a. Approval of Council meeting minutes of 2/13/2006. Council concur.
b. Mayor Keolker reappoints Antonio Cube, Sr., Sandel DeMastus, Vern Nichols,Charles Thomas,
and Lari White, each to the Advisory Commission on Diversity(formerly Human Rights and
Affairs Commission)for a term that expires 12/31/2006. Council concur.
c. Mayor Keolker appoints Roosevelt Lewis, 358 Seneca Ave. NW,Renton, 98055,to the
Municipal Arts Commission for a three-year term expiring 12/31/2008. Refer to Community

d. Community Services Department submits CAG-05-052, Gene Coulon Memorial Beach Park
Boat Launch Repair; and requests approval of the project, commencement of 60-day lien period,
and release of retained amount of$7,496.33 to Global Diving & Salvage, Inc.,contractor,if all
required releases are obtained. Council concur.
e. Development Services Division recommends approval, with conditions, of the Laurelhurst
Division 2 Final Plat; 66 single-family lots on 13.1 acres located on the east side of Duvall Ave.
NE and the south side of NE 2nd St. (FP-05-135). Council concur. (See 9.a. for resolution.)
f. Utility Systems Division submits CAG-05-031,Central Business District Utility Replacement;
and requests termination of the contract with Americon, Inc. for failure to prosecute the work
within the original working days, authorization for final pay estimate in the amount of$2,195.60,
commencement of 60-day lien period, and release of retained amount of$29,120.04 if all
required releases are obtained. Council concur.
g. Utility Systems Division requests approval of the annual roster listing five firms to provide
photogrammetry services in 2006, with the option of extending the roster annually in 2007 and
2008 upon department administrator approval. Council concur.

CALL TO ORDER Mayor Kathy Keolker called the meeting of the Renton City Council to order
and led the Pledge of Allegiance to the flag.

SPECIAL PRESENTATION Fire Chief Lee Wheeler and Deputy Chief Larry Rude announced that Chaplain
Fire: Employee Recognition Al Folmar,Battalion Chief Mike Moeller,Captain John Lecoq, and Secretary
Kelly Williams were each selected as the ATP
(Administrative/Training/Prevention divisions)Person of the Quarter in 2005.
Chief Wheeler and Deputy Chief Rude also announced that former Firefighter
Noah Katka,Temporary Lieutenant Paul Harm, Firefighter Jake Lazenby, and
Lieutenant Karl Rufener were each named as Firefighter of the Quarter for
2005. Chief Wheeler presented Firefighter Jake Lazenby with the 2005
Firefighter of the Year Award.
ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2006 and beyond. Items noted
included:
* Because of the increasing number of calls, the City's Utility Billing
Division will begin using a new system on February 27th to streamline
payment of City utility bills with credit cards or directly from customers'
bank accounts. The change represents the first steps of implementing a
phone tree with an Interactive Voice Response(IVR) system within the
Utility Billing Division. Other features that will be added to the IVR
system include a direct transfer to Waste Management for solid waste
collection concerns and information regarding utility billing office hours.
* The City has been awarded two 2004-2006 Statewide Transportation
Enhancement grants for Renton projects. The first project, Renton Bicycle
Route Connection Plan, received a$100,000 grant, and the second project,
Lake Washington Trail South Lake Connector, received a$500,000 grant
for planning and engineering.
AUDIENCE COMMENT John A. Hansen, 1108 Anacortes Ave. NE, Renton, 98059, spoke on the topic
Citizen Comment: Hansen- of the noise issues at the Arbors apartment complex. Mr. Hansen stated that
Noise Complaint,Arbors Ordinance 5196 has been adopted, which he was told will enable the City to
Apartment Complex enforce these chronic noise disturbances, and he asked when the ordinance goes
into effect. Mr. Hansen also inquired if affected residents should continue to
call 911,or call another number at the City to report the noise disturbances.

