HomeMy WebLinkAboutNotice of Revised Record of DecisionDEPARTMENTOFCOMMUNITYANDECONOMICDEVELOPMENTNoticeofRevisedRecordofDecisionSunsetAreaCommunityEISTheCityofRenton,actingunderitsauthorityasResponsibleEntity(RE)forconductingenvironmentalreviewfortheUSDepartmentofHousingandUrbanDevelopment(HUD),herebyprovidesnoticeofitsRevisedRecordofDecision(ROD)fortheSunsetAreaCommunityPlannedActionEnvironmentalImpactStatement(ElS).Locations:TheSunsetTerracepropertyisgenerallylocatedattheintersectionofSunsetBoulevardandHarringtonAvenue.AnEnvironmentalImpactStatement(ElS)plannedactionstudyareawasdefinedandboundedapproximatelybyNE21stStreetonthenorth,MonroeAvenueNEontheeast,NE7thStreetonthesouth,andEdmondsAvenueNE.WithintheElSstudyarea,amasterplanredevelopmentofSunsetTerracewasevaluated,aswellasreplacementhousingsites,andprivatedevelopmentintheneighborhood.Description:ConceptualplansproposeredevelopmentofSunsetTerraceandadjacentpropertieswithmixed-income,mixed-useresidentialandcommercialspaceandpublicamenities.TheSunsetTerracepropertyandassociatedpropertiesownedorpurchasedbyRHAorbyotherpublicorprivatedevelopers(e.g.ColpittsDevelopmentCompany,LLC)wouldbedevelopedwithupto722totalunitsontheSunsetTerracepropertyincludingnearbylandswap/housingreplacementsites.Theredevelopmentwouldincludea1-to-iunitreplacementforall100publichousingunitseitheron-siteatSunsetTerraceoroff-siteatlocationswithintheEISstudyarea.TheprojecthasrelocatedallexistingresidentspursuanttoarelocationplanaspartofthedemolitionanddispositionpermitsgrantedbytheUSDepartmentofHousingandUrbanDevelopment.Publicamenitieswouldbeintegratedwiththedevelopmentandcouldincludeacommunitygatheringspace;civicfacilities;anewpark/openspace;retailshoppingandcommercialspace;andgreeninfrastructure.AnEIS,publishedin2011underNationalEnvironmentalPolicyAct(NEPA)andtheStateEnvironmentalPolicyAct(SEPA),addressestheprimaryproposaloftheSunsetTerracearearedevelopmentandevaluatesneighborhoodredevelopmentandsupportingservicesandinfrastructureimprovements.Conceptualmasterplanswereupdatedin2014and2016andreevaluationsunderNEPAandSEPAwereconductedandrevisedRecordsofDecisionnoticed.In2019,RHAhasproposedaredistributionofMasterPlandwellingunitswithintheMasterPlanarea.Apropertymayberemovedfromthemasterplanbutwouldstilldevelopwithallowedusesintheneighborhood.Theproposedchangeswouldredistributedwellingunits,buttherewouldbenonetincreaseinthetotalnumberofhousingunitsintheMasterPlanareaorintheSunsetAreaneighborhood.TheCitymayamenditsPlannedActionOrdinanceapplicabletotheSunsetAreapursuanttoSEPA.AReevaluation,consistentwithapplicableNationalEnvironmentalPolicyAct(NEPA)regulations,combinedwithaSEPAAddendum,waspreparedtoevaluatethechangesintheconceptualmasterplan.TheReevaluation/AddendumconcludedthattherewouldnonewordifferentimpactsandthattheconclusionsoftheEISarestillvalid.TheRODdocumentstheCity’sconsiderationandconclusionswithrespecttoenvironmentalimpactsandmitigationmeasuresforvariouselementsoftheenvironment,asrequiredbyNEPA.TheRODdoesnotconstituteapprovalofdevelopmentoftheproposal.TheRODisalsoconsideredpartoftheEnvironmentalReviewRecord.CopiesoftherevisedRODareavailableontheDigitalRecordsLibraryattheCity’swebsite:http://rentonwa.gov.
