BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY OCCURS, A PRE -CONSTRUCTION MEETING MUST BE HELD WITH THE CITY OF RENTON, PUBLIC WORKS DESIGN ENGINEER. 2. THE BOUNDARIES OF THE CLEARING LIMITS AND AREAS OF VEGETATION PRESERVATION AS PRESCRIBED ON THE PLAN(S) SHALL BE CLEARLY FLAGGED BY SURVEY TAPE OR FENCING IN THE FIELD PRIOR TO CONSTRUCTION IN ACCORDANCE WITH APPENDIX D OF THE SURFACE WATER DESIGN MANUAL AND OBSERVED DURING CONSTRUCTION. DURING THE CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND THE CLEARING LIMITS SHALL BE PERMITTED. THE CLEARING LIMITS SHALL BE MAINTAINED BY THE APPLICANT/ESC SUPERVISOR FOR THE DURATION OF CONSTRUCTION. 3. STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF CONSTRUCTION AND MAINTAINED FOR THE DURATION OF THE PROJECT. ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL WASH SYSTEMS OR WASH PADS, MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND TRACK OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR THE DURATION OF THE PROJECT. 4. ALL REQUIRED SEDIMENTATION/EROSION CONTROL FACILITIES MUST BE CONSTRUCTED AND IN OPERATION PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO PREVENT TRANSPORTATION OF SEDIMENT TO SURFACE WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES. ALL EROSION AND SEDIMENT FACILITIES SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH TIME THAT CLEARING AND/OR CONSTRUCTION IS COMPLETE AND POTENTIAL FOR ON -SITE EROSION HAS PASSED. THE IMPLEMENTATION, MAINTENANCE, REPLACEMENT AND ADDITIONS TO EROSION/SEDIMENTATION CONTROL SYSTEMS SHALL BE THE RESPONSIBILITY OF THE PERMITEE. 5. THE EROSION AND SEDIMENTATION CONTROL SYSTEMS DEPICTED ON THIS DRAWING ARE INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE CONDITIONS. AS CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE PERMITEE SHALL ANTICIPATE THAT MORE EROSION AND SEDIMENTATION CONTROL FACILITIES WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE PROPOSED SITE. DURING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE PERMITEE TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE ACTIVITIES AND TO PROVIDE ADDITIONAL FACILITIES, OVER AND ABOVE MINIMUM REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT ADJACENT PROPERTIES AND WATER QUALITY OF THE RECEIVING DRAINAGE SYSTEM. 6. APPROVAL OF THIS PLAN IS FOR EROSION/SEDIMENTATION CONTROL ONLY. IT DOES NOT CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF PIPES, RESTRICTORS, CHANNELS, OR RETENTION FACILITIES. 7. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON (OCTOBER 1ST THROUGH APRIL 30TH) OR SEVEN DAYS DURING THE DRY SEASON (MAY 1ST THROUGH SEPTEMBER 30) SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED ESC COVER METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, ETC.). TEMPORARY STOCKPILES SHALL BE COVERED WHEN NOT IN USE AND AT THE END OF EACH SHIFT. 8. WET SEASON SEASONAL EROSION AND SEDIMENT CONTROL REQUIREMENTS APPLY TO ALL CONSTRUCTION SITES CLEARING BETWEEN OCTOBER 1ST AND APRIL 30TH INCLUSIVE, UNLESS OTHERWISE APPROVED BY THE CITY THROUGH AN ADJUSTMENT PROCESS. 