Chief Administrative Officer Jay Covington indicated that residents can
continue to call 911 to report noise disturbances. Planning/Building/Public
Works Administrator Gregg Zimmerman stated that he will check on the
effective date of the nuisance ordinance, and noted that once the ordinance is in
effect,the City will investigate the noise issues with the newly revised nuisance
ordinance. Mr. Zimmerman suggested that residents call 911,for example,
when a very loud noise occurs during the night. He reported that another
option is to call the City's code compliance number.
Citizen Comment: Petersen- Inez Petersen, 3306 Lake Washington Blvd. N.,#3,Renton,98056,requested
Highlands Area that the correspondence Council has been receiving regarding the Highlands
Redevelopment area redevelopment be recognized under the correspondence portion of the
agenda, or at least be given Council's sincere consideration. She asked that
Highlands area residents be able to determine how their property is going to be
improved; and that the City lift the Highlands Sub-Area Plan Study Area
moratorium, work directly with the residents and the landlords, and use the new
nuisance abatement ordinance. Ms. Petersen pointed out that residents do want
to see the Highlands area cleaned up,but as a "bottom-up" effort. (See page 49
for further discussion on this matter.)

Vacation Approval was also sought to release the utilities easement obtained as part of
the Conner Homes vacation (VAC-04-001). Council concur. (See page 48 for
resolution approving the final plat.)

UNFINISHED BUSINESS Finance Committee Chair Persson presented a report recommending approval
Finance Committee of Claim Vouchers 245707-246131 and one wire transfer totaling
Finance: Vouchers $1,611,410.52; and approval of Payroll Vouchers 62049 -62470, one wire
transfer, and 602 direct deposits totaling$2,348,802.68. MOVED BY
PERSSON, SECONDED BY NELSON, COUNCIL CONCUR IN THE
COMMITTEE REPORT. CARRIED.
Council: Contracting Finance Committee Chair Persson presented a report recommending approval
Authority Policy,#800-12 of a new Council policy,#800-12, entitled Contracting Authority, for the
purpose of establishing the City Council's policy on contracting,and delegating
certain contracting authority to the Administration. The Committee further
recommended that the Council President be authorized to sign the policy.
MOVED BY PERSSON, SECONDED BY NELSON, COUNCIL CONCUR IN
THE COMMITTEE REPORT. CARRIED.
Planning&Development Planning and Development Committee Chair Briere presented a report
Committee recommending concurrence in the staff recommendation to approve a multi-
EDNSP: Multi-Family family housing property tax exemption agreement that addresses the terms and
Housing Property Tax conditions for a partial property tax exemption upon completion of the Bristol
Exemption, Bristol II at II at Southport project. The Committee further recommended that the Mayor
Southport and City Clerk be authorized to execute the agreement in substantially the same
form. MOVED BY BRIERE, SECONDED BY CLAWSON,COUNCIL
CONCUR IN THE COMMITTEE REPORT. CARRIED.
Utilities Committee Utilities Committee Chair Clawson presented a report recommending
Utility: Oversizing concurrence in the staff recommendation to approve the request for oversizing,
Reimbursement for Sewer utilizing the method of cost reimbursement developed by the staff and the
Line for Shamrock Plat, developer, for the additional work associated with wastewater improvements at
CamWest Development the Plat of Shamrock by CamWest Development, Inc. The Committee further
recommended that staff be authorized to reimburse CamWest Development,
Inc., the requested $4,474.60, which represents the final costs for oversizing.

IN THE COMMITTEE REPORT. CARRIED.

NEW BUSINESS In response to Council President Corman's inquiry,Mayor Keolker explained
Council: Correspondence, that according to the Council Correspondence and Agenda policy, which went
Highlands Area into effect on 12/8/2003,correspondence is listed on the Council meeting
Redevelopment agenda when requested by a Councilmember, or when it is related to a public
hearing or meeting, legislative action, or another item that is on the agenda.
She stated that general correspondence received by Council during the week is
not put on the agenda unless a Councilmember requests it specifically. Mayor
Keolker pointed out that correspondence does not need to be read in its entirety
at a City Council meeting, and can be summarized. City Clerk Bonnie Walton
noted that there is a deadline for inclusion of correspondence on the agenda.
Referring to the Highlands area redevelopment related correspondence
mentioned during audience comment,Mr. Corman indicated that Council has
not yet discussed the redevelopment issue at any length, and anticipates
beginning discussion on the matter at the Council retreat in March.
School District: Activities Councilmember Nelson reviewed Renton School District announcements and
activities. Items included: the undefeated season of the Renton High School
boys basketball team who took the Seamount League King Division title; the
Adopt-a-School penny drive at Sierra Heights Elementary School that resulted
in the collection of more that$1,300 for books and supplies for schools in the
Amazon rainforest of Peru; and the awards won at a regional competition by
Lindbergh High School students enrolled in the Future Business Leaders of
America program.
Streets: Park Ave N Closure, Assistant City Attorney Zanetta Fontes noted that adoption of the resolution
South Lake Washington regarding the temporary closure of Park Ave. N. was done prematurely,as the
Roadway Improvements item has not yet been reported out of Transportation(Aviation)Committee.

