The new information PSE provided shows massive decrease in 2 aspects of Renton’s review criteria “pipeline safety” and “economics” over existing power lines. Energize Eastside has a ~104 to 107 fold increase in likelihood of monopoles falling over due to earthquake liquefaction and rupturing the OPL pipeline over smaller existing wooden H-Frame structures. PSE introduced new information on monopole depths and distance from OPL at the Bellevue Administrative hearings under oath. Monopole foundations depths up to 46 ft deep and as shallow as 13ft. But here’s the kicker, only 13 feet away from the pipeline. And Energize Eastside has a ~104 to 107 increase in likelihood of OPL pipeline rupture from an earthquake of one or both of the 16” and 20” pipelines operating from 928psi to 1265psi than existing as built H- frames. The real killer is the new monopoles are far more top heavy and will have minimum +14X more leverage to the new foundations over the H-Frame foundations during an earthquake liquefaction or landslide. They also increase SCC on OPL. Why? 7 fold reduction in poles at more than twice the height. Bigger single point monopole foundations are far worse than smaller 2 point wooden H-frame foundations in their failure mechanisms on OPL. The other new information introduced by PSE in Renton’s EIS Consistency Analysis is “the replacement of approximately 144 existing wood and steel poles (H-frame design) with approximately 41 steel monopoles” per City of Renton EIS Consistency Analysis. Never stated in any EE EIS document. Here is what the Tokyo Gas Company, a utility 10x the size of PSE with far greater resources and knowledge said. To quote their 2011 presentation/paper of at the International Gas Union Conference “Pipeline operators were shocked at the first occurrence of AC corrosion in 1986 and subsequent AC corrosion failures of modern pipelines in Europe and North America despite satisfying the protection potential criterion.” “It has been definitely shown by the occurrence of AC corrosion on a catholically protected pipeline that AC corrosion cannot be prevented by CP [catholic protection, what “protects” OPL currently] in the presence of very high AC voltage of a pipeline.” PSE could use a DC line (Direct current) like Bonneville Power does to ship power from WA dams to Los Angles. This has zero AC inducted corrosion risk while PSE’s “solution” will remain unproven as detailed by the Toyko Gas Company published papers, as physics are physics and no amount of fraud from PSE will change that. Zero consideration of a DC line in the EIS. What does PSE’s AC inducted voltage expert David Kemp say? Notice PSE does not call him an AC inducted corrosion expert! His not even a AC inducted voltage expert PSE used a non qualified “expert” for any electromagnetic analysis with his only training being a BS in Mechanical Engineering. Even this so called PSE “expert” says “this typical approach that we use for our customers was not the route that PSE wished to pursue“1 Which is PSE’s phasing pipedream which will kill thousands. Here is CoB’s expert” Wolfgang Fieltsch used the exact same propaganda term of “holiday” and even had to explain it to Gary McLean, the City of Bellevue’s highly coaching Admin “judge”. (see XX above) Per Wolfgang Fieltsch’s own words “And some of the coatings are so good that there's very few holidays, if any. Holidays are basically holes in the coating” “these Olympic pipelines are older and therefore -- and have co-existed in the corridor with the power lines for probably more than 50 years. And because they [Olympic pipelines] are not well coated -- well, I shouldn't say not well coated, but it's an older coating, which isn't up to the same standards as the newer coating, the risk, the AC interference risk would be lower. 2 Admin Judge Gary McLean’s admonishment to Bellevue City Staff. PSE & City of Bellevue know they have created a highly fraudulent EE EIS which is why both PSE’s attorney and the City of Bellevue Assistant Attorney Matt McFarland warned the judge more than a dozen times that he can’t rule against them for a fraudulent EIS. Matt McFarland’s exact words “The Department [means the City of Bellevue’s legal office] has stated at multiple times during this hearing that the adequacy of the EIS is not an issue that is before the Hearing Examiner, because the City's Environmental Procedures Code does not provide for an administrative appeal of this specific issue.”3 It forces citizens to be organized & knowledgeable enough take their own city to court. Bellevue Admin Hearing rules do not even allow cross examination. The hearing examiners ears can be fill with fraud and misinformation for four days without cross examination. New information PSE presented at the City of Bellevue Administrative Hearing and in Renton’s Consistency Analysis work, both not in any of the EE EIS documents, give three independent reasons why Renton’s EIS Consistency Analysis is wrong. Why Energize Eastside cannot be built without a massive increase in pipeline rupture over existing lines and not meeting Renton’s Pipeline Safety, Economic and Aesthetics criteria. Earthquake/SCC PSE’s new information introduced Mar 2019 stated the actual steel monopoles foundations depths up to 3 times deeper over existing (13 to 46 feet deep per new information from PSE’s construction mgr Lowell Rogers under oath at Bellevue Admin Hearing see transcript4 ) Furthermore new info in Renton’s Consistency Analyses of a 7 fold reduction in number of poles and placement distance from OPL pipeline (also brand new information not in EE EIS) increases: 1. Earthquake risk in the 50ft to 100ft right-of-way by a massive amount ~104 to 107 increased risk in pipeline rupture over existing H-Frame structure. 