RESOLUTION NO. 2766
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, UPDATING
THE CITY'S SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
1990-1995
WHEREAS, the City of Renton has heretofore adopted a "Six-Year
Transportation Improvement Program" pursuant to Chapter 7,
Extraordinary Session Laws of the State of Washington, and Chapter
195 of the 1961 Session Laws of the State of Washington, and as same
has heretofore bean amended from time to time, and such plan and
program having heretofore been duly amended and modified from time
to time as authorized by law; and
WHEREAS, the City Council, after recommendation of its Public
Works Department, caused to be held a public hearing thereon on
August 7 , 1989, and after notice to the public as provided by law
for the purpose of considering adoption, modification, and
amendments of said plan and program, and
WHEREAS, at such public hearing held on August 7, 1989, due
consideration was given to the proposed changes and amendments for
the purpose of updating such plan and program, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE
AS FOLLOWS:
SECTION I: The City's "Six-Year Transportation Improvement
Program" and the City's "Arterial Street Plan" are hereby further
amended and modified, all asmore particularly shown on the attached
Exhibits "A, " "B" and "C" incorporated herein as if fully set forth.

RESOLUTION NO. 2766
SECTION II: The aforestated plan and program, as evidenced by
said Exhibits, shall be and constitute the City's "Six-Year
Transportation Improvement Program" and the City's "Arterial Street
Plan, " and same to remain in full force and.' effect until further
revised, amended, and modified as provided by law.
SECTION III: The Director of Public Works and the City Clerk
are hereby authorized and directed to file this Resolution, together
with the Exhibits, with the Director of Highways for the State of
Washington and as 9therwise provided by law.
PASSED BY THE CITY COUNCIL this 14th day of August, 1989 .

Court, Municipal: Ways and Means Committee Chairman Trimm presented a report
Collection Contract for recommending Council concurrence in the Municipal Court request for
Delinquent Fines approval of contract with Renton Collections, Inc. for collection of delinquent
court fines at no cost to the City since collection agency will add 30% to
principal balance. The Committee further requested that the Mayor and City
Clerk be authorized to sign the contract. MOVED BY TRIMM, SECONDED
BY KEOLKER-WHEELER, COUNCIL CONCUR IN THE COMMITTEE
REPORT. CARRIED.
NEW BUSINESS Noting completion by WSDOT of the I-405 overcrossing at Talbot Road,
WSDOT: I-405/Talbot Councilman Reed reported that because one lane remains closed, traffic
Overcrossing and S- congestion has continued in the area. Council President Stredicke referred to
Curves mitigations proposed by WSDOT in the environmental impact statement for
the 1-405 "S" Curve project relative to speed limits and other changes to
ensure an adequate.flow of traffic through Renton during the construction
period. He observed that construction on I-405 to the west of the S-curves is
currently bringing traffic to a full stop, not 35 mph, as the City was
promised. In addition, unmarked pavement and lack of lighting is impairing
traffic safety and resulting in near-accidents.
Committee of the Whole Council President Pro Tempore Mathews presented a Committee of the Whole
Streets: Renton Valley report regarding the Valley Transportation Policy. The Committee discussed
Transportation SEPA a proposed comprehensive transportation program recommended for adoption
Policy as a SEPA policy for the Renton Valley. After hearing from city staff and
representative of the developers and affected landowners, the Committee
recommended that the proposal be approved conceptually and referred to the
Ways and Means Committee for preparation of the necessary legislation.
Because this issue is so complex and impacts many people not in attendance
at the meeting, the Committee requested that the Administration conduct an
informational meeting with property owners in the Valley. This meeting will
assure that all property owners have an opportunity to review and understand
the proposed policy and submit input prior to further Council review. The
Ways and Means Committee will not present the policy for adoption until
after the meeting has been conducted. MOVED BY MATHEWS,
SECONDED BY TRIMM, COUNCIL CONCUR IN THE COMMITTEE

Im•rovement Pro ram . Program. Public Works Program Development Coordinator John Adamson
explained the purpose of Council adoption of an annual TIP: 1.) Program is
mandated by the State Legislature; 2.) Multi-year work plan for development
of the arterial street system; 3.) Required for State and Federal funding; 4.)
Enhances interjurisdiction cooperation with all adjacent cities, King County,
Washington State Department of Transportation and Puget Sound Council of
• Governments; and 5.) Any project to be eligible for funds during the year
must be included in the six-year transportation plan. Mr. Adamson further
s explained the prioritization process used in determining the six-year street
plan, noted that 1989 funds were distributed among 20 projects, and briefed
Council on projects prioritized for the years 1990 - 1995. The first ten
project listed:
'• 1.) Park Ave N - Bronson Way N to N 10th St. Reconstruction;
. 2.) Grady Way - Rainier to Lind. Continue project, widening;
3.) SW 43rd St - SR-167 Loop Ramp Improvements;
4.) Rainier/Airport Way Safety Improvements;

