At the client's request, ESNW rep was onsite to observe footing excavations, vault backfill, test pH of stormwater
and earthwork activities.
Footing Excavations
While onsite, rep observed contractor forming boards for the footings. Rep observed south slopes of the
excavation to be near vertical. Rep observed that the east slopes of the excavation were near a 0.75:1 (H:V) slope.
Although over -steepened, slopes are stable in current configuration and stable to work within. The contractor is
responsible for providing all safety measures in accordance with state and federal regulation. Rep observed that
contractor had sloped the southeast corner of the footing excavation to a 1:1 (H:V).
Rep observed that contractor had placed plastic sheeting over the exposed slopes for the footing excavation, the
exposed slopes between the lock and load wall and the rockery as recommended
Vault Backfill
Rep observed contractor use a medium sized excavator to excavate the water line that has been redesigned to
be placed adjacent from the south perimeter of the stormwater vault.
Rep observed contractor install a 6" perforated drain pipe at the toe of the footings embedded in a 12" lift of 1 "-2"
wash rock. Outside of the wash rock, rep observed that contractor had placed a woven geotextile Contractor
expressed plans to continue working on installing the drain pipe for the stormwater vault footing tomorrow,
December 17, 2019. Rep observed contractor place brown silty sand with gravel material in loose 12"-18" lifts and
compacting with a hoe pack. Rep took compaction tests on backfill and observed material to be adequate of at
least 95% of its maximum dry density (130.7 lbs./cu. ft.).
Test pH of Stormwater
Rep took pH tests to determine the acidity of stormwater. Rep took pH tests at the east end of the quarry spall
entrance and observed a pH level of 6.5/7 pH. At the west of the quarry spall entrance stormwater (temporary)
collection pit and observed a pH level of 9 pH. On the street, rep took a pH test and observed stormwater to be a
6.5/7 pH. Rep observed that pH level was contained onsite and that stormwater pH level in street was in
compliance of required pH level at 6.5/7 pH.
Earthwork Activities
Rep observed contractor use a large excavator and several haul trucks to export material offsite. Rep met with
Accrete and Rino representatives to discuss work moving forward onsite.
ESNW rep will return to observe earthwork activities when requested by client.

Site CTB
Rep observed contractor grading throughout the site with cement, Ren observed contractor placing a
cement treated base (CTB). Rep observed contractor mix 3% of cement into the native material. Rep
observed contractor mix material with a 5rader and compact with a large single drum roller.

At the client's request, ESNW rep was onsite to observe footing excavations, test pH of stormwater and earthwork

While onsite, rep observed contractor pouring concrete into the footing forms. Rep observed that contractor had
cut and excavated the south building footings. Rep recommended that contractor add a crushed rock material to
berm the footings below the load and load wall. Rep observed contractor use a large loader and a medium sized
excavator to place 5/8" minus crushed recycled concrete as a temporary berm at the toe of the lock and load wall
within the south footing excavations.

quadrant of the site and observed a 9.5 pH Rep observed that pH level was contained onsite and that stormwater
pH level in street was in compliance of required pH level at 6.5/7 pH.
Rep observed contractor working on erosion control due to 1.44" of rainfall.
Earthwork Activities
Rep met with ESNW managef Tyler, to discuss the current conditions of the rockery, lock and load wall, and the
erosion control throughout the site. ESNW recommended that contractor keep stormwater onsite and prevent it
from pooling near the outer perimeters of the site. ESNW recommends that contractor place quarry spalls at the
top tier of the rockery (located at the mid -east of the site) to stabilize the soils and allow for continuous stormwater
flow.
