OLD BUSINESS - Transportation (Aviation) Committee - Continued
Drainage The Transportation Committee met 7/9/80 to discuss elements of
Problems- the Six-Year Street Plan, also Renton Airport, and requested
Puget Drive the Administration investigate problem of public drainage on
private property and report back to the Committee with alterna-
tives for correction and cost estimates. MOVED BY STREDICKE,
SECOND SHANE, CONCUR IN RECOMMENDATION. CARRIED.
Widening of. The Committee report concurred, in (:A) Administration's request
Puget Drive to initiate an LID to widenand improve the portion of Puget
Drive from Benson Highway to Jones, Place. (B) The Committee
requested the Administration to investigate costs of widening
Puget Drive at the intersections of South 19th at Jones Place with
left turn lanes to accommodate ingress and egress for adjacent
single family developments since widening improvements are not
scheduled this year for the area between Edmonds and Jones.
(C) Following the report from the Administration to the Committee
a meeting will be held in the Rolling Hills area with residents.
MOVED BY STREDICKE, SECOND1SHANE, concur in the report. ROLL CALL:
2-AYE: Shane, Stredicke; 4-NO: Trimm, Reed, Hughes, Clymer. FAILED.
MOVED BY STREDICKE, SECOND SHANE, CONCUR IN RECOMMENDATION (B)
RE COSTS OF WIDENING PUGET DR. AT S 19th AT JONES PL. WITH
TURN LANES. CARRIED.
Wells Ave. (A) Transportation Committee recommended immediate investigation '.
, Bridge of the stability of the present bridge structure. (B) The Com-
mittee recommended Council authorize the Administration to develop -
alternative proposals. Since earlier Council approval was given
to a four-lane bridge design and taking of park property, con-
siderable opposition has been raised and now federal environmental
impact statements are required. If an alternate design of smaller
scope is acceptable to the protesting parties and funding
agencies, construction could begin as soon as funding is approved;
two to three year period before construction estimated with the
present larger project. (C) The Committee recommended a citizens
groupbe formed: John Giuliani , Jr. , N 1st St. ; Gerlad Bartley,
Versie Vaupel , "Mrs. Michael Hinkleman, Wells Ave. N. The report
stated the Citizens Committee would meet with the Transportation
Committee to review proposed alternatives. (D) The Committee
requests an opinion from the City Attorney as to public reimburse-
ment of costs incurred by residents in obtaining the EIS.
MOVED BY STREDICKE, SECOND SHANE, concur in committee report.
Discussion ensued. City Attorney Warren inquired re Item (D) costs
and Committee Chairman Stredicke advised than an Environmental
Impact Statement was ordered by the Administration atthe
requested of the funding agency; it was ordered by the responsible
public officials. ROLL CALL VOTE: 3-AYE: Shane, Reed, Stredicke;
3-NO: Trimm, Hughes, Clymer; Mayor Shinpoch broke the tie with
a NO vote and the MOTION FAILED. Mayor Shinpoch requested the
record show her NO vote due to inclusion of four items in one
motion. Stredicke noted for record the Mayor had not attended
the 7/14 meeting nor received the hand-out materials.
Talbot Road The Committee report stated the majority of discussion on Talbot
Road related to drainage problems and LID 313. The committee
recommended that the Administration review the installation of
additional screens (or cattle crossings) on the east side of
Talbot Road at the two roadway 'entrances to Victoria Park, deter-
mining estimated costs and whether that would fit into long range
plans for improvement of Talbot Road. The report noted that a
letter signed by five property owners on Talbot Road protesting
the LID was presented; hearing occurred several weeks ago.
MOVED BY STREDICKE, SECOND SHANE, CONCUR IN COMMITTEE REPORT.*
Councilman Hughes requested the record to show Mrs. Lobe's protest
of the LID (she was unable to attend meeting) as well as his own;
also his recommendation that catch-type basins be installed the
full length of each entrance roadway to Victoria Park; also that
24" drain was indicated for the LID, however, 18" drain located
on the Victoria Park side of Talbot Road and Hughes requested that
be looked at. *MOTION CARRIED.

OLD BUSINESS Committee of the Whole report was presented by :Council :President
Committee of the Trimm recommending that the vacation ordinance be revised' to'
Whole allow use of vacation time in one-hour increments, pending -
One-Hour written approval of Local 21-R. MOVED BY TRIMM, SECOND SHANE,
Increment COUNCIL CONCUR IN THE RECOMMENDATION OF COMMITTEE OF THE WHOLE.
