INSTRUCTIONS FOR PREPARING SIX-YEAR
TRANSPORTATION IMPROVEMENT PROGRAM
A. An obligation program indicates the allocation of funds to major phases of project development I.e. preliminary engineering
right-of-way and Construction. Show the funding amount for the entire phase or phases in the expected year of obligation even
though the expenditure of funds may take place over several years.
B. Include all proposed projects regarless of location or source of funds, however, urban arterial trust fund projects need to be in-
cluded only in six-year transportation improvement programs beginning in odd numbered years.
C. Complete the form for the six-year program in accordance with the following instructions:
HEADING
City/County• Enter name of local agency and appropriate county.
County Number: Enter the OPP& FM assigned number.
City Number: Enter the OPp& FM assigned number.
Hearing Date: Enter the date of action by the City Council or County Legislative Authority.
Adoption• Enter the date of action by the City Council or County Legislative Authority.

MINUTES OF NOVEMBER 19, 1979 UNTIL DECEMBER 3, 1979. CARRIED.
PUBLIC HEARING This being the date set and proper notices having been posted,
Vacation of published and mailed according to law, Mayor Piro tem Shinpoch
Right-of-Way opened the public hearing to consider the vacation of a portion
Citizens Federal of public right-of-way located adjacent to NE Sunset Blvd. at
Savings 6 Loan Kirkland Ave. NE, petitioned by Citizens Federal Savings
VAC-18-79 and Loan Association. Letter from Board of Public Works Director
Renton Highlands Gonnason reported the right-of-way not necessary to the City's
circulation plan and had no objection to the vacation subject
to the maintenance of a fire lane and an easement for utilities
over the entire 25 ft. area. The Board also suggested one-half
of appraised value of $6.00 per sq. ft. be charged. Public
Works Director Gonnason used wall maps to show area and explained
area to the south had been vacated as petitioned for Jack-in-Box
and bowling alley. MOVED BY CLYMER, SECOND PERRY, CLOSE THE
HEARING. Upon inquiry by Councilman Stredicke, Gonnason noted
the proposed vacation was mostly asphalt surface of old frontage
road and not landscaped area. MOTION CARRIED. MOVED BY CLYMER',
SECOND PERRY, COUNCIL GRANT THE VACATION WITH CONDITIONS PRO-
POSED BY THE BOARD OF PUBLIC WORKS( INCLUDING FEE) AND REFER TO
THE WAYS AND MEANS COMMITTEE FOR ORDINANCE. CARRIED.
PUBLIC HEARING This being the date set and proper notices having been posted and

Program and Program and Transportation Improvement Program. Letter from
Transportation Public Works Director Gonnason explained the King County Planning
Improvement Department asked the City revise the Six-Year Street Program since
Program there are some mismatches between that and our Transportation
1980 to 1985 Improvement Program. The following changes to Exhibit A, Sheet
No. 3 of 9, were requested: (1 ) Shattuck Ave. S. - Moved
$600,000 from 1981 to 1980 to match prospectus; (2) Puget and
Benson - Delete listing of $50,000 in. 1980; (3) SW 27th St. -
Move dollar amount from 1980 to 1981 . Public Works Director
Gonnason explained the changes and funding. Stredicke inquired
re Forward Thrust Projects and Gonnason°explained the Forward
Thrust bond issue monies may be used as matching money for
U.A. B. and F.A.U.S. funded projects with 80-90% funding in
order to accomplish the projects. There being no public com-
ment, it was MOVED BY CLYMER, SECOND PERRY, HEARING BE CLOSED.
CARRIED. Upon further inquiry by Stredicke, Gonnason explained
Forward Thrust projects require Council action by resolution.
MOVED BY CLYMER, SECOND PERRY, CONCUR IN RECOMMENDATION OF THE
PUBLIC WORKS DIRECTOR AND REVISE STREET PROGRAM AND REFER MATTER
TO THE WAYS AND MEANS COMMITTEE FOR RESOLUTION. CARRIED.

Officers requested update for 1980 Budget to include longevity same
as Police Department or $2,566 for the three officers. Refer

Citizen Federal Citizens Federal Savings and Loan Association, 1409 5th Ave. ,
Vacation of Seattle, petitioned for vacation of right-of-way between
Right of Way NE Sunset Blvd. and Kirkland NE in the Renton Highlands.
VAC-18-79 Refer to Public Works Dept. , Board of Public Works and Trans-
portation Committee for verification of petition, determination
re appraisal and easement retention : to Ways and Means Committee
for resolution setting date of 11/26/79 for public hearing.
Deak Rezone Hearing Examiner's recommendation for Rezone No. 405-79 and
Sight Approval No. 406-79 as requested by Dr. Andrew Deak for
property located at 4509 Talbot Road S. at the rear of existing
clinic from "G" to P-1 for proposed parking lot. Examiner
recommends approval with conditions. Refer to Ways and Means
Committee for ordinance.