Responding to Council inquiry, Mr. Adamson noted that the description to
Item No. 31, Lake Washington Blvd N.-N. Park Drive to I-405, will be
amended to state: "Addition of left-turn pockets and shoulder repair of Lake
Washington Boulevard N.", "widened to three lanes" removed. Adamson
I stated that Item No. 25 reflects accelerated street overlay for roads suffering
severe damage this coming winter. The mid-year budget contains funding
for repair of roads which were damaged last winter.
Darrell Igelmund, 3602 Lake Washington Boulevard, Renton, commended
j Public Works Department for the inclusion of improvements to four streets in
lower Kennydale, addition of left-turn pockets and shoulder repair on Lake
Washington Boulevard North.
. Steve Altringer, 1703 Shelton Avenue N.E., Renton, inquired as to an
' accelerated opening of Oakesdale Avenue from S.W. 16th to 43rd, and
widening of roadway up to Empire Way, which would divert traffic from
downtown Renton, and further inquired as to future prospect of traffic signal
placement on Empire Way. In response to Mr. Altringer's inquiry, Mr.
Adamson advised that the proposed widening from Oakesdale's present

terminus at 16th Street to Empire Way is proposed by second LID to be
completed in the late 1990's. As funding is not available, coordination with
adjacent cities and WSDOT is required. Transportation Services Manager
Norris advised that the State continues to evaluate the reinstallation of the
traffic signal device on Empire Way and at this time does not feel it is
warranted. Councilwoman Mathews requested that Administration write a
formal request to the State of Washington to reevaluate replacement of the
traffic signal previously located on Empire Way.
In response to further inquiry by Mr. Altringer, Mr. Norris noted that in
discussions pertaining to the opening of the four lanes on the bridge at Lind,
the State's project engineer advised that the opening will be this week.
Versie Vaupel, P. O. Box 755, Renton, indicated concern on behalf of North
Renton citizens relating to Item No. 33, widening to seven lanes
North/Northeast 3rd Street to I-405 undercrossing. Ms. Vaupel further
inquired whether residents in Devil's Elbow vicinity were notified of the
placement of Item No.'53, Devil's Elbow Repair and Reconstruction, on the
six-year TIP listing.
In response to Council inquiry, Mr. Norris noted that the overlay for
Kirkland to NE Sunset - NE 10th is included in the 1989 work program.
The overlays for NE 10th St - West of Kirkland, and NE 12th - Sunset -
Union are not currently listed in the 1989 work program, but advised staff
will review the possibility of inclusion into the work program considering the
sidewalks and inappropriate speed limits as well. MOVED BY MATHEWS,

City Clerk entered letter from Dale Hollister, May Creek Associates, owner
of property directly across NE 48th Street from the proposed Shurgard
development. Mr. Hollister supported staff alternative no. 3, which requires
annexation prior to extension of water service. He felt that warehouses
would be incompatible with surrounding office uses and detrimental to
property values and appearance of the surrounding area.. Mr. Hollister
indicated to the Council that he has worked with the City to rezone the
property for office use as a transition between business and residential use,
and he felt that the subject development should be required to provide a
similar transition. He indicated that if property owners can provide that
assurance, he had no objection to the proposal. MOTION CARRIED.

REPORT channel: Malfunctioning computer equipment at TCI headquarters has
Utility: TCI Government resulted in display of outdated messages stored in the system's memory. The
Access Channel problem has been reported and will be repaired. The channel is updated
twice a week by City Clerk division staff, and a total of 53 messages was
either entered or removed during the period of 5/16/89 through 6/15/89.
Cable Consultant Mayor Clymer indicated that messages of condolence have been sent to Lon
Hurd, the City's cable consultant, on the passing of his father, Jim Hurd.
The elder Mr. Hurd was the City's first cable consultant.
AUDIENCE COMMENT Theresa Zimmerman, 813 N. 1st Street,.Renton, expressed disappointment
Citizen Committee: North that the North Renton citizens advisory committee, which has been meeting
Renton Citizens Advisory for the past two and one-half years, was not notified of plans to replace
Committee Heery Program Management consultants with a facilitator to rediscuss the
North Renton projects with residents. She questioned the scope of the work
being funded, and requested that a specific list of projected work items be
provided. Mayor Clymer indicated that the facilitator is replacing the
original consultant, and will be responsible for providing information
regarding the projects, and facilitating discussions between residents, business
representatives and City staff.
City's Capital Council President Stredicke announced that the City's Capital Improvement
Improvement Program Program will be presented to the Renton Chamber of Commerce Local
Government Committee on Friday, August 10 at 7:30 a.m. at the Chamber
offices.

