HomeMy WebLinkAboutPlan Review Comments - PRE App 16-000053 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: February 9, 2016 TO: Rocale Timmons, Planner FROM: Vicki Grover, Plan Review SUBJECT: Kennydale Apartments 1901 NE 48th Street Pre- App 16-000053 NOTE: The applicant is cautioned that information contained in this summary is preliminary and non- binding and may be subject to modification and/or concurrence by official City decision-makers. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant for tax parcel number 3343300820. Water 1. There is an existing 12-inch water main in NE 48th Street. This development is in the 320-water pressure zone. Static water pressure is 100 psi at street level. A pressure reducing valve will be required to be installed at each domestic meter. 2. The Applicant will be required to extend the 12-inch water main in NE 48th Street to the easterly property line and provide a 12-inch looped water main on site. A connection to an existing 12-inch main near the southwest property line will also be required. See City water drawing W-104404. 3. Water system development fees will be based on the size of the domestic water meter(s), fire service line and irrigation meter(s). This is payable prior to issuance of the construction permit. 4. Buildings exceeding 30 feet in height require installation of a reduced pressure backflow assembly inline of all domestic water meter(s). 5. Landscape irrigation systems will require a separate permit for the irrigation meter and approved backflow device is required to be installed. A plumbing permit will be required. Sanitary Sewer 1. Sewer service is provided by Coal Creek Water and Sewer District. 2. Applicant shall provide a Sewer Availability Certificate from Coal Creek at site plan application. The building department will require floor drains, which will need to be connected to the sanitary sewer through an approved oil/water separator located outside the building, if feasible. 4. Applicant shall provide the City of Renton with approved sewer plans from Coal Creek Utility District at application for utility construction permit submittal. Storm Drainage 1. There is an existing drainage conveyance system in NE 48th Street. 2. A drainage plan and drainage report will be required with the site plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM. All core and any special requirements shall be contained in the report. Based on the City’s flow control map, this site falls within the Flow Control Duration Standard, Forested Conditions. The site is within the East Lake Washington – Bellevue South Drainage Basin. This is a commercial site which requires enhanced water quality. 3. A geotechnical report for the site is required. Information on the water table and soil permeability for infiltration, with recommendations from the geotechnical engineer for appropriate flow control BMP options with typical designs for the site, shall be submitted with the site plan application. 4. Surface Water System Development fees of $0.594 per square foot of new impervious surface and not less than $1,485.00 will apply. This is payable prior to issuance of the construction utility permit. 5. Applicant will be required to submit separate structural plans for review and approval under a building permit for the proposed underground storm water vault. Special inspection from the building department is required. 6. The location of the proposed vaults and rain garden are not able to gravity flow to the existing system within NE 48th Street; the location of these facilities above proposed walls will add additional loading that will need to be designed for by the structural engineer for the walls. Transportation/Street 1. A new traffic analysis (TIA) will be required to be submitted with the site plan application. The analysis will need to identify potential traffic issues and provide recommendations of necessary improvements to insure safe and efficient traffic circulation to and from the site. The traffic analysis shall include addressing the traffic operations at the proposed driveway and identify any site distance problems. The center turn lane in NE 48th will be required to be extended to the east. Coordination with the City of Newcastle will be required for the extension to the east of the center turn lane. The study should also include potential traffic impacts at the intersections of Lake Wash. Blvd. and NE 48th Street and Lake Wash. Blvd. and NE 44th. In addition, the signalization requirements for the intersections at the off ramps at exit 7 and I-405 is required to be considered in the TIA. 2. Traffic mitigation fees shall be assessed based on use as determined from the ITE trip generation manual and the City of Renton’s Ordinance number 5670 at building permit submittal. 3. Frontage improvements are to be as approved on the Site Plan Application in 2012. General Comments 1. A construction utility permit submittal for site utilities and street improvements will require separate plan submittals from the building permits. All utility plans shall conform to the Renton Drafting Kennydale Apartments Pre - App 16-000053 Page 3 of 3 February 9, 2016 Standards. Plans shall be prepared by a licensed Civil Engineer. Please submit 4 set of civil plans and 2 copies of the Drainage and Geotech reports.
