HomeMy WebLinkAbout4-PN_Project_Narrative_VEK_on_Aberdeen_191106_v1Project Narrative The proposed multifamily development named, “VEK on Aberdeen”, is situated on 1.24 acres (54,057 SF) is located at 957 Aberdeen AVE NE, Renton, WA 98056. The parcel on which the project is proposed is identified by tax parcel number 311990-0066, and is legally described as: THE NORTH 37.5 FEET IN WIDTH OF LOT 11 AND THE SOUTH 50 FEET IN WIDTH OF LOT 12, ALL IN HARRIES GARDEN HOME TRACTS, ACCORDING TO PLAT THEREOF RECORDED IN VOLUME 24 OF PLATS, PAGE 38, RECORDS OF KING COUNTY. SITUATE IN THE COUNTY OF KING STATE OF WASHINGTON. The parcel is currently zoned, Residential Multi-Family (RM-F) as are the adjacent properties to the north and south. The properties located across Aberdeen Ave NE from the site to the east are also zoned RM-F. A single-family dwelling currently exists on the site with an associated gravel driveway and parking area. A number of accessory and decrepit sheds and a barn are also located on the property. The existing dwelling is currently connected utilities, including water, sewer, and electricity. All existing structures and driveway/parking areas will be removed with this proposal. The western portion of the property is located within the high erosion hazard area per King County iMap and contains City of Renton defined sensitive and/or protected slopes. Johns Creek and its associated wetland is also located in the westernmost portion of the subject parcel. An unnatural drainage way is also located in the western portion of the parcel. Per Beaver Creek Environmental’s report this is a non-regulated unnatural drainageway with no associated buffer. Soils at the project site are classified as Ragnar-Indianola association, which is described as sloping (RdC) and Ragnar-Indianola association, which is described as well drained, moderately steep (RdE). Ragnar-Indiola association covers approximately 59% and Ragnar-Indiola association covers 40% of the project site. The soils include loose to medium dense silty sand with varying amounts of gravel, becoming dense at depths of 3 to 6-feet, over very stiff silt per the Geotechnical Engineering Report prepared by The Riley Group, INC dated November 27, 2018. The applicant is requesting a land use permit to construct 12 townhome units with private garages, and residential amenities on the eastern portion of the subject 1.24-acre parent property. All construction and improvements will take place outside of the high erosion hazard area, steep slope and stream buffers. The proposed townhome units will be 2 to 4 bedrooms and will range in size from approximately 2,000 Sf to 3,000 SF. The parent lot will also be subdivided into 12 unit-lots through a preliminary plat process. The project is estimated at a value of 1.8 million dollars. Access is proposed from a unit lot driveway north of the proposed buildings. The buildings proposed will be no greater than 42’ and 4 stories in height, and this extra height is allowed through the proposal’s provision of additional amenities. Lot coverage will be up to 70% per code. The sidewalk along Aberdeen Ave NE will be extended for the length of the property’s frontage. The City has determined and will support an alternate standard to match the established standard street section for Aberdeen Ave NE. ROW improvements will include a pavement width of 36-feet, 5-foot sidewalks, and a 0.5 foot-curb. No ROW dedication is required for this alternate street section, pending final survey. Approximately 261 cubic yards will be cut during construction and 983 cubic yards required for fill. In all, 722 net cubic yards of fill will be required for the construction of the project. 34 trees will be removed. Please see the arborist report included with the proposal submission for details on trees to be removed. No land is proposed to be dedicated to the city at this time. 12 unit lots are proposed at this time on a parcel that is approximately 1.24 acres in size. The proposal includes a density of approximately 20 dwelling units per net acre.