Betz Rezone Letter from Dobson, Houser and Dobson requested matter of appeal
of Clinton H. Betz Rezone 400-79 be extended to 10/22/79.

LID 314 Letter from Public Works Director Gonnason requested a temporary
Loan Request loan from Street Forward Thrust to Design Engineering in the
amount of $140,089.75 for purpose of paying Jones Associates,
Inc. , consulting engineers for preliminary survey and design
services in connection with creation of LID 314. The letter
anticipated loan would be repaid prior to 12/31/79 from the
interim financing to be obtained for LID 314; hearing scheduled
11/5/79 advanced from earlier date of 10/15/79. MOVED BY
CLYMER, SECOND PROCTOR REFER TO THE WAYS AND MEANS COMMITTEE.
CARRIED. Following discussion of means of funding, Councilman
Stredicke requested from the Administration, a review of Street
Foward Thrust Projects and funding.

Right-of-Way opened the public hearing to consider the vacation of a portion
Citizens Federal of public right-of-way located adjacent to NE Sunset Blvd. at
Savings & Loan r Kirkland Ave. NE, petitioned by Citizens Federal Savings
VAC-18-79 : and Loan Association. Letter from Board of Public Works Director
Renton Highlands c Gonnason reported the right-of-way not necessary to the City's
r circulation plan and had no objection to the vacation subject
c to the maintenance of a fire lane and an easement for utilities
over the entire 25 ft. area. The Board also suggested one-half
of appraised value of $6.00 per sq. ft. be charged. Public
Works Director Gonnason used wall maps to show area and explained
: area to the south had been vacated as petitioned for Jack-in-Box
and bowling alley. MOVED BY CLYMER, SECOND PERRY, CLOSE THE
HEARING. Upon inquiry by Councilman Stredicke, Gonnason noted
the proposed vacation was mostly asphalt surface of old frontage
• road and not landscaped area. MOTION CARRIED. MOVED BY CLYMER,

POSED BY THE BOARD OF PUBLIC WORKS( INCLUDING FEE) AND REFER TO

Amendment to published according to law, Mayor Pro tem Shinpoch opened the
Six-Year Street public hearing to consider amendments to the- Six-Year Street
"grogram and Program and Transportation Improvement Program. Letter from
Transportation Public Works Director Gonnason explained the King County Planning
Improvement Department asked the City revise the Six-Year Street Progran since
Program there are some mismatches between that and our Transportation
1980 to 1985 Improvement Program. The following changes to Exhibit A, Sheet
No. 3 of 9, were requested: (1 ) Shattuck Ave. S. - Moved
$600,000 from 1981 to 1980 to match prospectus; (2) Puget and
Benson - Delete listing of $50,000 in 1980; (3) SW 27th St. -
Move dollar- amount from 1980 to 1981 . Public Works Director
Gonnason explainedthe changes and funding. Stredicke inquired
re Forward Thrust Projects and Gonnason explained the Forward
Thrust bond issue monies may be used as matching money for
U.A. B. and F.A.U.S. funded projects with 80-90% funding in
order to accomplish the projects. There being no public com-
ment, it was MOVED BY CLYMER, SECOND PERRY, HEARING BE CLOSED.
CARRIED. Upon further inquiry by Stredicke, Gonnason explained
Forward Thrust projects require Council action by resolution.

