ADJOURNMENT "w.r' Nwir MINUTES FIREMEN'S PENSION BOARD CITY OF RENTON November 17, 2005 Kathy Keolker-Wheeler, Mayor Don Persson, Council Finance Committee Chair Bonnie Walton, City Clerk Ray Barilleaux, Fire Department Representative William Henry, Fire Department Representative William Larson, Fire Department Alternate The regular meeting of the Firemen's Pension Board was called to order by Chairman Kathy Keolker- Wheeler at 2:00 p.m. in the Conferencing Center, 7th floor of Renton City Hall. In attendance were Board members Kathy Keolker-Wheeler, Ray Barilleaux, Bill Henry and Bonnie Walton. Also in attendance were non-members Jill Masunaga, Finance Department Representative; Mike Bailey, Finance and Information Services Administrator; and retired firefighters Bruce Phillips, Jim Matthew, Glen G. Gordon, Roger J. Newton and Gary Newton. MINUTES APPROVAL MOVED BY BARILLEAUX, SECONDED BY HENRY, THE PENSION BOARD APPROVE THE MINUTES OF THE OCTOBER 20, 2005, MEETING. CARRIED. CORRESPONDENCE One letter and 5-emails were reviewed, each expressing concern for the City's proposed use of Firemen's Pension Fund monies for Leoff I (Law Enforcement Officers and Fire Fighters I) firefighters' medical benefits, and urging Firemen's Pension Board Members to not allow use of funds for anything other than benefits of the Firemen's Pension members. The correspondence was received from retired Renton firefighters: Bruce Phillips, President Renton Fire Department Alumni Association (RFDAA); David E. Riggle Charley D. Ankeny Chuck Christenson Bill Larson, Alternate Firemen's Pension Board Member Art Pringle MONTHLY STATEMENT The financial report as of October 31, 2005, was reviewed. Total cash/investment balance was $4,708,835.46. MONTHLY BILLS AND PENSION PAYMENTS MOVED BY HENRY, SECONDED BY BARILLEAUX, THE BOARD APPROVE THE PENSION/MEDICAL PAYMENTS FOR NOVEMBER 2005, IN THE TOTAL AMOUNT OF $35,430.55. CARRIED. iwr Nue UNFINISHED BUSINESS The City's proposed transfer of$240,000 from the Firemen's Pension Fund to the General Fund for the purpose of covering long-term care and medical benefits for firefighters retired under LEOFF I was discussed. Finance and Information Services Administrator Mike Bailey explained that the Actuarial Valuation of Firefighters' Pension Fund January 1, 2005, shows the value of the pension fund investments on an accrual basis, to include the interest owed. He confirmed that the difference between the $7.1 million shown in the actuarial study and the $4.7 million shown on the monthly financial reports is indeed interest earned, coming primarily from money invested in deep discount bonds with fixed interest rates. Mr. Bailey reported the City's property tax levy percentage and confirmed that the Firemen's Pension Fund levy is still being collected and placed in the General Fund. Mayor Kathy Keolker-Wheeler explained that the Firemen's Pension obligations are fully funded; however, Leoff I is not funded and a$1.25 million liability exists. She stated that it is her job to make sure everyone has what is needed, to make everyone aware of the systems and to ensure financial prudence. She explained that it does not make sense, when the actuarial study keeps indicating the Firemen's Pension Fund is overfunded, to not use that excess for Leoff I. Mayor Keolker-Wheeler further explained that the intent was to transfer$240,000 for one year only, and re-evaluate every year thereafter to ensure Firemen's Pension is never underfunded. She confirmed that all property taxes collected currently go into the General Fund, and that it is out of the General Fund that Leoff I medical expenses and Firemen's Pension medical expenses have been paid. Bruce Phillips, President Renton Fire Department Alumni Association(RFDAA), commended the Board for its foresight in making good investments, and voiced his appreciation for the good job the City has done. He clarified that his organization's members are concerned about the proposal to take monies that were contributed by Firemen's Pension members to use to pay for Leoff I member benefits that are not even available to the Firemen's Pension members. Mr. Phillips suggested it be explored to determine if the Firemen's Pension members could receive the same benefits as the Leoff I members. He also emphasized that it is the Firemen's Pension members who should receive the benefits of their own fund. Discussion ensued regarding past history of reducing the Firemen's Pension Fund balance, the Leoff Board's recent approval of dental benefits for its members, and why medical expenses for Firemen's Pension members are being paid out of the General Fund. It was agreed that the Firemen's Pension medical expenses could be paid out of the Firemen's Pension Fund, which would save General Fund monies that the City could apply to Leoff I expenses. Board Member and Secretary Bonnie Walton was asked to review past records to determine just when the Firemen's Pension medical expenses began being paid out of the General Fund instead of the Firemen's Pension Fund. Nelson. APPROVAL OF MINUTES: Motion made by J. Phelan,Seconded by D. Law and Carried to approve the minutes for the month of August 2005 Regular Meeting. CORRESPONDENCE: A letter was received from Retiree 6581 to appeal the Disability Board decision of May 2005 regarding his hearing aid and FM system. A copy of the Board Secretary's email response to him • was reviewed. Staff explained the information regarding Retiree 6581 was sent for an independent medical review. UNFINISHED BUSINESS: B. Deines drafted a letter to the LEOFF Conference Board regarding the LEOFF Conference. The Board approved the letter to be signed by the LEOFF Board Chair. Changing the start time of the regular meetings of the LEOFF Board was discussed. A motion was made by J. Phelan, seconded by D. Law that effective October 2005 the meetings will begin at 8:00 a.m. The motion carried. Staff will notify the absent members as well as the City Clerk of the new start time. NEW BUSINESS: The application for Disability Leave for LEOFF 1 Active 8146 was reviewed and approved. The request for disability leave is duty related. D. Law moved to approve and J. Phelan seconded the disability leave. The motion carried. Medicare Part D. Staff explained the program and the options for LEOFF 1 Medicare eligible retirees. Because the benefits of the self funded plan are richer than the Medicare Part D, staff 'A' and our broker recommend the City continue to self-fund the Medicare prescriptions and the City will apply for the Medicare subsidy of 28%. Staff will notify retirees that we intend to continue to reimburse for prescriptions as before so it is not necessary for them to sign up for the Medicare a��;sei Part D. The City will not reimburse retirees for Medicare Part D premiums. It was recommended % that Staff mark"Important"on the envelopes of the letters to draw attention to the memo. �IeAOnS/� Ke 1 re
