REQUEST FOR QUALIFICATIONS

RENTON ELEMENTARY AND MIDDLE SCHOOL CROSSINGS
The City of Renton (City), in accordance with Policy & Procedure No.250-02, is soliciting statements of
qualifications for A&E Professional Services for the project referenced above. The City is seeking consultants
with expertise in Civil Engineering Design for pedestrian crosswalks per current ADA standards, with offices
located in State of Washington and licensed to do business in the State of Washington. Interested consultants
must submit Statement of Qualifications (SOQ) as outlined below.
The City of Renton may retain the services of the successful firm for construction phase. The agreement for
design will be approximately one year in duration with the option for the City of Renton to extend them for
additional time if necessary.
Project Description
The work to be performed by the CONSULTANT consists of performing engineering design for the Renton
Elementary and Middle School Crossings project. This project will provide for pedestrian improvements at the
following Renton school crossings within City of Renton Right-Of-Way (ROW). The scope includes surveying,
preliminary design, right of way certification, preparation of plans, specifications, and estimates for
construction bid documents, and bid support. This project has a voluntary 10% SBE goal.
The design elements include: install RRFB systems with push buttons, pedestrian ADA accessible curb ramps,
bulb-outs from the sidewalks, a center pedestrian refuge island, crosswalks pavement markings.
Maplewood Heights Elementary School:
Install a RRFB system with push buttons at the existing crosswalk and pedestrian curb ramps on Jericho
Avenue NE.
Sierra Heights Elementary School:
Remove existing crosswalk.
Install a new crosswalk and a center pedestrian refuge island on Union Avenue NE, between NE 25th Place and
Sierra Height Elementary’s school bus driveway, a bulb-out on the west side of Union Ave NE to widen
sidewalk, pedestrian curb ramps, and crosswalk pavement markings, and a RRFB system with push buttons.
McKnight Middle School:
Install a bulb-out to widen sidewalk, pedestrian curb ramps, and a RRFB system with push buttons at Edmonds
Avenue NE and NE 16th Street. Remove and re-stripe crosswalks and stop bar markings if necessary.

Information to be provided in Statement of Qualifications (SOQ)
In addition to the items listed below, submittals from consulting firms must include the firm name and main
phone number; name and e-mail address for Principal-in-Charge and Project Manager; disciplines provided by
the firm and total number of employees within Washington State. Similar information shall be provided for
any sub-consultants. A Submittal Information Form must be completed and attached to the SOQ for the prime
consultant and each sub-consultant (if any). Refer to WSDOT Local Agency Guidelines, Chapter 31, Appendix
31.92(a) and (b) for the forms.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
Project Team (25 points total, max.)
The purpose of this category is to evaluate the qualifications of the proposed Project Manager and key team
members. The following information must be provided for each team member proposed for these projects.
1. Name, current title with firm and current home office location
2. Total years of project related experience, total years of experience with firm
3. Credentials, training certificates
4. Project manager and key team members availability in 2019 and 2020
Project Experience (30 points total, max.)
The purpose of this category is to evaluate the experience of the proposed Project Manager and key team
members. The proposed project manager and/or key team members must have demonstrated experience in
each of the following categories for projects that have been completed in the State of Washington or using
WSDOT / FHWA standards.
1. RRFB and/or traffic signal design projects
2. FHWA and/or HSIP grant funded projects
Project Approach and Project Understanding (20 points total, max.)
The purpose of this catergory is to evaluate the basic understanding of the various aspects of the project and
the ability of the proposed project manager and key team members to complete the design of the project to
meet the schedule.
Project Management and Proposed Schedule (25 points total, max.)
The purpose of this category is to evaluate the ability of the proposed project manager to manage design
contract budgets, scopes, and schedules. A Proposed schedule for completing the design phase of the project
in 2020.
Submittal
For all submittal requirements, please review the complete RFQ which is available on the City of Renton web
page, www.rentonwa.gov/bids/. This link will direct you to the City Clerk’s “Call for Bids, Proposals,
Qualifications” page. Under the “Request for Qualifications” section, select “Engineering Services – Renton
Elementary and Middle School Crossings”.
Please submit one (1) original and (3) bound copies of the SOQ, along with one (1) USB flash drive with an
electronic version in PDF format to the following address. Submittals are due Friday, November 1, 2019, no

later than 5:00p.m. (PST). No submittals will be accepted after that date and time. Any questions regarding
