REQUEST FOR PROPOSAL AND STATEMENT OF QUALIFICATIONS
Inspection and Design Services
for
Maplewood Water Treatment Plant Roof Repairs
Submittal Deadline: 4:00pm, December 23, 2019
The City of Renton Water Utility (city) is soliciting Statements of Qualifications (SOQs) and issuing a Request for
Proposals (RFP) from qualified roof inspection and design consultants for roof repairs at the Maplewood
Treatment Plant.
SOQ/Proposals are due by 4:00 p.m., December 23, 2019. The city will evaluate the proposals and reserves the
right to select the highest-ranking firms for oral interviews. The final selection will be based on the combined
score of the written SOQ/Proposal and the oral interviews, if necessary.
BACKGROUND
In September 2006, the city completed construction on the Maplewood Water Treatment Plant (W-2953) to add
filtration and chlorination to the city's treatment of the Maplewood Wellfield water source prior to pumping and
distribution as a potable water supply. The building is a 9,700 square-foot, one-story structure, less than 30 feet
in height, and is located at 4032 SE Maple Valley Rd at the Maplewood Golf Course in the City of Renton.
The facility is constructed of fully grouted, reinforced CMU bearing walls with steel roof framing. The gable roof
is plywood over metal deck with 30-lb. underlayment over plywood and Class "A" fiberglass shingle roof
assembly. The roof features 4'x6'fixed skylight roof hatches, and drains via aluminum gutters and rain leaders.
Water was first confirmed to be leaking through the roof in 2018 at the beginning of the rainy season, and has
persisted since then with varying magnitude depending on weather conditions. The leaks are not isolated to any
one section of the facility and have been observed at a number of locations in the pump room, filter room, and
control room.
In December 2018, a preliminary inspection was completed by a commercial roofing company. Observations
noted cupped shingles and core samples identified a wet underlayment, indicating likely water troughing. No
plywood rot was noted.
This project requires a complete inspection of the roof of the Maplewood Water Treatment Plant to determine
the present extents of roof leakage, to identify the presence of water damage, and to issue recommendations
for roof repairs and mitigation against future leaks. Contingent on the outcomes of inspection, the project is

expected to require design and construction support for roof renovation and/or replacement in accordance with
the International Building Code (IBC), the City of Renton amendments to the IBC, and the City of Renton
Construction Administrative Code.
The consultant will be provided with electronic copies of Record Drawings and selected specification sections
from the 2006 construction of the Maplewood Water Treatment Plant, and a summary of observations with
photographs from the December 2018 preliminary inspection.
PROJECT SCOPE
The Scope of Work is estimated to include the following services:
Task 1—Inspection and Testing
1. Review as-built record drawings, preliminary inspection report and photographs, and conduct on-site
investigations and testing as necessary to identify the source(s) of roof leaking.
2. Issue recommendations for roof repairs and/or replacement based on the results of the investigation.
Deliverables
• Written reports of inspections and tests.
Task 2—Design
1. Assist the city in selecting a roof repair approach based on the recommendations from Task 1.
2. Develop construction drawings, and details for roof repairs and/or removal and replacement.
3. Develop technical specifications for roof repairs and/or removal and replacement.
4. Prepare construction cost estimate.
Deliverables
• Structural drawings and details.
• Technical specifications.
• Engineer's cost estimate in bid item format.
Task 3—Services During Bidding and Construction
1. Assist the city with responses to questions from bidders.
2. Review construction material submittals.
3. Respond to requests for information (RFIs).
4. Perform on-site observations, including final walkthrough.

CONSULTANT SELECTION AND EVALUATION PROCESS
City of Renton staff and representatives will evaluate each consultant's Statement of Qualifications
(SOQ)/Proposal based on the project approach, each firm's technical skills and resources, project team's
technical skills, history of performance, and knowledge. After all SOQ/Proposals have been evaluated, the city
may request interviews with the highest ranked firms. All firms submitting SOQ/Proposals will be notified in
writing as to their status in the selection process.
Attached are copies of the evaluation criteria that will be used in determining the short list of firms to be
interviewed. Evaluation criteria used for the interviews will be distributed to the qualifying firms in advance of
the interview process. Final selection will be made based upon both the written SOQ/Proposals and the
interviews, if necessary.
DISCLAIMERS
• Proposals that do not include all of the submittal requirements outlined herein may not be considered.
• At the city's discretion,the city may choose to republish this RFP.
• At the City's discretion and with notice being provided to the Consultant, the city may amend this Selection
Process and Schedule at any time.
• Until such time a Consultant Agreement is executed, there are no express or implied obligations or
commitments on the part of either the city or the Consultant concerning either this RFP or any proposal
associated with it.
• The execution of a Consultant Agreement is subject to budgeted funds.
• By submitting materials to the city's consideration pursuant to this RFP, the Consultant is waiving any claim
of confidentiality, trade secrets, or privilege with respect to materials submitted. All submitted materials
are subject to public records disclosure under the State of Washington Public Records Act.
INFORMATION TO BE PROVIDED IN SOQ/PROPOSAL
To be considered responsive, the SOQ/Proposal must include the information herein. SOQ/Proposals that do
not fully comply with these instructions may not be considered. To facilitate evaluation, the SOQ/Proposal
should be organized in the order of the outline below. Do not exceed 20 pages, exclusive of resumes.

B. PROJECTAPPROACH
1. Discuss specific tasks to be included in the Scope of Work, and describe the proposed approach to
complete each task as follows:

2. Provide a preliminary time schedule for carrying out various tasks.
3. Prepare time estimates for staff members used in each of the major tasks.
C. PROJECT MANAGEMENT
1. Provide a description of your approach to organize and carry out the work.
2. Provide an organizational chart indicating how the firm's management will interface with this project.
3. Provide three recent references that may be contacted concerning the performance of your firm's
proposed Project Manager on projects of this type.
D. PROJECTTEAM MEMBERS
1. Describe the expertise for each proposed team member, and indicate their role in this project. For your
firm, include Puget Sound office locations,technical expertise, and other pertinent information.
2. Provide a professional resume for each key member of the proposed team.
3. Identify sub consultants that will be used on this project (if any), indicate their specific role(s), and
outline their experience on similar related projects.
E. RELEVANT PROJECTS
1. Include descriptions of three projects that your firm has completed that are related to the proposed
project. Describe the work that your firm's assigned staff members completed on these projects.
Include:

- Date and location of project
- Contact person who is familiar with the services provided (name, phone number, email)

F. INSURANCE, RECORDKEEPING,AND OTHER REQUIREMENTS
1. The firm that is selected for this project will be required to obtain, at its own expense, professional
liability insurance of $1,000,000 for the term of the contract and other insurance as required. Indicate
that this requirement can be met.
G. SUBMITTAL REQUIREMENTS
1. Statements of Qualifications/ Proposals should be developed in accordance with the following schedule:
a. The deadline for submittals is 4:00 p.m., Monday, December 23, 2019.
b. PDFs of the complete SOQ/Proposal package may be emailed no later than the submittal deadline,
OR
c. Five (5) copies of the complete SOQ/Proposal package may be mailed or delivered with a postmark
date no later than the submittal deadline.

e. Interviews, if necessary, will be held at Renton City Hall, and will be scheduled after the short list is
