and/or environmental permits.
Pre-screening: When you have the project application ready for submittal, call and
schedule an appointment with the project manager to have it pre-screened before
making all of the required copies.
The pre-application meeting is informal and non-binding. The comments provided on
the proposal are based on the codes and policies in effect at the time of review. The
applicant is cautioned that the development regulations are regularly amended and
the proposal will be formally reviewed under the regulations in effect at the time of
project submittal. The information contained in this summary is subject to
modification and/or concurrence by official decision-makers (e.g., Hearing Examiner,
Planning Director, Development Services Director, Department of Community &

I have reviewed the pre-application submittal for Eastside Sewer Interceptor Section 2 Rehabilitation along
Logan Ave N from Lake Washington Blvd N to Burnett Ave N.
WATER COMMENTS
1. There is existing 12-inch diameter water main (W-314909) on Logan Ave NE.
2. All existing City utilities should be protected during construction activities.
3. Suggest that the applicant submit final construction plans to the City for review before issuance of civil
permit.
SEWER COMMENTS
1. Odor control measures should be provided during the construction.
STORM DRAINAGE COMMENTS
1. This project is a King County sewer rehabilitation project. The definition of replaced impervious surface
(page 1-7 of RSWDM) excludes impervious surfaces removed/ replaced for the sole purpose of installing
utilities or performing maintenance on underground infrastructure from the definition of replaced
impervious surface. Refer to Section 1.1.1. of the 2017 City of Renton Surface Water Design Manual
(RSWDM) for information of project thresholds for drainage review.
2. The site is located in the Flow Control Standard Existing Peak area.
3. The site is located in the East Lake Washington drainage basin
4. There is an existing stormwater network along Logan Ave N (Project File SWP2703149).
5. A minimum 7’ horizontal separation is required between storm pipes and other utilities, including
temporary bypass sewer pipes.
6. The project shall not interrupt the operation nor impact the conveyance capacity of the City’s storm
system.

7. Temporary bypass piping installed in City right-of-way shall be removed following completion of the
project construction.
8. Below are existing storm elements that will either be crossed by trench piping or have trenched or
overland temporary bypass sewer pipes laid adjacent to them.

9. How will overland bypass sewer pipes be protected during the duration of construction?
10. Is there an emergency plan in place for if there is a rupture in the bypass sewer system?
TRANSPORTATION/STREET COMMENTS
1. The figure of racked bypass lines along the shoulder that was included in the submittal documents
should be corrected to show the 3 pipes stacked on top of each other (as was discussed
previously). There should be 2 feet shy distance from Barrier to nearest edge of travel lane.
2. The traffic control plan should be submitted to City for review.
o The City may be okay for the partial closing of Burnett south of N 6th Street as shown in the plan.
o Alternating lane closures are not allowed at nights and on weekends. Separate lanes for two-
direction traffic flow should be provided at nights and on weekends.
3. Paving and trench restoration within the City of Renton right of way shall comply with the City’s
Restoration and Overlay requirements.
GENERAL COMMENTS
1. All new utility lines (i.e. electrical, phone, and cable services, etc.) must be underground. The construction
of these franchise utilities must be inspected and approved by a City of Renton inspector.
2. Retaining walls that are 4’ or taller from bottom of footing will require a separate building permit.
Structural calculations and plans prepared by a licensed engineer will be required as part of the building
permit review.
3. All civil plans shall conform to the current City of Renton survey and drafting standards. Current drafting
standards can be found on the City of Renton website.
4. A separate plan submittal will be required for a construction permit for utility work and street
improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington.

