2. BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY
OCCURS, A PRE -CONSTRUCTION MEETING MUST BE HELD
WITH THE CITY OF RENTON, PUBLIC WORKS DESIGN

3. THE BOUNDARIES OF THE CLEARING LIMITS AND AREAS OF

CLEARING LIMITS SHALL BE MAINTAINED BY THE
APPLICANT/ESC SUPERVISOR FOR THE DURATION OF
CONSTRUCTION.
4. STABILIZED CONSTRUCTION ENTRANCES SHALL BE
INSTALLED AT THE BEGINNING OF CONSTRUCTION AND
MAINTAINED FOR THE DURATION OF THE PROJECT.
ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL
WASH SYSTEMS OR WASH PADS, MAY BE REQUIRED TO
ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND
TRACK OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR
THE DURATION OF THE PROJECT.
5. ALL REQUIRED SEDIMENTATION/EROSION CONTROL
FACILITIES MUST BE CONSTRUCTED AND IN OPERATION
PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO
PREVENT TRANSPORTATION OF SEDIMENT TO SURFACE
WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES.
ALL EROSION AND SEDIMENT FACILITIES SHALL BE
MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH
TIME THAT CLEARING AND/OR CONSTRUCTION IS

2. DESIGN AND INSTALLATION SPECIFICATIONS
2.1. HOG FUEL (WOOD BASED MULCH) MAY BE SUBSTITUTED FOR OR COMBINED WITH QUARRY SPALLS IN ARES THAT WILL BOT BE USED
FOR PERMANENT ROADS. HOG FUEL IS NOT RECOMMENDED FOR ENTRANCE STABILIZATION IN URBAN AREAS. THE INSPECTOR MAY
AT ANY TIME REQUIRE THE USE OF QUARRY SPALLS IF THE HOG FUEL IS NOT PREVENTING SEDIMENT FROM BEING TRACKED ONTO
PAVEMENT OR IF THE HOG FUEL IS BEING CARRIED ONTO PAVEMENT.
2.2. FENCING SHALL BE INSTALLED AS NECESSARY TO RESTRICT TRAFFIC TO THE CONSTRUCTION ENTRANCE.
2.3. WHENEVER POSSIBLE, THE ENTRANCE SHALL BE CONSTRUCTED ON A FIRM, COMPACTED SUBGRADE. THIS CAN SUBSTANTIALLY
INCREASE THE EFFECTIVENESS OF THE PAD AND REDUCE THE NEED FOR MAINTENANCE.
3. MAINTENANCE STANDARDS
3.1. QUARRY SPALLS SHALL BE ADDED IF THE PAD IS NO LONGER IN ACCORDANCE WITH THE SPECIFICATIONS.
3.2. IF THE ENTRANCE IS NOT PREVENTING SEDIMENT BEING TRACKED ONTO PAVEMENT, THEN ALTERNATIVE MEASURES TO KEEP THE
STREETS FREE OF SEDIMENT SHALL BE USED. THIS MAY INCLUDE STREET SWEEPING, AN INCREASE IN THE DIMENSIONS OF THE
ENTRANCE, OR THE INSTALLATION OF THE WHEEL WASH. IF WASHING IS USED, IT SHALL BE DONE ON AN AREA COVERED WITH
CRUSHED ROCK, AND WASHED WATER SHALL DRAIN TO A SEDIMENT TRAP OR POND.
3.3. ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT SHALL BE REMOVED IMMEDIATELY BY SWEEPING. THE SEDIMENT COLLECTED BY
SWEEPING SHALL BE REMOVED OR STABILIZED ON SITE. THE PAVEMENT SHALL NOT BE CLEANED BY WASHING DOWN THE STREET,
EXCEPT WHEN SWEEPING IS INEFFECTIVE AND THERE IS A THREAT TO PUBLIC SAFETY. IF IT NECESSARY TO WASH THE STREETS, A
SMALL SUMP MUST BE CONDUCTED. THE SEDIMENT WOULD THEN BE WASHED INTO THE SUMP WHERE IT CAN BE CONTROLLED AND
DISCHARGED APPROPRIATELY.
3.4. ANY QUARRY SPALLS THAT ARE LOOSENED FROM THE PAD AND END UP ON THE ROADWAY SHALL BE REMOVED IMMEDIATELY.
3.5. IF VEHICLES ARE ENTERING OR EXITING THE SITES AT POINTS OTHER THAN THE CONSTRUCTION ENTRANCE(S), FENCING SHALL BE
INSTALLED TO CONTROL TRAFFIC.

11. ANY AREA NEEDING ESC MEASURES, NOT REQUIRING

SEVEN (7) DAYS DURING NON WET SEASON.
12. THE ESC FACILITIES ON INACTIVE SITES SHALL BE
INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH
OR WITHIN 24 HOURS FOLLOWING A STORM EVENT.
13. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT

1. MULCH MATERIALS USED SHALL BE HAY OR STRAW, AND SHALL BE
APPLIED AT THE RATE OF 2 TONS/ACRE.
2. MULCHES SHALL BE APPLIED IN ALL AREAS WITH EXPOSED
SLOPES GREATER THAN 2:1.
3. MULCHING SHALL BE USED IMMEDIATELY AFTER SEEDING OR IN
AREAS WHICH CANNOT BE SEEDED BECAUSE OF THE SEASON.

SOIL NOTES:
A. THE SOIL MOISTURE HANDLING CAPACITY OF ALL NEW PERVIOUS
SURFACING THAT, AT PROJECT COMPLETION, WILL NOT BE
COVERED BY IMPERVIOUS SURFACING OR INCORPORATED INTO A
DRAINAGE FACILITY MUST BE PROTECTED. THE DUFF LAYER AND
NATIVE TOPSOIL SHALL BE RETAINED IN AN UNDISTURBED STATE TO
THE MAXIMUM EXTENT FEASIBLE.
B. ANY DUFF LAYER OR TOPSOIL REMOVED DURING GRADING SHALL
BE STOCKPILED ONSITE IN A DESIGNATED, CONTROLLED AREA NOT
ADJACENT TO PUBLIC RESOURCES AND CRITICAL AREAS. THE
MATERIAL SHALL BE REAPPLIED TO OTHER PORTIONS OF THE SITE
WHERE FEASIBLE.
C. THE SOIL IN ANY AREA THAT HAS BEEN COMPACTED OR THAT HAS
HAD SOME OR ALL OF THE DUFF LAYER OR UNDERLYING TOPSOIL
REMOVED SHALL BE AMENDED TO MITIGATE FOR LOSS OF
MOISTURE HOLDING CAPACITY. THE AMENDMENT SHALL TAKE
PLACE BETWEEN MAY 1 AND OCTOBER 1. REPLACED TOPSOIL SHALL
BE A MINIMUM OF 8 INCHES THICK. REPLACED TOPSOIL SHALL HAVE
AN ORGANIC MATTER CONTENT BETWEEN 8 AND 13 PERCENT DRY
WEIGHT AND A PH SUITABLE FOR THE PROPOSED LANDSCAPE