Vacations CARRIED.
Capital The Committee of the Whole report recommended the following list
Improvement of priorities for the Capital Improvement Plan:
Plan 1 . Relocate City Shops
2. Gene Coulon Memorial Beach Park Development
3. Southeast Fire Station #13 Development
4. Fire Training Facility
5. Renovation of City Hall
6. Cedar River Trail Acquisition
7. Wetlands Acquisition
8. Acquisition of Neighborhood Park Property
9. Cedar River Park Community Center Development
10. Beautification Project - Landscaping City Entry Points.
The Committee further requested development of pedestrian walk-
ways be added to the Six-Year Plan. MOVED BY STREDICKE, SECOND
TRIMM, CONCUR IN RECOMMENDATION. CARRIED,
Policy Matters The Committee reviewed policy questions contained in Mayor
Shinpoch's letter of June 27, 1980 and recommended the following:
Low Income 1 . WHAT IS THE COUNCIL POLICY REGARDING CITY INVOLVEMENT IN "LOW
Housing AND MODERATE INCOME HOUSING?" Council recommended a meeting be
arranged with the Housing Authority to coordinate policy decisions.
Shop Site 2. WHAT IS THE COUNCIL' S PREFERENCE FOR USE OF PRESENT SHOP SITE
Property PROPERTY? The Council agrees with suggestion of Councilman
Stredicke's memo of 6/30/80 to designate a portion of the site
Land Acquisition additional parking for the Senior Center while reserving the
remaining property for development or disposal at a later time.
City Wetlands 3. DO WE EMBARK ON A LAND ACQUISITION PROGRAM EVEN THOUGH FUNDS
ARE NOT IMMEDIATELY AVAILABLE FOR DEVELOPMENT? Given the scarcity
of suitable property and escalating land costs , the Council recom-
mended that the staff present any acquisition proposal whenever
appropriate. Council requests the Administration prepare a map
showing all City-owned property. 4. SHOULD RESPONSIBILITY FOR
CITY-OWNED WETLANDS BE TURNED OVER TO THE PARKS DEPARTMENT?
Council recommended that the Director of Parks and Recreation
be given responsibility for maintaining City-owned wetlands in
their current state, not precluding Council from utilizing this
property for an alternate purpose at later date. MOVED BY STREDICKE,
SECOND CLYMER, CONCUR IN THE RECOMMENDATION. CARRIED.
Utilities Utilities Committee report was presented by Chairman Shane recom-
Committee mending concurrence with the Public Works Department and that
7/2/80 Bid Open Council accept the low bid of Mini-Dozer-Work and award the con-
Burnett South tract for the Burnett South Corridor Improvements in the amount
Corridor Project of $75,935.78. MOVED BY STREDICKE, SECOND HUGHES, CONCUR IN THE
Award RECOMMENDATION. CARRIED.
Transportation Transportation (Aviation) Committee report was submitted by
(Aviation) Chairman Stredicke that explained Fancher Flyways has a lease
Committee for the Eastside Air Park for a period of 30 years with option to
renew for additional 10 years, granted on premise that new hangars
Fancher Flyways would be build and long lease necessary for financing. The report
Airport further stated that Boeing Company determined that buildings
Leases in that area would affect the integrity of Compass Rose and pro-
posed to lease an alternate area on the west side of Apron "C"
which the Airport would be able to lease to Fancher Flyways on
a long-term lease in order to obtain financing to build hangars
on the west side of the Airport. The report stated Fancher will
retain the area on the east side with the stipulation that no
building be erected but will be paved, landscaped and used for
tie-downs only. The Committee recommended Council give the Airport
Director authority to draw up new leases and extend April "C"
lease to 30 years with option for t0-year renewal ; authorize Mayor
and City Clerk to execute leases. MOVED BY STREDICKE, SECOND
HUGHES, CONCUR IN RECOMMENDATION. CARRIED.

