SUBJECT: Pre-Application for Rogers Site Plan 2412 Ferndale Place NE
PRE 16-000267
NOTE: The applicant is cautioned that information contained in this summary is preliminary and non-
binding and may be subject to modification and/or concurrence by official City decision-makers. Review
comments may also need to be revised based on site planning and other design changes required by
City staff or made by the applicant. All fees quoted herein are for 2016.
I have completed a preliminary review for the above-referenced proposal located at parcel 0423059130.
The following comments are based on the pre-application submittal made to the City of Renton by the
applicant.
WATER
The proposed development is within the City’s water service area and in the Highlands 565-hydraulic
zone. The development is outside of the City’s aquifer protection areas.
There is an existing 8-inch water main (see City water project plan no. W-214202) located in the
driveway that serves the existing lot.
There is an existing fire hydrant within 300 feet of the property.
There is an existing 1-inch water meter serving the existing residence on the property.
Installation of 1-inch minimum domestic water service line and meter to the new lot would be required.
SANITARY SEWER
1. Sewer service is provided by the City of Renton. There is an existing system in Ferndale Place NE;
the applicant will need to extend the sewer from Ferndale Place NE approximately 150 feet into the
lot(s) and provide a stub for each lots side sewer.
2. The existing home (2412) will need to connect to the public sewer system.
3. A new side sewer will need to be added for the proposed second lot/single family home, each
lot/home must have their own side sewer connection to the main extension into the lots from
Ferndale Place NE.
4. Utility System Development Charges (SDC) will be due at or prior to the time of Construction/Utility
Permit issuance. Wastewater Fee amount per sewer connection is $ 2,242.00. This site is located
in the East Kennydale SAD are and there is an additional fee of $666.88 per single family unit.
SURFACE WATER
1. There is a drainage conveyance system at the corner of Ferndale Place NE and NE 24th Street. The
existing system at NE 24th Court cannot be used as this is a private system and is not sized to include
runoff from this site.
2. A drainage plan and drainage report will be required with the site plan application. The drainage
report shall comply with the 2009 King County Surface Water Design Manual (KCSWDM) and the
2009 City of Renton Amendments to the KCSWDM. Based on the City’s flow control map, this site
falls within the Flow Control Standard, Forested Site Conditions and is tributary to the May Creek
Drainage Basin. Refer to Figure 1.1.2.A – Flow Chart to determine the type of drainage review
required by the City of Renton Amendments to the KCSWDM. The drainage report will need to
follow the area specific flow control requirements under Core Requirement #3.
3. A geotechnical report is required for the site. Information on the water table and soil permeability
with recommendations of appropriate flow control BMP options with typical designs for the site.
The report shall include information to determine if the site is suitable for infiltration and a design
infiltration rate.
4. Surface water system development charge (SDC) will be applicable. The current rate SDC fee is
$1,485.00 per dwelling unit.
TRANSPORTATION/STREET
1. The current transportation impact fee rate is $2,951.17 per new single family house. The
transportation impact fee that is current at the time of building permit application will be levied.
Payment of the transportation impact fee is due at the issuance of the building permit.
2. Road Classification – Ferndale Place NE is a Residential Access.
• Existing right of way width – approximately 55 ft. and two traffic lanes.
• Required ROW width - Based on RMC 4-6-060, 2 lanes requires 53 ft. of ROW.
• NO ROW dedication needed or frontage improvements required.
3. Access will need to be maintained for the existing home located at 2418 through any sub-division of
the property.
4. The current access does not meet the code requirements for a “shared driveway”. Future access to
the proposed 2 lots and 3rd property that shares the current driveway will be required to be meet
the dead-end street requirements for a 300 ft. long street which includes a dedicated hammerhead
or cul-de-sac (See RMC 4-6-060 H).
5. All storm drainage improvements are required to be constructed per RMC 4-6-060.
6. Paving and trench restoration will comply with the City’s Trench Restoration and Overlay
Requirements.
7. Street lighting is not required for a two-lot short plat.
General Comments
1. All construction utility permits for drainage and street improvements will require separate plan
submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared
by a licensed Civil Engineer.
2. Separate permit and fees will be required for the water meter installation, side sewer connection
and storm water connection.
3. Water services, sewer stubs and drainage flow control bmps are required to be provided to each
new lot prior to recording of the short plat.