In addition to our day-to-day activities, the following items are worthy of note for this week:
GENERAL INFORMATION
• Because of the increasing number of calls, the City's Utility Billing Division will begin using a
new system February 27 to streamline payment of City utility bills with credit cards or directly
from customers' bank accounts. The change represents the first steps of implementing a phone tree
with an "Interactive Voice Response" (IVR) system within the Utility Billing Division. Other
features that will be added to the IVR system include a direct transfer to Waste Management for
solid waste collection concerns and information regarding Utility Billing office hours.
COMMUNITY SERVICES DEPARTMENT
• Seven of sixteen London Plane trees will be removed from Burnett Linear Park located between
South 5th and South 6th Streets as part of a larger playground replacement/park improvement
project. These trees are causing damage to the curbing and have extensive surface roots creating
trip hazards. The trees will be replaced with a different species.
• The City has been awarded two 2004-2006 Statewide Transportation Enhancement grants for

PLANNING/BUILDING/PUBLIC WORKS DEPARTMENT
• The Transportation Systems Division held their first meeting with the North Renton Neighborhood
Association Board members on February 23 regarding the South Lake Washington Roadway
project. The Transportation Division will be scheduling additional meetings with representatives
of the North Renton and Kennydale neighborhoods to present information and accept input about
this project, especially the proposed temporary closure of Park Avenue north of North 8th Street
and the detour route using Garden Avenue.

SUMMARY OF ACTION:
The repair of the Gene Coulon Memorial Beach Park Boat Launch Lanes 1-4 has been completed to
the bid specification. Total change orders amounted to $53,925.05. No additional funding was
required to cover the change orders.
Additional maintenance work on Launch Lanes 5-8 and the removal of a gravel berm at the end of
Launch Lanes 1-4 in the amount of$21,325.42 was approved as part of the change order process.
This work was not part of the original contract; however, since the City had the permits and the
contractor on site, it was decided that, in the best interest of the City of Renton, we repair the
additional items. The funds for this additional work were taken from the
101.000000.020.6750.0010.48.000000 (Parks Maintenance Repairs and Maintenance) account.
STAFF RECOMMENDATION:
Accept Gene Coulon Memorial Beach Park boat launch project from Global Diving and Salvage

SUMMARY OF ACTION:
The referenced final plat is submitted for Council action.
Laurelhurst Division 2 divides 13.1 acres into 66 single-family residential lots with water,
sanitary sewer, storm drainage, street lighting, curb and gutter, sidewalks and street
improvements. Design and construction of utilities, lighting and pavement will be approved,
accepted or deferred(and a security device posted) as required through the Public Works
Administrator prior to recording the plat. All conditions placed on the preliminary plat will be
met prior to recording of the plat.
A Release of Easement was obtained as part of vacation VAC 04-001 and recorded per King
County recording number 20050324000961. The easement is no longer required as the developer
relocated the storm line that was contained within said easement.
STAFF RECOMMENDATION:
1. Adopt the Resolution approving Laurelhurst Division 2 Final Plat, LUA 05-135, FP,with the
following conditions:

WHEREAS, a petition for the approval of a final plat for the subdivision of a certain tract
of land as hereinafter more particularly described, located within the City of Renton, has been duly
approved by the Pia/ming/Building/Public Works Department; and
WHEREAS, after investigation, the Administrator of the Planning/Building/Public Works
Department has considered and recommended the approval of the final plat, and the approval is
proper and advisable and in the public interest; and
WHEREAS, the City Council has determined that appropriate provisions are made for
the public health, safety, and general welfare and for such open spaces, drainage ways, streets or