RESOLUTION NO . 2345
WHEREAS the City of Renton has heretofore adopted a "Six-
Year Transportation Improvement Program" , pursuant to Chapter 7 ,
Extraordinary Session Laws of the State of Washington, and. Chapter
195 of the 1961 Session .Laws of the State of Washington, and as
same has heretofore been amended from time to time, and such plan
and program having heretofore been duly amended and modified from
• time to time as authorized by law, and
WHEREAS the City Council , after recommendation of its
Public Works Department , caused to be held a public hearing thereon
on June 16, 1980, and after notice to the public as provided by law,
for the purpose of consideration adoption, modification and amend-
ments of said plan and program, and
WHEREAS at such public hearing held on June 16 , 1980 , due
consideration was given to the proposed changes and amendments for
the purpose of updating such plan and program, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO --
RESOLVE AS FOLLOWS :
SECTION I : The City' s "Six-Year Transportation Improvement
Program" and the City' s "Arterial Street Plan" are hereby further
amended and modified, all as more particularly shown on the attached
Exhibit "A" , same being incorporated herein as - if fully set forth.
SECTION II : The aforestated plan and program, as evidenced
by said Exhibit shall be and constitute the City' s "Six-Year
Transportation Improvement Program" and the City' s "Arterial Street
Plan" and same to remain in full force and effect until further
revised, amended and modified as provided by law.
SECTION III : The Director of Public Works and the City
Clerk are hereby authorized and directed to file this Resolution
together with the Exhibit with the Director of Highways for the
State of Washington, and as otherwise provided by law.

1981-1986 distributed and listed priorities for the Major (Principal )
Arterials, Secondary (Minor) Arterials, Collector Arterials,
Spot Improvements, Local Access Streets and separate priority
requests for State Highway Projects for recommendation to the
State. Public Works Director Gonnason explained the City
priorities and the Urban Arterial Board priorities; Traffic
Engineering representative Paul Lumbert used wall maps to assist
the presentation and program update. Gonnason explained tax
funds of $500,000 per year/$3,000,000 over six year period for
Arterial Street Construction Program; noting remaining $2,000,000
Forward Thrust Funds used as matching funds for various projects.

ment projects that will be completed this year:
The basic downtown area, Burnett Linear Park area,
will have an overlay.
North 1st Street to the City Shop entrance. Curbs,
, gutters, storm drainage.
Maplewood Addition. Slurry seal .
Intersection improvement. Puget Drive and Benson.
This will be under contract soon.
Intersection improvement. Union Ave. N.E. and N.E. 4th St.
This will be put out for bid as soon as the rights-of-way
are secured.
S.W. 43rd St. from East Valley Road to West Valley Road.
This will be under contract in the fall of 1980.
S.W. Grady Way Bridge from Interurban Ave. to Longacres
Drive S.W. This will be under contract in the fall of
1980.

I'm speaking on the Wells Avenue Bridge. This particular project should be either
eliminated or put lower-down on the priority list so that it won't compete with other importar
items which the City really needs. How it got to be number 1 on the priority list is amazing-
and almost laughable to sane of us. There are so many roadway needs in Renton by way of
repairs, upkeep and safety measures that to consider a very large Wells Avenue Bridge as
number 1 is really ridiculous. The need for a wide bridge has never been shown, will never
be truly validated, and the public on the street will never accept the present configurations.
I doubt if the Public Works Department has ever received as much very determined opposition
to an excessive project before. The Shoreline records, for instance, in the Planning Depart-
ment reflect about as overwhelming display of opposition to a project as one will see here,
and we didn't even try to search out wise support for our side.
Six-year programs should reflect more reasonabi?possibilities of funding. My betting
money says funding is a long ways away. And anyway, we don't need a 50- or 54-foot bridge
for bicycles, foot traffic and the relatively low number of cars now using the street.
You should pay careful attention to the fact that, when applying for federal or other
assistance, the priority can be important. Given the present federal funding difficulties,
you should be aware that this bridge should not be classified as high priority now. And
given the fact that parklands are involved, federal funding will be even more difficult to
obtain, because of federal regulations and guidelines in condemning parklands_ or portions of
parklands.
The Federal Highway Administration and other federal sources have informed our attorneys
at Roger Leeds' office that a full-blown environmental impact statement must be made, and
our attorneys asked me to remind the Council that environmental impact statements can't be
completed overnight. Added to that, of course, because of the park problem, Section 4(f)
of the Department of Transportation Act and Section 138 of the Highway Act make it impossible
for the Wells Avenue Bridge to be built in the near future, or maybe at all within the giant-
size configurations the Public Works Department somehow came up with.