General: We have completed a preliminary review of the pre-application for the above-referenced development
proposal. The following comments on development and permitting issues are based on the pre-application
submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The
applicant is cautioned that information contained in this summary may be subject to modification and/or
concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development
Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council).
Review comments may also need to be revised based on site planning and other design changes required by City
staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton
Municipal Code. The Development Regulations can be found online at www.rentonwa.gov.
Project Proposal: King County Wastewater is proposing to rehabilitate the Eastside Interceptor Section 2, a 96-
inch reinforced concrete pipe used for sewage flow running primarily within the Logan Ave N right-of-way (ROW)
between Lake Washington Blvd N and Burnett Ave N. According to the applicant, severe corrosion caused by a
hydrogen sulfide gas byproduct has damaged the pipe. The project would include the establishment of two staging
areas adjacent to Logan Ave N (one near N 8th St and the other near Garden Ave N, the relining of the entire 3,900
feet long pipe using a Linabond lining system, and installation of a temporary bypass system to reroute flows
through during the lining process. The temporary bypass pipe will be installed using a combination of shallow
trenching (890 LF), standard trenching (175 LF), overland installation on-grade (1,700 SF), and racked installation
(1,425 LF) depending on location. A trenchless method would be utilized for the rehabilitation in order to minimize
the impact to the ROW and surrounding properties. The North Bypass System staging area near the intersection
of Park Ave N and Garden Ave N would be located on a parcel owned by Boeing and would include as many as
eight (8) primary and two (2) backup electric driven pumps to divert the sewage flow from the interceptor pipe
into the temporary bypass pipe. Odor at the bypass site would be controlled via a tent structure over the open
trench and an on-site modular, prefabricated air extraction and activated carbon odor control system. According
to the applicant, construction on the pipe would last approximately eight (8) months. Access agreements with the
City of Renton, Boeing, ITF Developments, LLC, and The Landing LLC would be required for project.
Current Use: The Eastside Interceptor Section 2 is a portion of wastewater trunk line owned by King County
Wastewater. The various land uses impacted by the project including manufacturing (Boeing), commercial, and
City ROW.
Development Standards: Development standards would not be applicable because of the nature of the subject
project.

Zoning: The entire area of work has a Comprehensive Plan designation of Commercial Mixed Use and is zoned UC,
Urban Center. The subject pipe is classified as a “major utility” per the Renton Municipal Code. Major utilities are
an administrative conditional use in the UC zone. The proposed use (large utilities) would not be changing in
capacity and would therefore not require a new or amended conditional use permit.
A Tier 2 Temporary Use Permit would be required for the two proposed staging areas. Temporary Use Permit
decision are based on consideration of the following factors:
1. The temporary use will not be materially detrimental to the public health, safety, or welfare, nor
injurious to property or improvements in the vicinity of the temporary use; and
2. Adequate parking facilities and vehicle ingress and egress are provided to serve the temporary use and
any existing uses on the site; and
3. Hours of operation of the temporary use are specified, and would not adversely impact surrounding
uses; and
4. The temporary use will not cause nuisance factors such as noise, light, or glare which adversely impact
surrounding uses; and
5. If applicable, the applicant has obtained the required right-of-way use permit.
Noise Variance: A noise variance is required A public hearing shall be required for all noise variances which are
greater than two (2) days in duration. For those variance requests of two (2) days or less in duration, the variance
decision shall be made by the Administrator or his/her designee following the public notice process.
1. That the applicant suffers practical difficulties and unnecessary hardship and the variance is necessary because
of special circumstances applicable to the applicant’s property or project, and that the strict application of this
Chapter will deprive the subject property owner or applicant of rights and privileges enjoyed by others.
2. That the granting of the variance will not be materially detrimental to the public health, welfare or safety, or
unduly injurious to the property or improvements in the vicinity of the location for which this variance is sought.
3. That the variance sought is the minimum variance which will accomplish the desired purpose.
4. That the variance contains such conditions deemed to be necessary to limit the impact of the variance on the
residence or property owners impacted by the variance.
5. The importance of the services provided by the facility creating the noise and the other impacts caused to the
public safety, health and welfare balanced against the harm to be suffered by residents or property owners
receiving the increased noise permitted under this variance.
6. The availability of practicable alternative locations or methods for the proposed use which will generate the
noise.
7. The extent by which the prescribed noise limitations will be exceeded by the variance and the extent and
duration of the variance.
Critical Areas: The subject pipeline work is located within a High Seismic Hazard area. As such, a geotechnical
report would be required at the time construction permit submittal. It is the applicant’s responsibility to
ascertain whether any additional critical areas or environmental concerns are present on the site during
construction.
Environmental Review: The project is Categorically Exempt from Environmental (SEPA) Review. Per WAC 197-
11-800, the repair or maintenance of public or private utilizes is exempt from SEPA review.

Permit Requirements: The proposal would require a Tier 2 Temporary Use Permit. The applications would be
reviewed concurrently in an estimated time frame of 2-3 weeks once a complete application is accepted. Tier 2
Temporary Use Permit fee is $105.00 ($100 plus 3% Technology Surcharge Fee). Detailed information regarding

Next Steps: When the formal application materials are complete, the applicant is strongly encouraged to have the
application materials pre-screened at the 6th floor front counter prior to submitting the complete application