2. From increased wind loads on taller and fewer monopoles and a +100x increase (+10,000?) in stress corrosion on pipelines from 13ft away. Zero mention of stress corrosion in ANY EE EIS document even though there have been three pipeline failures in 2003 from stress corrosion cracking (SCC) two in WA State alone (26” Williams Pipeline) These caused Senator John McCain to force the OPS to stop covering it up. PSE earthquake related info is another massive lie on top of PSE SCC lies. Odd that PSE’s construction manager Lowell Rogers says that powerlines are not designed for earthquakes as they are “Acts of God”. Let us see what City of Bellevue’s well-known-safe-construction-engineer says, none other than City of Bellevue Assistant Attorney Matt McFarland has to say. Here are his comments telling the public that ‘if you are to stupid too not know that you need to address Bellevue’s world renown safe utility construction codes in your EE EIS comments then you get what you deserve’. Lets quote Matt McFarland directly from the EE Admin Hearing in March April 2019, “On the other hand, Section 20.20.255F contains substantive design standards. Subsection 255F has not really been at issue during this hearing, and the Department's analysis regarding the subsection is memorialized in the Staff Report and also the pre- hearing brief. Given the lack of public comment regarding these design standard regulations, I'm not going to belabor any of the points already memorialized in the record regarding Subsection F pg265/332 35 vol 2 Maybe citizen would of learned that they needed to review Bellevue’s extensive safe contraction code for power lines directly over bulk gasoline pipelines if the City of Bellevue’s SEPA responsible official and EE EIS head and attorney herself, was not busy slapping cameras out of citizens hands at Energize Eastside public meetings. After all the 2009 City Council overruled the City Commercial building code inspector for failing the building that Expedia was months away from moving into for what? Not having fire rated air circulation ducts. Expedia was soon so impressed with Bellevue moved to Seattle. Commercial building code inspector resigned. But I am aware that the 2000 City of Bellevue Mayor Chuck Mosher was so impressed with the City of Bellevue’s safe construction knowledge at that he formed the “Citizens Advisory Committee on Pipeline Safety” with the Mayor of Bellingham and got Governor Gary Locke to commission it. Well his heart was in the right place even if this was a defacto toothless event. Amazing the ability of $$$ to nullify & erase critical knowledge. Mayor Chuck Mosher was so impressed with the City of Bellevue that he and his wife moved from Somerset (Bellevue) to East Yakima. Meat of Earthquake What does PSE construction manger Lowell Rogers say about Energize Eastside’s earthquake design criteria at the Bellevue Admin Hearing? Zero design criteria REQUIRED by law. Let us quote Mr Rogers PSE EE construction manager as he is a bit more honest on the subject “Acts of God are things that we really don't plan for in engineering design. We plan for things that are reasonable and prudent and expected. Acts of God that have been brought up such as an enormous seismic event, huge landslides, those are going to affect a regional area, and I'll talk about comparing the existing condition with the new-built condition and how an act of God would apply to both of those.” 6 Mr Rogers is saying the Eastside is going to burn down during an Earthquake even if EE was not built. Not true. While still deadly EE is orders of magnitude more dangerous. Now back to Mr Rogers. “So the seismic risk falls into two categories. One is dictated by the International Building Code, and that prescribes ground response factors, and that is incorporated in our design parameters. The other, during an enormous seismic event is as more in the nature of the act of God that I'm talking about referenced earlier. Ref same but pg218/439. The professional engineering fraud by PSE continues. Note1: PSE was caught lying about earthquake design criteria in the drafts EE EIS and had to correct in the final EIS. Here is the screen shot. PSE first said that the WUTC had earthquake standards. I believe PSE lied there and is lying again with its fix of the first lie. Fine a mere $1.2 million, the savings alone paid for the fine. Why does