I would, therefore, ask that your priorities be changed to reflect the needs and
wishes of the people of Renton. There are more demanding needs than a grandios bridge going
into primarily a single-family neighborhood. And we can't figure out what designs the
Public Works Department has on our street--we know there has to be an agenda that hasn't sur-
faced to our attention when trying to impose such a large bridge on our neighborhood and when
trying to violate the wishes of the residents. And the street doesn't even go straight througr
The bridge costs are now $1,400,000.00 which is too much money, of course, for a neighbor-
hood bridge, with $280,000.00 of that coming out of our local Forward Thrust funds. All of
this million-plus is, of course, taxpayers' money. The Forward Thrust funds are probably
once-in-a-lifetime monies assessed to the local taxpayers and shouldn't be wasted; they should
be used carefully for really needy projects; we won't always have this source of funding.
In addition, I would question the propriety--and perhaps the legality of using Forward
Thrust monies for an environmental impact statement, if that is where the money is coming
from to make the EIS. King County Forward Thrust Resolution No. 34569 states in its purpose
that the funds were provided "to pay part of the cost of acquisition and development" of
projects. I doubt if EIS costs should be included and paid for out of FT funds.
Again, I respectfully ask that the bridge be given a different priority or no priority
at all, You have the right and duty to represent the citizens and change the department's

AUDIENCE COMMENT Pat Spangler, 210Q Aberdeen Place SE, requested to be a party
of record for Agenda item 6. i . Rezone 028-80, Renton Elks Club,
and requested notification of all action on behalf of the Rolling
Hills Community Club. City Attorney Warren explained the ordinance
process and extended her an invitation to the Ways and Means Com-
mittee meeting. Clerk directed to send materials, Examiner's report.
CONSENT AGENDA The following items are adopted by one motion which follows the
business matters included therein:
1979 Uniform Letter from James Matthew, Fire Marshal , requested adoption of
Fire Code the 1979 Uniform Fire Code and submitted supportive proposed City
ordinances. Refer to the Public Safety Committee.
Fireworks Letter from Fire Marshal Matthew submitted listing of the 1980
Stands Fireworks Stands (8 applicants) and requested approval for the
July 4th season. Council concur.
Fund Transfer Letter from Personnel Director Sharon Green requested transfer
of $3,438.05 from Cumulative Reserve 3278 to Expenditure Fund .#608
for payment of unemployment benefits owed for the first quarter
of 1980. Refer to Ways and Means Committee.
Six-Year Letter from Public Works Department, Traffic Engineering Division
Transportation requested public hearing be set 6/16/80 for review and adoption
Improvement of the Six-Year Transportation Improvement Program (1981 - 1986)
Program Refer to Ways and Means Committee for resolution. MOVED BY
STREDICKE, SECOND SHANE, INCLUDE REFERRAL TO THE TRANSPORTATION
COMMITTEE. CARRIED.
Fire Station Letter from Public Works Department, General Services Division,
#12 Roof requested emergency fund transfer in the amount of $16,543. 15
to remove the old roof on Fire Station No. 12 and re-roof.
Refer to Ways and Means Committee.
Claim for Claim for Damages was filed by Christine Haugen for mislocated
Damages sewer stub in the Heather Downs LID. Refer to City Attorney and
Insurance Carrier.
Claim for Claim for Damages was filed by Washington Natural Gas Co.,
Damages $41 . 16 claiming gas line was dug up 3/10/80 by City. Refer to
City Attorney and Insurance Carrier.
Street Vacation Letter from City Clerk Mead reported receipt of petition for
NW 7th St. vacation of a portion of NW 7th St. located west of Rainier Ave.N.
VAC-3-80 , Refer to Board of Public Works, Transportation Committee and to
the Ways and Means Committee re feasibility, appraisal and
retention of easements; also for resolution setting public hearing
7/14/80. Concur.
Renton Elks Club Land Use Hearing Examiner, Fred Kaufman, recommended approval of
Rezone 028-80 Rezone 028-80 from GS-1 to B-1 with restrictive covenants for the
Renton Elks Club. Property is located west of the existing
Elks `Club and east of Benson Road S. Refer to Ways and Means
Committee for ordinance.
Preliminary Plat Land Use Hearing Examiner Kaufman recommended approval with con-
Kohl-Christianson ditions regarding Preliminary Plat 008-80, E-033-80 for Kohl
Addition Excavating, Inc. , property located between 80th Ave. S and SW
3rd P1 , north of SW Sunset Blvd. and contains six lots. Council
concur.
Preliminary Plat Land Use Hearing Examiner Kaufman recommended approval with
Hilltop conditions regarding Preliminary Plat 023-80, E-031-80, Schneider
Construction Co. (Hilltop) . The plat contains 21 lots and is
located south of'NE 6th St. and east of Monroe Ave. NE. Council
concur.