& Community Development Program, Mayor pro tem Shinpoch opened the public

King County Consortium for $719,575 in "needs" monies. Five
members of the Citizens' Advisory Committee were present and
introduced: Vesta Bolstad, Selma Fitting, June Leonard, Nettie
Patrick and Versie Vaupel . Planning Director Ericksen explained
the program initiated in Renton in 1975 as part of a national
program to finance projects, which help low and moderate income
people or reduce slum and blight; that the City has received
block grants totalling over $1 .5 million in federal funds for
a variety of projects and programs since that time. Pamphlets
describing the program were distributed. Planning Staff Member
Ed Hayduk explained the seven preliminary recommendations in
order of priority: (1) Housing Assistance Program, includes :
' Housing repair program, Chore Service/Minor home repair program,
Emergency repair program, neighborhood cleanup program, Fire
protection/Smoke Detector program; (2) NSA Public Services
Support Program, includes: Health care program, Youth services
program, YWCA employment project, Senior transportation program;
(3) NSA Public Improvement Project; (4) Liberty Park Community
Center Renovation Phase I ; (5) NSA Beautification Program;
(6) Cedar River Trail System, Design/Development Phase; (7)
Planning/Implementation and Public Information/Involvement
Program. Funds .Totals: $143,131 Population Funds, $162,500
Needs Funds and Total Requested: $305,631 .
Continued Persons present: Virginia Merlino, Friends of Youth, Lake
Washington Blvd. N. , requested funds for Talbot House, recalled
public hearings before the Council and present program and need.
Versie Vaupel , 221 Wells N. , described hearing procedure as very
fair; also expressed appreciation for Planning Director and Staff.
Tony Ladner, Executive Director, Renton Housing Authority, asked
sidewalks in area of Senior Center and Cedar River. Councilman
Stredicke gave recognition to Planning Staff members Sue Hudson
and .Ed..Hayduk,...along with. Planning„Director. Following discus-
sion, it was MOVED BY PERRY, SECOND CLYMER, CLOSE THE PUBLIC
HEARING. CARRIED. MOVED BY STREDICKE, SECOND CLYMER, ACCEPT
RECOMMENDATION OF COMMITTEE AND REFER MATTER TO THE COMMUNITY
SERVICES COMMITTEE AND BACK TO THE CITIZENS COMMITTEE.

Development Project, Burnett Linear Park. Slides were shown of
the present Burnett So. area, the preliminary schematic plans
examples of similar parks in other areas ; slides had been presented
to people in the neighborhood for approval .

Comprehensive Plan Ferd Reichlin, 13033 15th SW, Burien, requested public hearing
SE Quadrant on the Area C portion of ordinance(scheduled for second and final -
readings)amending the City's Comprehsive Plan for the Southeast
Quadrant of the City. Mr. Reichlin explained his appeal to the
Planning Commission as well as petition that the area south of
Valley General Hospital to SE 192nd between Valley Freeway and
Greenbelt be designated as low/medium density multiple family

PUBLIC HEARING This being the date set and proper notices having been posted,

Transportation the public hearing to consider the City's Six-Year Transportation
Improvement Improvement Program for 1980-1985. Public Works Director Gonnason
Program explained the program noting changes from last year, present and
& Arterial Plan completed projects regarding the Major (Principal ) , Secondary
(minor)&. Collector Arterials, Spot Improvements; and Local
Access Streets. Gwen Dupree, Principal of Sierra Heights
Elementary; requested. item #14; Secondary Arterial (Union Ave.
NE from NE SunsetBlvd. to NE 24th St.) be placed on a higher
priority and that the work not be done While the children are
going to school . Doris Sanders, 1909 Union Ave. NE, noted need
for sidewalks on Union Ave. NE (item #14) giving the project a
higher priority and for patrol of traffic in the area.
Mrs. Sanders presented petition with 62 signatures.. .Versie
Vaupel , 221 Wells No..; questioned Wells Ave. Bridge and approaches,
item #8. (Secondary Afterial ),and North 1st Street from Park Ave.
North to Burnett Ave. North, item #2 (Local Access Street)
and questioned local assessment .or if city taxes would be involved.
Mr. Gonnason noted item #8 is funded under the Federalbridge
replacement program and no local assessment was .anticipated for
item #2. Robin,. Little, 264 Maple Ave. NW; questioned item #6
(Collector Arterial ) , Taylor Ave. NW & Taylor Place NW from
Renton Ave. Ext. to Stevens Ave., NW, re funding of this project.
Mr. Gonnason noted estimate of 25% of an LID to be paid by
abutting property owners for curbs, gutters, sidewalks, etc. . and
FAUS Funding for the remaining portion. Nancy Tiede, 228 Burnett
Ave. No. , property owner on SW 43rd Si. , requested additional
information.'on item #1 (Major Arterial ) SW 43rd ,St. from East
Valley Road to' West Valley Road. Mr. Gonnason noted plans are
essentially complete and finalizing appraisals and negotiation
of right-of-way relocations assistance program is starting, and
the project construction should 'begin approximately January, 1980.
George Davis, 1900 SW 43rd St. , suggested moving buildings back
on SW 43rdSt. David Campbell , 403 SE 'llth St. , noted opinion
that project should be reconsidered. Ed L, Reitan, 844 Reitan Rd. ,
Kent, noted interest in the history and preservation of Orillia
(SW 43rd St. )... .Councilwoman Shinpoch questioned if the preservation
of Orillia had been considered. Mr. Gonnason noted council requested
SW 43rd St. as #1 project in 1979 and that clearance had been received
from State Archives Historical Groups. Dennis Stremick, 2532
Smithers Ave. So. , inquired. of high cost item #4 (Major Arterial )
and the need for barriers to be provided along bike paths dividing
from roadway. Mr. Gonnason explained the design of the bridge and
roadway to be constructed under I-405 and channelization, and
design of bike paths in the area.