SUMMARY OF REQUEST: Final Plat for 66 single-family residential lots
with water, sanitary sewer, storm, street and
lighting.
RECOMMENDATION: Approve With Conditions
FINDINGS, CONCLUSIONS&RECOMMENDATION
Having reviewed the record documents in this matter, staff now makes and enters the following:
FINDINGS:
1. The applicant, Stephen Schrei, filed a request for approval of Laurelhurst Division 2, a 66-lot
Final Plat.
2. The yellow file containing all staff reports, the State Environmental Policy Act (SEPA)
documentation and other pertinent materials was entered into the record as Exhibit No. 1.
3. The Environmental Review Committee (ERC), the City's responsible official, issued a
Determination on Non-Significance-Mitigated on July 19, 2004 for the subject proposal.
4. The subject proposal was reviewed by all departments with an interest in the matter.
5. The subject site is located at the east side of Duvall Ave NE and south of NE 2nd Street. The
new plat is located in Section 15, Twp. 23 N.,Rng 5 E.
6. The subject site is comprised of 3 parcels totaling 13 acres.
7. The Preliminary Plat (LUA-04-063) was approved by the City of Renton Council on
September 27, 2004.
4$44008. The site is zoned Residential 8 DU/AC(R-8).
9. The Final Plat complies with both the Zoning Code and the Comprehensive Plan.
10. Along the northeasterly portion of the site, a 10-foot Stormwater Utility Easement to the City
of Renton (recorded under King County recording number 20050324000961) was secured as
part of vacation VAC04-001. The easement was secured over an existing 36-inch stormwater
conveyance system. The applicant relocated the stormwater conveyance system to the right-
of-way and the easement is no longer required.
11. The Preliminary Plat was subject to a number of conditions as a result of both environmental
review and plat review. The applicant complied with the conditions imposed by the ERC:
1. The applicant shall comply with the "Geotechnical Engineering Study"prepared by
Earth Consultants, Inc, dated January 28, 2004 regarding slope fill placement as
discussed on Page 15 and illustrated on Plate 3 of the document. The satisfaction of
this requirement shall be reviewed and approved by Development Services during
construction, utility work and building construction.
The applicant complied with the condition during construction and utility work.
During building construction a special inspection from the geotechnical engineer
on record will be required for any structural fill in the building pad.
2. The project shall be required to be designed and comply with the Department of
Ecology (DOE) Erosion and Sediment Control Requirements, outlined in Volume II of
the 2001 Stormwater Management Manual.
The project design and construction of Division 2 complied with the DOE
requirements for Erosion and Sediment Control.
3. If the applicant chooses to direct all site runoff to the one detention/water quality
pond proposed to be located in the southwest corner of the site, this detention pond
must provide additional on-site detention so that peak flows to the west sub-basin are
not increased. The single pond shall be required to compensate for additional runoff
by limiting the total developed runoff rate to the pre-developed condition of its
original sub-basin (west). The satisfaction of this requirement is subject to the review
and approval of the Development Services Division prior to the issuance of
utility/construction permits.
The project was designed so that the single pond will accommodate the runoff
from the east and west basins.Enlargement of the pond was provided to comply
with the condition. The condition has been met.
4. The project shall comply with the 1998 King County Surface Water Design Manual to
meet both detention (Level 2 flow control) and water quality improvements.
The project complied with the 1998 King County Surface Water Design Manual,
and provided flow control Level 2—for detention and basic water quality.
S. The applicant shall pay the appropriate Fire Mitigation Fee based on a rate of
$488.00 per new single-family lot. The fee shall be paid prior to the recording of the
final plat.