Renton believe it has changed it behavior has any penalty for doing so? One does not understand the level of propaganda/crime from coming from the for-profit Electric Utilities until one reads these. Back to PSE’s crimes in progress Note2:the court transcript sometimes miss identifies Rogers as Johnson. Also is EIS is mis-transcribed as ASA??. ASA= (Alternative Siting Analysis) Per PSE’s construction manager Lowell Rogers “To simply state, the loads induced on a structure from anticipated earthquake ground motions are not greater than other conditions such as wind and ice loads, and therefore do not control the design.” Same ref pg 219 of439 It is good to know PSE and Mr Rogers know what the “anticipated earthquake ground motions” are going to be. This very major fact that was never documented in any of the EE EIS documents. Both 1) One is dictated by the International Building Code, and that prescribes ground response factors and 2) anticipated earthquake ground motions What is PSE’s lead attorney, Erin Anderson, legal assessment of what is required? Here are her exact words Per Erin Anderson, PSE’s lead outside Attorney, Put simply, the code requires the applicant to submit the ASA and show its work.pg307/332 35 vol 2 ASA= (Alternative Siting Analysis) Why is it that PSE only has to show it homework in the Alternative Siting Analysis? Who says meeting the IBC, ASCE and ACI are the correct or even valid standard for a power line collocated with flammable pipelines? Who the hell is ACI? PSE never states. Let take a look at transmission lines without pipelines directly underneath how have they preformed to IBC, ASCE , ACI=who?, NESC and IEEE earthquake standards? What kind of performance are do we get out high voltage power transmission systems in earthquakes? Same as for ice loads design standard, very poor. Let us ignore the 1000s of transmission towers that have failed from ice loads in the last 2 decades and just focus on earthquake. Even more unacceptable IF built on top of pipelines that kill 1000s if ruptured. See this 2017 Applied Science paper that notes just a few of the failures of electrical transmission systems in the USA, Japan and China during earthquake as the result of no earthquake design codes for them.7 The exact same thing was said of buildings before earthquake requirements were added. 1992 Landers earthquake, about 100 transmission lines, and several transmission towers, failed in the city of Los Angeles 1994 Northridge earthquake, a number of transmission towers were destroyed, and the power system was greatly damaged 1995 Kobe earthquake, more than 20 transmission towers were damaged 2008 Wenchuan earthquake, more than 20 towers collapsed and a 220 kV transmission line in Mao County was destroyed 2010 Haiti earthquake caused damage to transmission towers. 2013 Lushan earthquake, more than 39 transmission lines were destroyed. PSE never states what the anticipated earthquake ground motions are in any of the EE EIS documents. 7 Vibration Control of a Power Transmission Tower, 5 May 2017, Journal of Applied Sciences PSE states that safety measures would be incorporated into the project design to ….. prevent poles from falling and damaging the buried pipelines. PSE never “shows it homework” on how PSE will prevent poles from falling and damaging the buried pipelines. The Coso landslide has proven these maps are out of date. This is why WA State is doing new LIDAR mappings. PSE can stamp them Sources: King County, 2015; Ecology, 2014 but the data is still known to be inaccurate. How well will PSE’s EE preform in an earthquake? PSE’s new pole foundations 46 ft deep as close 13 feet away from pipelines which are only 3-4 ft underground and you are one earthquake away from a steel monopole falling over & a major disaster. See elsewhere in this document what PSE’s taller and heavier poles will do when it strikes the ground above the pipeline. PSE never shows its homework on why its foundations will not rip open the pipeline when they fallover. And compare why they are not orders of magnitude worse that the wooden H-Frames. PSE’s use of peak ground acceleration alone is complete engineering malpractice to determine the response difference between wooden H-frame structure and much taller steel monopoles. Any competent ‘flutter’ engineer can tell you that. It is just one factor and a tells you nothing about what matters most: the dynamic response of much taller monopoles and shorter stiffer H-Frames. What is that to PSE? They falsified pipeline safety records for 4 years and are a convicted felon because of it just 10 years ago. If a weak earthquake hits the resonance frequency of a structure it will do far more damage than a more powerful earthquake that is not in the frequency response range of a structure. Why did many more newer/stronger 10 to 20 story buildings in Mexico city fall down in 1985 earthquake yet much taller and weaker shorter ones did not? The frequency response of those buildings resonated with the periodicity of the earthquake, 1-2 seconds. This was my first introduction