PERMITS/REVIEW REQUESTED: Conditional Use Administrative
PROJECT DESCRIPTION: The applicant is requesting an Administrative Conditional Use Permit in
order to operate an "Express Transportation Service" in a multi-tenant shopping office/retail complex at 879 Rainier
Ave N (APN 1180002940). The new use would utilize a 800 sq. ft. suite within one of the three buildings on site (Suite
A200). The tenant received a violation for operating without a business license on April 17, 2019 (CODE19-000214). The
site is approximately 91,780 square feet in area and is located within the CA zoning classification and Urban Design
District D. According to the applicant, the express transportation service is used to transported pilots and flight
attendants in company owned vehicles from SeaTac Airport to their hotels in the Seattle area. All vehicles are housed
on-site and includes seven small and large passenger vehicles. According to the applicant, drivers for the company
drive their personal vehicles to the site and leave them their while they shuttle passengers. The company employs
three full time office employees and operates 24 hours a day, 7 days a week. Access to the site is proposed to remain

I prefer to receive project information and documents in hard copy via US mail
via the existing driveways off of Rainier Ave N. COR maps indicates the site is located in a high seismic hazard area and
has protected slopes (40-90%), sensitive slopes (15-40%), and a high landslide hazard present. No trees or vegetation
are proposed to be removed and no changes to the building or site are proposed. The applicant submitted a Traffic
Memo with the application.