The Fire Mitigation Fee for lots within Division 2 will be paid prior to recording
Division 2.
6. The applicant shall pay the appropriate Traffic Mitigation Fee based on $75.00 per
each new average daily trip associated with the project. The fee shall be paid prior to
recording of the final plat.
The Transportation Fee for lots within Division 2 will be paid prior to recording
of Division 2.
7. The applicant shall pay the appropriate Parks Mitigation Fee based on $530.76 per
new single-family lot. The fee shall be paid prior to the recording of the final plat.
The Parks Mitigation Fee for lots within Division 2 will be paid prior to
recording of Division 2.
8. The applicant shall delineate, label and note on the face of the final plat a 50 foot
buffer from the ordinary high water mark (OHWM) of Maplewood Creek. The
satisfaction of this requirement shall be subject to the review and approval of the
Development Services Division.
The 50-foot buffer is shown and noted on the face of the Laurelhurst Phase 1
plat.
9. During site preparation and construction of improvements and residences, the
applicant shall install silt fencing with brightly colored construction flags to indicate
the boundaries of the stream/creek buffer. The satisfaction of this requirement shall be
subject to the review and approval of the Development Services Division and be
completed prior to the issuance of construction/utility permit.
An orange construction fence is shown on the approved civil plans and was
installed by the contractor.
10. After the development of roadway and utility improvements, the applicant shall install
permanent fencing (i.e. split rail fence or other approved barrier) and signage along
the entire edge of the stream/creek buffer. The satisfaction of this requirement shall be
subject to the review and approval of the Development Services Division prior to the
recording of the final plat.
Fencing and signage along the edge of the stream/creek buffer has been installed
during Laurelhurst Phase 1 plat.
12. In addition, the applicant has complied with the conditions imposed as a result of Preliminary
Plat:
1. The applicant shall place a note on the face of the final plat indicating the following
yard orientations for these lots:
a) Lot 51 shall have the front yard face Duvall Ave NE with lot accessed
from the side street.
b) Lots 52 and 53shall have 20 foot front yards facing shared driveway.
c) Lot 131 shall have the front yard facing Road B.
Items a and b refer to lots that lie outside the Division 2 boundary. Applicant
noted on the face of the plat the front yard orientation of lot 131 of the
preliminary plat(now lot 62 of Division 2) shall face Road B (Elma Place NE).
2. The applicant shall obtain a demolition permit and complete all inspections and
approvals for all buildings located on the property prior to the recording of the final
plat per phase. The satisfaction of this requirement is subject to the review and
approval of the Development Services Project Manager.
All buildings located within Division 2 limits have been removed and the
demolition permits are finaled.
3. No lot is to gain direct access to Duvall Ave NE either north or south of the
intersection with NE 2nd Street. This note shall be placed on the face of the final plat.
Applicant noted on the face of the plat that no lot will gain direct access to
Duvall Ave NE.
4. Street improvements, including but not limited to pavement, lights, and sidewalk,
along NE 2nd Street shall extend to the east to existing SE 13211d Street. The
improvements shall be installed prior to recording of the final plat. This shall include
the intersection of NE 2nd Street and Bremerton, both sides of Duvall Ave NE and NE
2nd Street east and west of Duvall Ave NE.
Street improvements are being installed. All plat improvements within Division
2 of Laurelhurst will be completed and accepted by the public works inspector,
"0.0, or deferred through the Public Works Administrator prior to recording of
Laurelhurst Division 2 plat. The connection of NE 2"d Street and 132"d Street will
be completed prior to recording of Division 2.
S. A homeowner's association or maintenance agreement shall be created concurrently
with the recording of the final plat in order to establish maintenance responsibilities
for all shared improvements, including fences, landscaping, utilities, private
easements, etc. A draft of the document(s), if necessary, shall be submitted to the City
of Renton Development Services Division for review and approval by the City
Attorney and Property Services section prior to recording of the final plat.
A Homeowners Association was created. An Amendment to the Declaration of
Covenants, Conditions and Restrictions of Laurelhurst has been submitted,
reviewed and approved by Development Services, and includes the referenced
maintenance responsibilities.
6. The applicant shall install a modulated, decorative fence of a quality material, with
irrigated landscaping along the entire plat's frontage with Duvall Ave NE. All fencing
shall be located and designed to not interfere with sight distances required at the
intersections of public streets. The applicant shall submit a landscape plan and fence
design to the City's Development Services Division for review and approval prior to
installation. The fence and landscaping shall be installed prior to recording of the
final plat.