to the Navy’s two PhD geologist studying earthquakes I was interviewing for a position in Aircraft survivability. They were rushing out of their office to buy plane tickets when the quake was still happening ~1500 miles away, they could pinpoint it enough from our base in the California desert. I personally have been through more than 50 earthquakes in Ridgecrest CA. The most recent 7.1 magnitude in 2019 I was not there for is what OPL and the electrical system should be designed for. PSE never includes other far more structurally import factors particularly resonance spectrum for the H-frames and compare that to resonance spectrum of the steel monopoles. And for the wave types. Earthquakes have various wave types including P wave and S waves and a good flutter engineer could show the delta between the monopoles and H-Frame. The reason PSE didn’t do this work is the answer will be very bad for the very top heavy steel poles. This “flutter “ analysis is done on every new aircraft and it is criminal if not done on power lines collocated with gasoline pipelines. More lies/propaganda/misdirection by PSE in the final EE EIS? Below PSE says very low chance of ignition, which is it? Why was this never corrected? What other lies is PSE telling? None of the above cities in that 2017 earthquake paper were dumb enough to let the power lines be collocated over bulk gasoline pipelines. PSE will have you believe colocation is common which is a bold face lie. What is true is colocation with natural gas as nat gas pipeline rupture kill zone looks like San Bruno CA’s, under a 100 homes in a city. This because natural gas burns vertically, does not spread. But 100,000s of gallons of liquid, aka gasoline, spreads over miles killing 1000s even with no fire via suffocation as no obvious warning of danger. PSE’s EE EIS did say suffocation is the most likely cause with their estimate that a OPL break has a 97.5 % chance of not catching fire in the Eastside cities.8 Here is PSE’s propaganda that a EE caused OPL rupture will magically pool. 8 pg 228 of 274 Energize Eastside Project Phase 2 Draft Environmental Impact Statement Volume 2: Appendices May 8, 2017 Of course PSE committed fraud again and narrowed the review a snapshot of pipeline breaks from a 4.5 yr period 2010-2015 (OPS has that 5 yr period with only has 4.5yrs of data). Why just 2010-15? Because if one includes hundreds of decades newer pipelines the results are better. If PSE was honest & accurate they would just looked at pipelines break of the same age, coating types etc over time. But if PSE did that we would see the “bathtub curve” and EE would get canceled for sure. And, if the OPS didn’t note the fire in its records then it did not happen per PSE. Regardless almost all of them with gasoline caught fire after humans showed up. See the September 2016, the Colonial Pipeline break in the FDIC report on pipeline terrorist mentioned elsewhere in the doc and google “Colonial Pipeline fire” It caught fire ~3 days later after the repair crew showed up. Burned at least one repair man alive. During the 20 months prior to the Sept 2016 rupture, the Colonial Pipeline had 8 pipeline gasoline spills across its 5,500-mile fuel pipeline system. Energize Eastside has a ~104 to 107 increase in likelihood of OPL pipeline rupture from earthquake of one or both of the 16” and 20” pipelines operating from928psi to 1265psi and in multiple places than existing as built. Why? Energize Eastside has a ~104 to 107 increase in likelihood of monopoles falling over due to earthquake liquefaction and pipeline rupture over smaller existing wooden H- Frame structure. Surprisingly it does NOT matter which way the poles fall over west or east given the NW subduction zone fault. Even PSE slip fault gives a east west pole fall over direction. Also the resonate frequencies of PSE new monopoles are far more tuned to earthquake frequencies & susceptible to failure than wooden H-frame. The real killer just is the Monopoles are far more top heavy and will have +14X more leverage to the new foundations over the as built foundations during an earthquake. Why? The new information from Renton’s Consistency analyses and not in any EE EIS docs says 144 H-frames replaced with 41 monopoles. Given each H-frame has two poles we have a 7 fold reduction in poles and at twice the height even using PSE math gets 14X. It is far higher with increased wind loading but I am dumbing it down for the City attorneys at Bellevue & Renton. In liquidfaction or very wet soil it does not matter you 3x’ed the foundation. Large rocks do not float better in water. And to finish the kindergarten level explanation for Matt McFarland, when the monopoles fall over they either rip OPL out of the ground or pinch it down from above. The resulting pressure spike from trying to slow down miles of fuel will rupture the ¼ inch thick steel pipe 20” diameter pipe (0.312” for the 16”). The existing H-Frame wooden structures cannot crush the OPL like PSE new monopoles. The two PhD US Navy earthquake geologies I shared an office with for