At the client's request, ESNW reps were onsite to observe and test lock and load wall, water line backfill, vault
excavation and backfill and earthwork activities.
Lock and Load Wall
While onsite, reps observed contractor use a large excavator to excavate the slope and excavation for the lock and
load wall. Reps observed contractor excavate the keyway for the wall. Reps observed contractor place a —4"-6" lift of
5/8" minus crushed rock for the basecourse for the keyway. Although over -steepened (near vertical), reps observed
that the cut was stable in its current configuration. ESNW recommends that ENSW representative be onsite while
contractor is working near or within the cut slope. Rep(s) will return tomorrow, November 12, 2019, to observe the
conditions of the slope.
Water Line Backfill
Reps observed contractor use a large excavator to excavate a water line (W4'xD5'). Reps observed contractor place
8" ductile iron pipe at the toe of the excavation in a 6" lift of pea gravel. Reps observed contractor place brown silty
sand with gravel material in loose 12"-18" lifts and compacting with a hoe pack. Reps took compaction tests on backfill
and observed material to be adequate of at least 95% of its maximum dry density (130.7 lbs./cu. ft.).
Vault Excavation and Backfill
Reps observed contractor place brown silty sand with gravel material in loose 12"-18" lifts and compacting with a hoe
pack. Rep took compaction tests on backfill and observed material to be adequate of at least 95% of its maximum dry
density (130.7 lbs./cu. ft.). Contractor expressed plans to continue backfilling vault tomorrow, November 12, 2019.
Rep(s) will return to observe and test compaction as needed.

At the client's request, ESNW reps were onsite to observe and test lock and load wall and earthwork activities.

At the client's request, ESNW reps were onsite to observe or test lock and load wall and earthwork activities.

that cut was stable in its current configuration. Rep observed that contractor had cut the keyway for the lock and
load wall and placed a 6" lift of 5/8" clean crushed rock.
Contractor intends to begin installing lock and load panels tomorrow, November 15, 2019. Although over -
steepened, slopes are stable in current configuration and stable to work within. The contractor is responsible for
providing all safety measures in accordance with state and federal regulation. Rep will return to observe the
conditions of the slopes while contractor is working in the excavation.
ESNW recommended that contractor use a 5/8" crushed rock material for the wall backfill and compact to at least
95% of its maximum dry density. Rep met with ESNW manager, Scott, to discuss the recommendations and wall
construction. Rep met with assistant field manager, Terry, to discuss recommendations and the conditions of the
current south slope.
ESNW rep(s) will return to observe earthwork activities when requested by client.

Rep recommended that contractor either place crushed rock along the bottom of the slope excavation to minimize
the over -saturated materials before and after rainfall events. ESNW also recommended that contractor cover the
exposed slopes with plastic. Rep observed contractor place plastic over the exposed slopes and the subgrade to
the lock and load wall.
Rep observed contractor importing a 5/8" minus crushed recycled concrete for the lock and load backfill. Rep
collected sample proctor of the material.