priority and that the work not be done while the children are .
going to school .. Doris Sanders, 1909 Union Ave. NE; noted need
for sidewalks on Union Ave. NE (item #14) giving the project a
higher priority and for patrol of traffic ii-the area.
Mrs. 'Sanders presentedpetition with 62 signatures. Versie
Vaupel•, 221 Wells NO. , questioned Wells Ave., Bridge and: approaches,
item. #8 (Secondary Arterial ),and North 1st Street from Park Ave.
North to Burnett Ave. North, item #2 (Local Access Street)
and questioned local assessment or if. .city taxes; would be involved.
'Mr. Gonnason noted item #8 is funded under the Federal bridge
replacement program and no local assessmentwas anticipated for
item #2., ,Ro.bin Little, 264 Maple Ave. NW, questioned item #6
(Collector Arterial ) , Taylor. Ave: NW & Taylor Place NW from.
Renton Ave. Ext. to Stevens Ave. NW, re funding of this project.
Mr. Gonnason noted estimate of 25% of; an LI.D to be paid .by
abutting property owners for curbs, gutters,' sidewalks, etc. and
FADSFunding for the remaining portion. Nancy_._Tiede, 228 Burnett
Ave: Nb. , property owner on SW 43rd St. , .requested additional
information on item #1 (Major-Arterial ) SW 43rd:St. from East
Valley Road to. West Valley Road. Mr. Gonnason noted plans are
essentially complete and finalizing appraisals and negotiation
of right-of-way relocations assistance program is starting, and .
the project construction should begin approximately January,- 1980.
George ;Davis; 1900 SW 43rd St. , suggested moving buildings back
on SW 43rd St: David Campbell , .403SE 11th St. , noted opinion
that project should be reconsidered. Ed L. Reitan, 844 Reitan Rd. ,
Kent; noted interest in the history and' preservation. of Orillia .
(SW '43rd St. ).' Councilwoman Shinpoch questioned if the preservation
of Orillia had been .considered. Mr. Gonnason noted council requested
SW 43rd St. as #1 project in 1979 .and that clearance had been received
from State Archives Historical Groups. . Dennis Stremick, 2532
Smithers Ave. So.', inquired of high cost item #4 (Major Arterial )
and the need for barriers to be provided along bike paths dividing
from roadway. Mr. Gonnason explained the design of the bridge and
roadway to be constructed under I-405 and channelization, and
design of bike paths in the area.

Agreement Agreement be granted re water main extension on the south side of

Gonnason representing the Board of Public Works reported no object-
ion to vacation as the alley is not open and is not necessary to
traffic circulation; that utility easement for telephone lines
would be retained until agreement for disposition. The board
recommended 1/2 appraised value of $1 .00 per sq. ft. be charged
for the property. Public Works Director Gonnason used wall map
and pointed out area of proposed vacation abutting Lind Ave. SW
near FAI 405.
Audience Emilio Pierotti , 17034 SE 184th,being owner of lots 1-9 on north and
nine lots to the south between SW 12th St. and SW 13th St. , requested
vacation of the entire alley, expressing disappointment that he
was not contacted earlier to _enjoin with other petitioner.
Discussion ensued. City Attorney Warren 'noted state law require-
ments. MOVED BY SHANE, SECOND PERRY, CLOSE 'THE PUBLIC HEARING.
CARRIED. MOVED BY PERRY, SECOND SHINPOCH, VACATE PORTION OF ALLEY
AS PETITIONED AND REFER TO WAYS AND MEANS COMMITTEE FOR ORDINANCE.
CARRIED. Mr. Pierotti was informed of procedure for vacation of

left the meeting due to early Association of Washington Cities
meeting in Spokane. Council President Shinpoch presided for the

Public Safety Public Safety Committee Chairwoman Proctor presented committee
Committee Report report noting review of Fire Chief Geissler letter request of 4/27
Fire Truck that Apparatus F004, 1944 Kenworth fire truck, be surplussed and
Declared Surplus minimum bid be set at $4,000. The committee recommended concurrence.
MOVED BY SHANE, SECOND PERRY, CONCUR IN COMMITTEE REPORT. CARRIED.
Fire Training The committee report noted review of 5/7 request by Fire Chief
Site Geissler for construction of a drafting pit in the parking area
located next to the new Fire Station, prior to filling and surfac-
ing of the parking area. The committee recommended authorization
to construct drafting pit at cost not to exceed $12,000 and

of $130,128 and•City participation of $90,474.13;. that late comer's