The applicant submitted fencing and landscaping plans for review by
Development Services. The fence and landscape for the east side of Duvall Ave
NE will be installed prior to recording Laurelhurst Division 2, unless deferred by
the Public Works Administrator.
7. The applicant shall install a fence of quality material (no chain link, if possible),
decorative and modulated with a landscaped visual barrier that includes plant
materials which would provide a year-round dense screen within three (3)years from
the time of planting along the north property line of Tract M(storm drainage facility).
The south, west, and east property lines shall be fenced with solid fencing or other
approved landscaped visual barrier. All fencing shall be located and designed to not
interfere with sight distances required at intersections. The applicant shall submit a
landscape plan and fence design to the City's Development Services Division for
review and approval prior to installation. All fences and landscaping shall be
installed prior to recording of the final plat.
The required fencing and landscaping were installed with Laurelhurst Phase 1
and the condition has been met.
8. The applicant shall comply with conditions imposed by ERC.

9. The applicant shall have two years to complete the acquisition, plating and
consolidation of Tract B, C, and D with the adjacent lots,proposed lots 21, 22 and 23.
This action shall not cost the owners of those adjacent lots any additional funding and ,
the applicant shall bond or otherwise create documents approved by the City Attorney
to assure that this occurs.
This condition refers to lots and tracts that lie outside Laurelhurst Division 2.
This condition has been met with Laurelhurst Phase 1.
10. The applicant shall develop Tract U as a full extension of Road C to where the
applicant only owns the south 30 feet out to Duvall Ave NE where the applicant shall

This condition refers to a tract that lies outside Laurelhurst Division 2. This
condition has been met with Laurelhurst Phase 1.
11. The applicant shall provide active recreation on at least three of the four largest
tracts, Tract A, H, K and T.
Tracts A, H and K are recreational tracts and have been dedicated to the
Homeowner's Association as part of Laurelhurst Phase 1. Tract T will be
dedicated to the Homeowner's Association as a recreational tracts with the
recordation of Laurelhurst Division 2.
CONCLUSIONS
The Final Plat generally appears to satisfy the conditions imposed by the preliminary plat process
and therefore should be approved by the City Council.
RECOMMENDATION:
1. The City Council should approve the Final Plat with the following conditions:
a) All plat fees shall be paid prior to the recording of the plat.
b) All plat improvements shall be either constructed or deferred to the satisfaction
of City staff prior to the recording of the plat.
2. The City Council should approve the release of a Stormwater Utility Easement, obtained
as part of vacation VAC04-001 and recorded under King County recording number
20050324000961.

SUMMARY OF ACTION:
The project was awarded on April 25, 2005. Construction was started on June 1, 2005, and the
contract was terminated November 18, 2005. The original contract amount was $709,109.50, and
the final amount is $617,472.62. The final contract amount includes payment for all the work the
contractor completed including change orders for some additional work and changed conditions
(conflicts and design changes). Amount budgeted for the project was $959,700, which is enough
to cover this contract, completion of construction, engineering, and staff costs.
STAFF RECOMMENDATION:
Terminate the contract with Americon, Inc. for failure to prosecute the work within the original

Should the City close the contract with Americon, Inc., and approve a final pay estimate?
RECOMMENDATION:

BACKGROUND SUMMARY:
Council awarded the Central Business District Utility contract to Americon, Inc. on
April 25, 2005. Their first working day was June 1, 2005. As work proceeded, the City
had issues with the contractor. While the quality of work was acceptable, we were
having problems with the contractor's management and organizational skills. We issued
a stop work order and met with the contractor to resolve some safety issues prior to
allowing them to continue.
As the project approached the end of the approved 115 working days, staff had to decide
how to proceed. The local property and business owners had expressed displeasure about
the project in general and the contractor specifically. The businesses also had expressed
a strong desire that the roads be re-opened and parking restored for the holiday shopping
season between Thanksgiving and January 1, 2006. We decided to notify the contractor
that they would not be granted any additional working days after the contract allowed
time, which ended the Friday before Thanksgiving.