9. COVER MEASURES WILL BE APPLIED IN CONFORMANCE WITH SWPPP PREPARED FOR THE SITE AND BOEING STORMWATER INDUSTRIAL PERMIT REQUIREMENTS. 10. ANY AREA NEEDING ESC MEASURES, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN SEVEN (7) DAYS. 11. THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN 24 HOURS FOLLOWING A STORM EVENT. 12. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM. 13. DURING THE TIME PERIOD OF OCTOBER 1ST THROUGH APRIL 30TH, ALL PROJECT DISTRIBUTED SOIL AREAS THAT ARE TO BE LEFT UN -WORKED FOR MORE THAN 12 HOURS, SHALL BE COVERED BY MULCH, SODDING OR PLASTIC COVERING. 14. ANY PERMANENT RETENTION/DETENTION FACILITY USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE NECESSARY EROSION CONTROL MEASURES AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE PERMANENT FACILITY IS TO FUNCTION ULTIMATELY AS AN INFILTRATION SYSTEM, THE TEMPORARY FACILITY MUST BE ROUGH GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE PERMANENT FACILITY. 15. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1), ALL DISTURBED AREAS SHALL BE REVIEWED TO IDENTIFY WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON. A SKETCH MAP OF THOSE AREAS TO BE SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE SUBMITTED TO THE CITY OF RENTON FOR REVIEW. CITY OF RENTON RECOMMENDED CONSTRUCTION SEQUENCE 1. ATTEND PRE -CONSTRUCTION MEETING WITH THE CITY OF RENTON. 1. ON -SITE EROSION MEASURES AND STORM WATER POLLUTION PREVENTION SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. ANY PROBLEMS OCCURRING BEFORE FINAL ACCEPTANCE OF THE STORM SEWER BY THE OWNER SHALL BE CORRECTED BY THE CONTRACTOR. 2. ALL EROSION AND SEDIMENTATION CONTROL DEVICES SHOWN ON THESE DRAWINGS SHALL BE INSTALLED PRIOR TO OR AS THE FIRST STAGE OF SITE PREPARATION. 3. SHOULD THE TEMPORARY EROSION AND SEDIMENTATION CONTROL MEASURES AS SHOWN IN THESE DRAWINGS NOT PROVE ADEQUATE TO CONTROL EROSION AND SEDIMENTATION, THE CONTRACTOR SHALL INSTALL HAY BALES, SILT FENCE OR ADDITIONAL FACILITIES AS NECESSARY TO PROJECT ADJACENT PROPERTIES, SENSITIVE AREAS, NATURAL WATER COURSES AND/OR STORM DRAINAGE SYSTEMS. 4. ALL NECESSARY FACILITIES SHALL BE MAINTAINED ON -SITE TO PREVENT DEBRIS, DUST AND MUD FROM ACCUMULATING ON THE PUBLIC RIGHT-OF-WAY AND BOEING PROPERTY. 5. THE CONTRACTOR SHALL COMPLY WITH ALL REQUIREMENTS OF THE SITE'S CONSTRUCTION STORMWATER GENERAL PERMIT INCLUDING SITE STORMWATER POLLUTION PREVENTION PLAN AND ALL APPLICABLE BMP'S SPECIFIED THEREIN. 6. THE CONTRACTOR SHALL TAKE STORMWATER SAMPLES, COMPLETE AND EROSION CONTROL CHECKLIST, CAREFULLY REVIEW, AND MAINTAIN ALL STORMWATER POLLUTION PREVENTION MEASURES DAILY. STOCKPILED TOPSOIL NOTES 1. STOCKPILES SHALL BE STABILIZED (WITH PLASTIC COVERING OR OTHER APPROVED DEVICE) DAILY BETWEEN OCTOBER 1 AND APRIL 30. POLLUTION PREVENTION NOTES 1. PREVENT OIL AND FUELS FROM ENTERING THE STORM DRAINAGE SYSTEM WITH PROPER CONTAINMENT DEVICES. 