the time during the
analysis period.
The 2021 With Project AM and PM peak hour volumes at the site access as used in the LOS and
queue analyses are as shown on Figure 6.
The weekday AM and PM peak hour LOS and queue results at the site access for 2021 With-Project
conditions are summarized in Table 8. The LOS and queue worksheets are included in Appendix
C.

As shown in Table 8, all controlled movements at the unsignalized site access on Lincoln Ave NE
and at the intersection of Monterey Pl NE/NE 40th Street (site access) are expected to operate at
LOS B or better with 95th percentile queues of less than 1 vehicle during the AM and PM peak hours.
Sight Distance Assessment at Proposed Site Access
Intersection sight distance (ISD), also called entering sight distance, and stopping sight distance (SSD)
were evaluated at the location of the proposed site access on Lincoln Ave NE and also at the

intersection of Monterey Place NE/NE 40th Street since the southern site access is proposed on NE
40th Street.
The City of Renton does not have jurisdiction specific requirements related to sight distance. Based
on historical precedence in the City of Renton, this project proposes to use WSDOT sight distance
standards for roadway, intersection, and driveway design. WSDOTÊs current best practices related
to sight distance are to use a design speed equal to the posted speed/desired operating (target)
speed. WSDOT found that vehicles tend to travel at the rate in which the roadway was designed
to which led to their current policy. WSDOT has concluded that adding an additional margin above
the posted speed (such as +5mph or +10mph) can lead to increased operating speeds which is
undesirable. Therefore, WSDOT current practice uses a design speed equal to the posted speed for
designing roadway elements such as sight distance, horizontal/vertical geometry, etc. Based on the
existing 25 mph posted speed limit on Lincoln Ave NE and Monterey Place NE, a design speed of
25 mph was used in this sight distance analyses.
Intersection Sight Distance (ISD)
Intersection (aka entering) sight distance was evaluated at the two proposed project access locations.
ISD measurements were based on the November 2015 edition of the Washington State Department
of Transportation (WSDOT) Design Manual Chapter 1310.05 Intersection Sight Distance. The

MITIGATION
Transportation mitigation required by the City of Renton is payment of a transportation impact fee.
The proposed Canopy Residential development would include the development of up to 56 single
family dwelling units on an existing site that currently includes two single family dwelling units that
would be removed as part of the proposed project. As of the date of this study, the adopted City
of Renton 2019-2020 impact fee schedule identifies a 2019 fee of $7,820.42 per single-family
dwelling unit. Therefore, the preliminary estimated transportation impact fee would be $422,302.68
($7,820.42 X 54 net new single-family dwelling units).

Level of Service Methodology
Level of service calculations for intersections were based on methodology and procedures outlined
in the 2016 update of the Highway Capacity Manual, Transportation Research Board (HCM 6th
Edition) using Synchro 10.3 traffic analysis software.
LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of
vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F
generally describes intersection LOS. At signalized intersections, LOS A represents free-flow
conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions
where motorists experience an average delay in excess of 80 seconds per vehicle.
The LOS reported for signalized intersections represents the average control delay (sec/veh) and can
be reported for the overall intersection, for each approach, and for each lane group (additional v/c
ratio criteria apply to lane group LOS only).
The LOS reported at stop-controlled intersections is based on the average control delay and can be
reported for each controlled minor approach, controlled minor lane group, and controlled major-
street movement (and for the overall intersection at all-way stop controlled intersections. Additional
v/c ratio criteria apply to lane group or movement LOS only).
