The subject property is a 1.57 acre interior lot with approximately 280 linear feet of frontage along Lind Ave SW. The applicant is currently occupying a collision repair center on Rainier Ave and intends to move equipment from the existing facility into the new facility at 715 Lind Ave SW. The facility would consist of 20 flat work stalls, an aluminum clean room, a paint booth, a car wash area, and customer- oriented retail space. In addition, the applicant has also proposed utilizing a graveled area across the street at 846 Lind Ave SW (southern half of building on site to be leased by applicant) to store vehicles while they are waiting to be repaired or picked up by customers. The applicant has proposed minor façade modifications and site improvements including the installation of new man and vehicle doors, front entryway, and parking lot stripping. No trees or vegetation are proposed for removal and no new impervious surface would be added. According to COR Maps, a High Hazard Area is located on the project site. Exist. Bldg. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Mitigation Measures None C. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Environmental Health a. Environmental Health Hazards Impacts: According to the Environmental Checklist submitted by the applicant, the proposed use would likely generate hazardous waste including, but not limited to, discarded oil, solvents, and other waste materials associated with auto-body repair. The applicant has proposed an oil/water separator under the existing parking lot intended to ensure that contaminated liquids from the shop or car wash area do not enter the storm/sewer system or outside environment. All hazardous waste generated on the site would be disposed per the Dangerous Waste Regulations administered by the Department of Ecology. Therefore, existing federal and state regulations would be sufficient to mitigate any impacts from risks associated with the discharge of hazardous waste generated by the proposed use. Mitigation Measures: None Nexus: N/A 2. Earth Impacts: The subject site is located in an area with a known seismic hazard. The applicant did not submit a geotechnical report with the land use application due to the project scope being limited to the interior of an existing building. The structural integrity of the building as it relates to impacts from a seismic event would be evaluated during the building permit review phase, at which time a geotechnical report may or may not be required. Therefore, evaluation of the structure during the building permit review, as well as any conditions added to the permit, are expected to provide adequate mitigation for the seismic hazard on the site. Traffic Impacts: The applicant submitted a Traffic Memo prepared by TENW (Exhibit 4). The consultant, TENW, studied the traffic pattern and other conditions at the current Sound Ford Collision site on SW Grady Way for three consecutive days in order to determine the expected vehicle trip average number for the proposed project. The memo identifies an estimated weekday PM trip count of 5 for the proposed use. Staff reviewed the memo and concurs with the methodology and calculation for the number of new trips created by the new use. Transportation impact fees assessed at the time of building permit issuance to adequately mitigate the minor impact on traffic created by the new vehicle trips. The Environmental Determination decision will become final if the decision is not appealed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). TENW SUBJECT: Transportation Impact Fee Estimate for the proposed Sound Ford Collision Center – Renton, WA TENW Project #5963 This memorandum documents the independent transportation impact fee estimate for the proposed Sound Ford Collision Center project in Renton, WA. An independent transportation impact fee is allowed by the Renton Municipal Code (RMC) 4-1-190 (H). Project Description The proposed Sound Ford Collision Center would be located at 715 Lind Avenue SW as shown in the Attachment A vicinity map. The proposed project would convert 18,000 square feet (SF) within an existing warehouse building into a collision center with 21 service bays. Sound Ford currently operates a 10,000 SF collision center with 12 service bays located at 750 Rainier Ave S. Independent Transportation Impact Fee Estimate Sound Ford Collision Center TENW September 6, 2019 Page 2 Background The independent traffic impact fee calculation for the proposed Sound Ford Collision Center is based on the following: (1) use of the trip rate for warehouse (LUC 150) included in the current ITE Trip Generation Manual, 10th edition; and (2) use of local trip generation data collected at the existing Sound Ford collision center. Existing Use Transportation Impact Fee Credit Consistent with City of Renton methodology used to assess transportation impact fee credit for warehouse uses, the transportation impact fee credit was calculated by factoring the CityÊs transportation impact fee rate per SF for Mini-Warehouse by the ratio of the ITE weekday PM peak hour trip rate for Warehouse to the weekday PM peak hour trip rate for Mini-Warehouse. Table 1 summarizes the resulting impact fee per SF for Warehouse. The following Table 2 summarizes the resulting transportation impact fee credit for the existing 18,000 SF warehouse space based on the derived rate of $2.08 per SF. Sound Ford Collision Center Trip Rate To estimate the weekday PM peak hour trip generation rate for the new Sound Ford Collision Center, traffic counts were collected at the existing 12 service bay Sound Ford Collision Center at 750 Rainer Ave S. Three days of traffic counts were collected from Tuesday August 27th, 2019 through Thursday August 29th, 2019 between 4:00 and 6:00 p.m. to determine an average number of vehicle trips during the PM peak period. Based on the data collected, an average of 5 vehicle trips occurred during the PM peak hour. The resulting trip rate per service bay associated with the Sound Ford Collision Center is shown in Table 3. Proposed Use Independent Transportation Impact Fee Calculation The independent transportation impact fee calculation for the proposed new Sound Ford Collision Center was determined based on derived transportation impact fee rate per service bay based on the following: · Derived PM peak hour trip generation rate = 0.42 trips per service bay · Average Vehicle Occupancy (AVO) = 1.353* · Percent New Trips = 100% · 2019 cost per PM peak hour person trip ($5,145.01 per person trip) As a result, an impact fee rate of $2,923.70 per service bay was determined (see Table 4 below). *It should be noted the AVO used in the calculation is consistent with AVO included in the City of RentonÊs Rate Study for Impact Fees for Transportation. Resulting Independent Net Transportation Impact Fee The resulting net transportation impact fee is calculated by applying the existing transportation impact fee credit toward the independent transportation impact fee for the proposed Sound Ford Collision Center. As shown in Table 6, the resulting net transportation impact fee is $23,957.70 ($61,397.70 – $37,440).