2. SWEEP DIRT FROM PAVING DAILY OR AS NEEDED. THE INTENT IS TO PREVENT DIRT AND DEBRIS FROM VEHICLES AND EQUIPMENT FROM BEING DEPOSITED ON BOEING OWNED STREET AND CITY STREET PAVEMENT. 3. THE CONTRACTOR SHALL PREVENT ALL MATERIAL USED OR GENERATED ON -SITE FROM ENTERING THE STORM DRAINAGE SYSTEM. THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING ADEQUATE CONTAINMENT/SEPARATION AT ALL TIMES. ALL STORMWATER POLLUTION PREVENTION MEASURES SHALL BE COORDINATED WITH BOEING ENVIRONMENTAL ENGINEERING TO ENSURE COMPLIANCE WITH APPLICABLE STORMWATER PERMITS. 4. THE CONTRACTOR SHALL CONDUCT DAILY STORMWATER/ENVIRONMENTAL INSPECTION OF THE CONSTRUCTION SITE. SCOPE OF THE INSPECTION WILL BE COORDINATED WITH BOEING SITE ENVIRONMENTAL ENGINEERING. 5. CONTRACTOR SHALL PROVIDE A TEMPORARY WHEEL WASH AT THE DESIGNATED CONSTRUCTION ENTRANCE. CONSTRUCTION SEQUENCE 1. UPON COMPLETION OF THE PROJECT, STABILIZE ANY REMAINING DISTURBED AREAS AND REMOVE BMPS (BEST MANAGEMENT PRACTICES) IF APPROPRIATE. 2. REMOVE TRAFFIC CONTROL AND REMAINING EROSION CONTROL AND POLLUTION PREVENTION MEASURES UPON APPROVAL BY BOEING. 3. SHOULD DEWATERING OF EXCAVATION BECOME NECESSARY, CONTRACTOR SHALL PROVIDE DEWATERING PLAN, LABOR AND EQUIPMENT. COORDINATE DEWATERING WITH OWNER (BOEING) AND THEIR GEOTECHNICAL ENGINEER. OWNER SHALL TEST GROUNDWATER FOR CONTAMINANTS AND PROVIDE DIRECTION FOR DISPOSAL. CB PROTECTION NOTES 1. CATCH BASIN INSERTS SHALL BE PROVIDED IN THE CATCH BASINS TRIBUTARY TO AREA WHERE CONTRACTOR'S CONSTRUCTION ACTIVITIES OCCUR. 2. CATCH BASIN INSERTS SHALL BE REMOVED FOLLOWING COMPLETION OF CONSTRUCTION AND STABILIZATION OF ALL CLEARED AREAS. 2. POST SIGN WITH NAME AND PHONE NUMBER OF ESC SUPERVISOR (MAY BE CONSOLIDATED WITH THE REQUIRED NOTICE OF CONSTRUCTION SIGN). WHEEL WASH NOTES 3. FLAG OR FENCE CLEARING LIMITS. 4. INSTALL CATCH BASIN PROTECTION AND ALL OTHER EROSION AND SEDIMENT CONTROL MEASURES, INCLUDING WHEEL WASH, 1. WHEEL WASH PROVIDED MAY BE CONSTRUCTED IN PLACE IN ACCORDANCE WITH AS REQUIRED. CONSTRUCT SURFACE WATER CONTROLS SIMULTANEOUSLY WITH PAVEMENT DEMOLITION FOR PROJECT SITE. WASHINGTON, VOLUME II, FIGURE 4.1.2 AND BMP C106; OR BE OF A TEMPORARY 6. MAINTAIN EROSION CONTROL MEASURES IN ACCORDANCE WITH THE SWPPP PREPARED FOR THE SITE AND BOEING (PORTABLE) PROPRIETARY DESIGN. STORMWATER INDUSTRIAL PERMIT. 2. USE A LOW CLEARANCE TRUCK TO TEXT THE WHEEL WASH BEFORE COMPLETING 7. RELOCATE EROSION CONTROL MEASURES OR INSTALL NEW MEASURES SO THAT AS SITE CONDITIONS CHANGE THE EROSION FINAL INSTALLATION. WATER LEVEL SHALL BE MAINTAINED FROM 12 TO 14 INCHES DEEP TO AVOID DAMAGE TO TRUCK HUBS AND FILLING THE TRUCK TONGUES WITH WATER. 8. COVER ALL AREAS THAT WILL BE UNWORKED FOR MORE THAN SEVEN DAYS DURING THE DRY SEASON OR TWO DAYS 4. MIDPOINT SPRAY NOZZLES ARE ONLY NECESSARY IN EXTREMELY MUDDY CONDITIONS. DURING THE WET SEASON WITH STRAW, WOOD FIBER MULCH, COMPOST, PLASTIC SHEETING OR EQUIVALENT. 5. SYSTEM SHALL BE DESIGNED TO ALLOW SEDIMENT TO FLOW TO THE LOW SIDE OF 9.