The contractor was instructed to complete as much of the work as they could prior to the
last working day and restore the roads. With the closing of this contract and the
processing of the final pay estimate, the contractor will be paid for the work
accomplished.
Staff decided that the Maintenance Division would be completing the utility work and
basic restoration. The Capital Improvement Program (CIP) will be paying for the
materials and the Maintenance Division will be providing the labor and equipment. The
final grind and overlay will be completed as part of the annual overlay program and paid
for with the CIP funds.
The following table shows the approved budget and expenses for each of the three
utilities. The appropriate funds needed to complete the work will be included in each
Utility Systems Division's carryforward request.

The remaining balances are more than sufficient to cover staff time, including
engineering and inspection.
We know of one definite claim and one probable claim filed against Americon, Inc. on
behalf of suppliers, for not paying part or all of their bills for materials. Americon, Inc.
also, at last check, still owed Washington State Labor and Industries just under$1000 on
Industrial Insurance Premiums. All claims will be dealt with, as required,by the Finance
Department, with assistance from the City Attorney during the closeout process.

SUMMARY OF ACTION:
Utility Systems Division staff advertised for Statements of Qualifications(SOQs)for an Annual
Photogrammetry Services Roster to provide aerial mapping services for the Utility Systems
Division. Staff evaluated the SOQs and selected the consultants as listed on the shortlist
(Attachment A)for placement on the Annual Photogrammetry Services Roster. The roster will be
valid for the period from February 2006 to February 2007, with the option of extending the roster
annually in 2007 and 2008. As a need for aerial mapping services arises,a standard City of
Renton photogrammetry services contract will be executed with the most qualified consultant on
the roster.
Contracts will be negotiated and executed in compliance with City Policy 250-02, Bidding and
Contracting Requirements, and subsequent amendments to this policy, as approved by the
Mayor and Council.
STAFF RECOMMENDATION:
Authorize inclusion of the list of consultants on Attachment A into the Annual Photogrammetry
Consultant Roster to be used for the year 2006 with the option of extending the roster annually in
2007 and 2008.

The Finance Committee recommends approval of a new Council policy, #800-12, entitled
Contracting Authority, for the purpose of establishing the City Council's policy on
contracting, and delegating certain contracting authority to the Administration. The
Committee further recommends that the Council President be authorized to sign the Council
Contracting Authority policy.

1.0 PURPOSE:
To establish Council contract and bidding policy and to delegate certain contracting authority to
the Administration.
2.0 ORGANIZATIONS AFFECTED:
Mayor and all departments/divisions
3.0 REFERENCES:
Policy and Procedure#250-02, Bidding and Contracting Requirement
4.0 POLICY:
4.1 All statutory bidding and contracting requirements, as set forth in state law shall be
followed.
4.2 All City contracts shall set the term of the contract, including both starting and ending date.
4.3 All original, fully-executed City contracts, excluding equipment service maintenance
contracts under$5,000, shall be filed in the City Clerk office.
4.4 City contracts requiring Council action shall be renewed for no more than one term without
prior Council approval.
4.5 The City Council shall receive a quarterly listing of all contracts executed during that
quarter.
4.6 The City Council shall approve all Public Works contracts $30,000 and over.
4.7 The City Council shall approve all non-public works contracts$50,000 and over.
4.8 Work on a contract requiring City Council approval shall not commence until such
approval has been granted as authorized in this policy.
4.9 In the event an emergency situation arises which necessitates a deviation from this policy,
the Mayor shall request Council designation of an emergency status at the next available

5.0 DEFINITIONS:
5.1 CONTRACT: For purpose of this policy is defined as all agreements between two parties
written and enforceable by law.
5.2 EMERGENCY: Unforeseen circumstances beyond the control of the municipality that
either a) present a real, immediate threat to the proper performance of essential functions;
or b) will likely result in material loss or damage to property, bodily injury, or loss of life,
if immediate action is not taken.
6.0 PROCEDURES:
Procedural matters regarding bidding and contracting are the responsibility of the Administration.

