TIR Section 1: Project Overview
This proposed project is to build a new single-family residence on the subject property located at
the northwest corner of the intersection of NE 2nd Street and Nile Avenue NE. The construction of
this new residence requires frontage improvements to be installed along a portion of Nile Avenue
NE and NE 2nd Street. The frontage improvements together with the proposed new residence and
driveway creates the need for this Report. The frontage improvements consist of a 5’ sidewalk
and 8’ landscape strip along Nile Avenue NE and vertical curb, gutter, pavement widening, 5’
sidewalk, 8’ landscape strip and storm drainage installation on NE 2nd Street .
The property is a vacant parcel covered with heavy under story and several trees. The proposed
developed property with the frontage improvement area breaks down as follows:
Area of Frontage = 3,874 square feet
Proposed Improvements:
vertical curb, gutter and approach 305 sq. ft.
5’ sidewalk 1,019 sq. ft.
new pavement 702 sq. ft.
new ADA ramps 165 sq. ft.
Area Impervious = 2,191 square feet
Area Pervious = 1,783 square feet
Total proposed Impervious = 2,191 square feet
Project will install a new type 1 catch basin and 12” storm pipe.
Determine type of Drainage Review Required using Figure 1.1.2.A. from the Renton Surface Water
Design Manual (RSWDM).
From Figure 1.1.2.A, Targeted Drainage Review Category #2 is required.

TIR Section 2: Conditions and Requirement Summary
Section 1.2 Core Requirements
Core Requirement #1: Discharge at Natural Location
The subject property has a two separate Threshold Discharge Areas (TDA). TDA #1 is the
west side of Nile Avenue NE which flows into the existing gutter on the west side of Nile
and is collected within the City catch basins on the west flow line of the street and then
flows to the east into a neighboring development. The basin break is created at half-delta
of the curb return on the northwest corner of Nile Avenue NE and NE 2nd Street. The
developed contributing area within TDA #1 is: 545 square feet of new 5’ sidewalk, 140
square feet for two new ADA ramps, and 117 square feet of new vertical curb, gutter, and
paving. The proposed impervious area within TDA #1 is 802 square feet. The developed
impervious surfaces within this TDA #1 is below the threshold for review (2,000 square
feet), therefore no further review is required in this Threshold Discharge Area.
Threshold Discharge Area TDA #2 is the north side of NE 2nd Street. This TDA flows into a
broad ditch on the north side of NE 2nd Street then flow through culverts and ditches
towards the west. This system consists of open ditches and driveway culverts before
flowing into the City storm system near Lyon Avenue NE. This TDA will collect the runoff
form the new residence, driveway, and frontage improvements on NE 2nd Street. The
proposed development and frontage improvements will discharge into the existing ditch
system on the north side of NE 2nd Street; which is the natural discharge area for this TDA.
The proposed basin breakdown of this TDA #2 is: 25 square feet ADA temp. ramp, 474
square feet of new 5’ sidewalk, 890 square feet of new vertical curb, gutter, approach and
paving. The proposed new impervious surfaces on the lot are proposed to discharge into
this TDA. The on-site proposed hard surfaces total 3,040 square feet. Therefore, the total
proposed impervious surfaces within this TDA is 4,429 square feet.
Core Requirement #2: Offsite Analysis
TDA #2: The upper grade break of this Threshold Discharge Area is at half-delta on the
northwest corner of the intersection of Nile Avenue NE and NE 2nd Street. From this point,
the TDA boundary is created by the centerline of NE 2nd Street; the flow is collected within
the “broad” ditch area on the north side of NE 2nd Street and flows to the west. At the
west end of the subject property is an existing 12” concrete culvert cross 42 feet to the
west. This culvert allows the driveway area of the neighboring property to cross over the
ditch. The flow continues on the north side of NE 2nd Street within an open ditch and
another 12” CMP pipe used as a driveway culvert for the neighbor to the west. There were
no signs of overtopping or erosion within this open ditch section at the time of a field visit
in April 2019. The flow continues west and enters the City storm conveyance system at
the intersection of NE 2nd Street and Lyons avenue NE.
Core Requirement #5: Erosion and Sediment Control
A Temporary Erosion and Sediment Control Plan has been designed and provided as part of
building permit application for the new residence. A copy of the submitted plan and details
are herein.
Core Requirement #6: Maintenance and Operations
The frontage improvements consisting of vertical curb and gutter, sidewalks, ADA ramps,
landscaping, storm drainage pipe and catch basins are located within existing public right-
of-way. the City of Renton is responsible for maintenance and operations of these new
facilities once accepted by the City.
Core Requirement # 7: Financial Guarantees and Liability
Financial Guarantees and Liabilities will be provided to the City of Renton as part of the
issuance of the utility construction permit to construct the frontage improvements.