CORRESPONDENCE Administrative Assistant Michael Parness reported that Heery Program
CAG: 89-031, Project Management, Inc., the City's consultant for the 1989 Work Plan, has
Management Services completed Phase I of the program, which described the City's major projects
with Heery Program and estimated staffing needs and expenditures for those projects during the
Management, Inc. months and years ahead. Projects include the proposed North Soos Creek
annexation, the I-405 "S" curve project, municipal facilities issues, and North
Renton expansion projects. He indicated that due to expense, Heery would
not be selected to continue with Phase II of the plan and another alternative, .
presented by the Public Works Director would be recommended.
Public Works Director Lynn Guttmann explained the alternatives to
supplement staff for the WSDOT I-405 "S" curve project and the North
Renton arterial plan. For the design phase of the I-405 project, the City will
create a team consisting of a senior engineer, a clerk and a coordinator.
Total cost through December, 1989, will be $224,320, including salaries,
office equipment and expert services. Of this total, $90,000 is a loan to the
Utility Fund which will be reimbursed. Staff will attempt to recover the
remaining $60,000 from WSDOT. Ms. Guttmann recommended that the
senior engineer remain through both the design and construction phases of
the project to resolve engineering issues with the State. Council expressed
dismay at high cost of protecting the City's interest in coordinating the
project with WSDOT. Mayor Clymer stressed the importance of protecting
the City's sole source aquifer which is located in the area proposed for
construction of the freeway bridge supports.
On the North Renton projects, Ms. Guttmann explained that major
development is about to occur in an industrial area that abuts a single family
residential area. To keep both factions apprised, it is recommended that a
consultant be retained at an estimated cost of $35,000 to $50,000 (August
through October, 1989) to meet with and define the interest of all parties
involved, identify three to five alternatives that address interests of all
parties, prepare and deliver presentations to the community and City Council,
and support the City Council in their efforts to make a final decision.
Council requested assurance that the City is not paying consultant fees when
it really needs additional full-time employees. Ms. Guttmann indicated that a
mediator is needed to provide a fresh viewpoint to all parties.

Impacts Donald Appleyard showing relationships of people living on streets with light,
medium and heavy traffic.
Citizen Committee: North Letter was read from Theresa Zimmerman, 813 North First Street, Renton,
Renton Citizens Advisory requesting a meeting prior to March 31 between designated representatives of
Committee the North Renton/Kennydale citizen committee and City officials responsible
for overseeing the upcoming Boeing developments. Requested at the meeting

OLD BUSINESS Council President Stredicke asked that prior to the public hearing on the Six-
Streets: 1990-1995 Six- Year Transportation Improvement Program, the Administration assess the
Year Transportation condition of Kirkland Avenue NE north of NE 10th Street to Sunset
Improvement Program Boulevard NE, and Tillicum Street between Tobin and Airport Way since
they are in deleterious condition. Councilman Trimm pointed out that Lake
Street in the latter area is also in need of repair.
Committee of the Whole Council President Stredicke presented a report regarding the Boeing
Building: Boeing presentation made on 3/13/89. At that meeting, Boeing representative Terry
Redevelopment Project Lewis described the Boeing redevelopment project that will be taking place
from now through 1992. He explained the magnitude of the project and
made a commitment to the City and to the affected neighbors. He stated that
the Boeing Company recognizes the impact the project will have on the City
administration and the Council's ability to deal with the time constraints, and
he made a commitment to work with the Council to make the project work
smoothly. No action required.
Garbage: Rainier Disposal Council President Stredicke presented a report regarding solid waste,
Contract Negotiations recycling and yard waste. With the assistance of consultant R. W. Beck, the
Council met and reviewed the analysis of the proposals submitted by
contractors for solid waste, recycling and yard waste. After discussion, the
Committee of the Whole recommended concurrence in the recommendation
that the Administration be authorized to enter into negotiations with Rainier
Disposal for the provision of services for all three contracts. MOVED BY
STREDICKE, SECONDED BY KEOLKER-WHEELER, COUNCIL
CONCUR IN THE COMMITTEE REPORT. Upon Council inquiry, City
Attorney Warren indicated his opinion that Fibres International has not
enunciated sufficient reason in its letter of 3/16/89 to warrant the City
Council to change its recommended action on this matter. For the record,
letters were entered from Greg Matheson, Fibres International, dated
3/16/89, appealing the recommendation to contract with Rainier Disposal as
"sole source" contractor and citing ranking error by City; from attorney Clyde
H. MacIver, Miller, Nash, Wiener, Hager & Carlsen, representing Fibres
International, dated 3/16/89, citing non-compliance by the City with
evaluation factors stated in the RFP; and from David Kahl, R. W. Beck and
Associates, dated 3/20/89, with Mayor's cover letter, same date, explaining
the City's evaluation process. MOTION CARRIED.
Planning and Planning and Development Committee Chairman Reed presented a report
Development Committee indicating that the committee met on 3/9/89 to consider the Leroy Lowe
Appeal: Leroy Lowe rezone appeal for rezone of 2.6 acres of property located at 909 and 951
Rezone, R-104-88 Aberdeen Avenue NE. In support of his appeal, the applicant submitted new
material which had not been provided to the Environmental Review
Committee (ERC) nor the hearing examiner. The committee found that the
ERC should have the opportunity to review this new information.
Therefore, the committee recommended that the City Council affirm the
recommendation of the hearing examiner and remand this request to the
Environmental Review Committee. MOVED BY REED, SECONDED BY