Consent Agenda MOVED BY TRIMM, SECOND SHANE, COUNCIL ADOPT THE CONSENT AGENDA.

OLD BUSINESS Councilman Shane inquired regarding the Wes Williams retention
Retention of of farm animals matter and was advised by the City Attorney
Farm Animals that it is not appropriate for Council to discuss a matter that
is pending in Municipal court and further that one Council cannot
bind another except by ordinance or signed contract.
Wells Ave. Councilman Shane inquired regarding the Wells Ave. bridge and
Bridge was advised by Public Works Director Gonnason that determination
was made for environmental assessment, however Federal Highway
Commission may require a full environmental impact statement and
in that event, additional funds will be required.
Improvements for Councilman Shane inquired regarding petition on Garden Ave.
Garden Ave. N. improvements and was advised by Public Works Director that Council
terminated the LID because more than 60% protest received on the
project.. Gonnason noted that he had advised PacCar of off-site
improvement requirement with building permit request and their
obligation for improvements in front of the trunk center which
had been previously deferred.
City Shops Councilman Reed inquired regarding negotiations with King County
for proposed shop site. Gonnason noted authorization had been
requested from City Council and referred to the Community Services
Committee. Reed submitted Council Minutes of 8/6/79 and 4/14/80
and explained 9/17/79 Council approval of negotiations. MOVED BY
STREDICKE, SECOND ROCKHILL, ADMINISTRATION PROCEED WITH NEGOTI-
ATION PROCESS TO OBTAIN CITY SHOP SITE, 13.5 ACRES EAST OF THE
PRESENT COUNTY SHOP SITE NEAR COUNTY TRANSFER STATION IN RENTON
HIGHLANDS AREA. Gonnason explained 3.5 acres of area is hillside,.
possibly unuseable, but it will be included in the appraisal .
MOTION CARRIED. MOVED BY STREDICKE, SECOND REED, THE ADMINISTRATION
MAKE RECOMMENDATIONS TO THE COMMUNITY SERVICES COMMITTEE AS TO
NECESSITY/SELECTION OF ARCHITECTS FOR THE CITY SHOPS PROJECT.
Following discussion wherein Council members called for a sturdy
appropriate structure and not a monument, MOTION CARRIED.
MOVED BY REED, SECOND SHANE, COUNCIL AUTHORIZE THE ADMINISTRATION
TO INVESTIGATE PLACEMENT OF TEMPORARY STRUCTURE ON SHOP SITE WHEN
PROPERTY SECURED. CARRIED.
Councilman Shane left the Council meeting and was excused
by Mayor Shinpoch.
King County Moved by Stredicke, Second Reed, City of Renton notify County of
District Court King of termination of rental space for the Justice Courts in City
Hall . Mayor Shinpoch advised the Court had requested some form
of notification to be better able to seek other space. SUBSTITUTE
MOTION BY ROCKHILL, SECOND STREDICKE, CITY OF RENTON NOTIFY KING
COUNTY OF OUR INTENT NOT TO RENEGOTIATE LEASE AND URGE THEM TO
SECURE SUITABLE SPACE WITHIN THE CITY. CARRIED.
Robertson Transportation Committee Chairman Stredicke noted Robertson
Aircraft Aircraft, sub-tenant of Boeing on airport leased property, will be
leaving the airport at the request of Boeing who will be removing
or remodeling to enlarge the structure on the field. Robertson
plans to relocate at Everett. Committee is investigating effect
of rebuilding on Compass Rose and will be reporting
Planning and Planning and Development Committee Chairman Rockhill submitted
Development committee report re referral of 4/28/80 for completion of plats
Committee in phases (Eden Estates) . The committee determined the present
Plat Development code adequately covered the situation and recommended no Council
action on this item. MOVED BY ROCKHILL, SECOND REED, CONCUR IN
COMMITTEE RECOMMENDATION. CARRIED.
Burnett Street The committee reported L-1 light industry zoning on some property
Linear Park adjoining the Burnett Linear Park and recommended the matter be
referred to the Planning Department for recommendation regarding
appropriate zoning in order to prevent any future problems. MOVED
BY ROCKHILL, SECOND CLYMER, CONCUR IN COMMITTEE RECOMMENDATION.
MOVED BY STREDICKE. SECOND ROCKHILL, AMEND COMMITTEE RECOMMENDA-
TION TO CHANGE THE WORD "new" TO "appropriate" zoning. CARRIED.