Dear Mr. Wenzl,
In accordance with your authorization, Cobalt Geosciences, LLC has prepared this letter to
discuss the results of our stormwater feasibility evaluation at the referenced site.
The purpose of our evaluation was to determine the feasibility of utilizing infiltration devices for
stormwater runoff management from new impervious surfaces.
Site and Project Description
The site is located at the northwest corner of the intersection between NE 2nd Street and 148th
Avenue SE in Renton, Washington. The site consists of one rectangular parcel with a total area of
9,591 square feet.
The site area is currently undeveloped and vegetated with grasses, ferns, ivy, blackberry vines,
various herbs/shrubs, along with Fir, Alder, Cedar, Maple, and other trees.
The site area generally slopes downward toward the east at magnitudes of less than 10 percent
and relief of about 6 feet. The site is bordered to the north and west by residences, to the east by
148th Avenue SE and to the south by NE 2nd Street.
The project includes construction of a single-family residence with access driveway. Stormwater
will be managed through dispersion, infiltration, or other shallow devices depending on
feasibility.
Area Geology
The Geologic Map of King County indicates that the site is underlain by Vashon Glacial Till.
Vashon Glacial Till is typically characterized by an unsorted, non-stratified mixture of clay, silt,
sand, gravel, cobbles and boulders in variable quantities. These materials are typically dense and
relatively impermeable. The poor sorting reflects the mixing of the materials as these sediments
were overridden and incorporated by the glacial ice.

Soil & Groundwater Conditions
As part of our evaluation, we excavated one test pit within the site area to determine the shallow
soil and groundwater conditions.
The test pit encountered approximately 2 feet of topsoil and vegetation underlain by
approximately 1 foot of loose to medium dense, silty-fine to fine grained sand with gravel
(Weathered Glacial Till). This layer was underlain by dense to very dense, silty-fine to medium
grained sand with gravel (Glacial Till), which continued to the termination depth of the test pit.
The unweathered glacial till was well cemented and should be considered nearly impermeable.
Groundwater was not encountered in the exploration during our investigation. We returned on
January 15, 2019 to excavate a shallow hand boring to determine if groundwater was present. We
observed light seepage at 2 feet below grade in the area of TP-1.
Based on the cemented nature of the underlying unweathered glacial till, we anticipate that
perched groundwater will likely be present during late-winter and early-spring months
approximately 2 to 4 feet below existing site elevations.
Stormwater Management Feasibility
The site is underlain by glacial till which typically has a very low permeability. Groundwater was
encountered at 2 feet below existing site elevations in January 2019. Infiltration is not feasible at
this site due to a lack of clearance above groundwater or an impermeable layer (glacial till). A
minimum 12 inch clearance is required above groundwater for infiltration systems.
The measured infiltration rate at 12 inches below grade was 0.22 inches per hour taking into
account correction factors for variability, testing, and influent control.
Due to the soil and groundwater conditions, we do not recommend any infiltration BMP’s be used
at the site.
We recommend utilizing dispersion trenches with limited flowpaths; or, if there is inadequate
space for dispersion, direct-connection to City infrastructure using a perforated connection.
Erosion and Sediment Control
Erosion and sediment control (ESC) is used to reduce the transportation of eroded sediment to
wetlands, streams, lakes, drainage systems, and adjacent properties. Erosion and sediment
control measures should be implemented, and these measures should be in general accordance
with local regulations. At a minimum, the following basic recommendations should be
incorporated into the design of the erosion and sediment control features for the site:
Schedule the soil, foundation, utility, and other work requiring excavation or the disturbance
of the site soils, to take place during the dry season (generally May through September).
However, provided precautions are taken using Best Management Practices (BMP’s), grading
activities can be completed during the wet season (generally October through April).
All site work should be completed and stabilized as quickly as possible.
Additional perimeter erosion and sediment control features may be required to reduce the
possibility of sediment entering the surface water. This may include additional silt fences, silt
fences with a higher Apparent Opening Size (AOS), construction of a berm, or other filtration
systems.

Any runoff generated by dewatering discharge should be treated through construction of a
sediment trap if there is sufficient space. If space is limited other filtration methods will need
to be incorporated.

practices and a degree of conservatism deemed proper for this project. We emphasize that this
report is valid for this project as outlined above and for the current site conditions, and should not
be used for any other site
