Why EE should be denied or remanded to Renton Staff for further review.
Renton City Staff and other Cities do not appear to have the technical expertise or
capacity to properly review a permit for a transmission Line. The Governor of
Washington State and Legislature have designated the Energy Facilities Site valuation
Council ( EFSEC) for Transmission Line Permit review.( ref WAC Chapter 80.50 and
title 463-1). PSE should be required as a condition of a Renton Permit to obtain EFSEC
approval. To properly serve Renton residents, this will help ensure that safety and other
environmental conditions are met.
The EIS commissioned by PSE also did not provide a thorough review of better
technology and other alternatives such as undergrounding to mitigate impacts including
aesthetic and view. More clutter does nothing to enhance Renton as an emerging
modern city.
Permitting EE without further justification will allow PSE to be unjustly enriched at the
the expense of Renton Residents. At this time there appears to be no benefit to Renton.