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
APPROVING FINAL PLAT (LAURELHURST DIVISION 2; FILE NO.
LUA-05-135FP).
WHEREAS, a petition for the approval of a final plat for the subdivision of a certain tract
of land as hereinafter more particularly described, located within the City of Renton, has been duly
approved by the Planning/Building/Public Works Department; and
WHEREAS, after investigation, the Administrator of the Planning/Building/Public Works
Department has considered and recommended the approval of the final plat, and the approval is
proper and advisable and in the public interest; and
WHEREAS, the City Council has determined that appropriate provisions are made for
the public health, safety, and general welfare and for such open spaces, drainage ways, streets or
roads, alleys, other public ways, transit stops, potable water supplies, sanitary wastes, parks and
recreation, playgrounds, schools, schoolgrounds, sidewalks and other planning features that
assure safe walking conditions for students who walk to and from school; and
WHEREAS, the City Council has determined that the public use and interest will be
served by the platting of the subdivision and dedication; and
WHEREAS, the City Council has determined that the easement secured as part of
Vacation VAC 04-001, and recorded per King County recording number 20050324000961, is no
longer required as the developer has relocated the storm line that was contained within the
easement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DOES ORDAIN AS FOLLOWS:

Good News Announcements
February 15, 2006
* Renton High School junior Andrew Robinson is this year's winner of
Microsoft's essay contest. Andrew's essay, "Believing in Your Potential"
outlined how the choices you make now, and the subjects you take in high
school and college, will affect your future. Andrew says he wants to
work at Microsoft and, one day soon, work in Japan: He is enrolled in
Japanese language classes at Renton High. The President of Microsoft's
Business Division announced the winner at Microsoft's 15th annual Blacks
@ Microsoft Minority Student Day, where more than 170 African-American
high school students were invited by Microsoft to spend the day on
campus. Andrew won a laptop computer and Microsoft products. He says
he'll give his old computer, which he paid for himself with money earned
at his after-school job, to his younger brother.
* Dr. Andrew Lumpe, the district's Director of Curriculum and
Professional Development, recently had an article published in an issue
of the Journal of Science Teacher Education entitled "The emperor has no
clothes: The tension between the standards/testing movement and a viable
curriculum."The article outlines strategies on how to achieve a
practical curriculum in light of the current educational standards
reform movement.
*William Ramirez, second-grade teacher at Sierra Heights Elementary
School, has been appointed to the University of Washington Professional
Education Advisory Board for Teacher Education.
• Renton High School boys basketball team went undefeated this year,
taking the Seamount League King Division title with a record of 20-0.
Coach Rick Corner, who has coached the team for 16 years, was named
Seamount League Coach of the Year. This is thought to be the first time
in school history that the boys basketball team has finished the regular
season without a loss. Renton is the only undefeated boys team in the
state.
Sierra Heights Elementary School recently completed an Adopt-a-School
penny drive collecting more than $1,300 to provide books and supplies
for schools in the Amazon rainforest of Peru. Students at Sierra Heights
will exchange information and pictures with Peruvian students who
receive the funds. This year the penny drive was initiated by second
grade teachers Karen Jones and William Ramirez who were recently in Peru
to attend a field study class where they also helped paint a school,
build fences and outdoor toys for the school and visited with students
and teachers.
• Fourteen Lindbergh High School students enrolled in the Future
Business Leaders of America program recently won awards in a regional
competition. More than 200 students from around the region competed at
the event. Lindbergh students won 10 awards in categories such as
emerging business issues, business procedures, impromptu speaking,
business communications and more. Eight of those students placed in the
top five and will compete at the state conference in April.
• Renton High School student Andy Maier recently took second place in
the annual SkilIsUSA Computer Maintenance competition. Also placing in
the event was Hazen High School's John McArthur who took fourth place
and Sartori's Bryan Karlsson who took sixth place. These students, along
with others from around the region, competed for over four hours in four
different areas of skills including a professional knowledge test, a
100-question written exam on hardware and operating systems, three
different computer troubleshooting skills tests and a customer service
interview.
*Tiffany Park Elementary School recently held a very successful
McTeacher Night at a local McDonalds. Educational Associate Rachel
Lockhart organized the event that played host to many of Tiffany Park's
families. The manager of the food chain said it was the largest crowd
he'd seen at such an event.The school earned about$500 to purchase
books to give to students who complete weekly reading logs.