years were always impressed how much better wooden structures dampen energy from earthquake verse metal which more often than not resonates until failure. Here for poles near OPL the soil is the weakest link and H-frames win bigtime. The new monopole loads are pure bending at the foundation from both wind and earthquake swing and also have significantly different & greater risk profile of stress corrosion cracking on OPL. Add another way the EE monopole cause mechanical rupturing of OPL is during seismic liquefaction over existing H-frames and Energize Eastside nearly guarantees the Eastside burning down during a major earthquake unlike existing. The small portion that would make it way into the storm drains would guarantee that. Why? The first dozen or so storm drains would clog over with pebbles & debris after the first several 10,000 gallons or so. If I didn’t take pictures of that event myself I would not of believed it. And that was from a 6 inch water main break at 150psi in Somerset Sept 2017. I can say a lot more but I am going to stop my comments here expect to say Energize Eastside makes our WA state energy infrastructure orders of magnitude more vulnerable. How can that pass economic muster in Renton’s EIS Consistency analysis? The deadly recent history of 230 kV upgrades in San Francisco = the cause of San Bruno fire. And Stress Corrosion Concentrated loading of new-built larger steel monopoles & foundations 2 to 3 times larger than existing vastly increases earthquake & Stress Corrosion Cracking (details in section2) over smaller wooden H-frame. H-Frames also have less resonance over wider range of earthquake frequencies than new- built. This 1995 portion with undisclosed coating (even after the criminal & accident investigations) but no doubt better that the coating on 1956 old portion of the same pipe where the San Bruno rupture occurred just 1300 feet way. See color code map below. It only took four years for Pg&E’s 2006 installed 230kV powerline to blowup Pg&E’s 30” natural gas pipeline in 2010. And in the spot likely seeing the highest above and below ground and electromagnetic energy, just 1170 ft away. Given PG&E was convicted of 10 felony counts of falsifying information on this and NTSB report is just as likely covering OPS efforts to look the other way we have no official determination yet besides my professional expertise. Why are the large spill sizes guaranteed if ruptured besides already having one massive spill in 1999? OPL has zero real time leak detection nor legal requirement for it let alone any manual shut off that is not measured in hours like the 1999 Bellingham incident. Shockingly the 30 inch natural gas pipeline was a few feet away from the completely unshielded (faraday cage) from electromagnetic radiation from the 230 kV underground cable. While rupture was 1300 ft away it is likely where the greater field strengths were there given all the other underground metal pipelines water main, fire hydrants, smaller nat gas lines or sewer pipes acting as weak EMF wave-guides even if plastic or concrete. See figure 16 above. Far more disturbing the unintentional but at least three weakly functional monopole antennas formed by the 230 kV lines with the two above ground mainbeam ‘antenna’ planes parallel to the 30 inch natural gas pipeline. One vertical plane the other horizontal both parallel to the 30 inch pipeline that blew up and numerous other metal pipes. As a professional engineer who designed electrometric fields & directional control from 1 billionth of a watt (nanowatts) to +1 billion watts (gigawatt) it is shocking to see two quasi monopole antennas 2400ft away and a third just 1170feet way from the pipeline break. The amazing criminal engineering malpractice of PG&E is they place an unshielded underground 230 kV power line just a few feet away from their own 30 inch natural gas pipeline for ~1200feet!!!!! This will induce a massive amount of electrical coupling from the 230 kV line to the 30” steel pipeline, exactly the way farmer can and do steal power from power lines crossing their fields albeit with copper wire not pipe. This will cause AC induced corrosion on the pipeline. And given the portion the pipelthat picking up the current/voltage is very well coated for galvanic corrosion, stress corrosion cracking and etc14 the current travel down the 1956 year old pipe with the worse inaction at 6 “pup” weld joints likely the highest holes in the pipeline corrosion coating aka “holidays”. The fossil fuels industry and the Federal Office of Pipeline Safety have been committing massive fraud on pipeline safety for so long they have a special propaganda term for a holes in the corrosion protection coating of pipeline. The fossil fuels industry propaganda term is “holidays” so when uneducated pipeline worker hear holidays not failure in corrosion protections they don’t get worked up. Everybody wants a holiday!!! The more the better right? The reason the coating is on the pipeline in the first place to prevent all other types of corrosion like galvanic and stress corrosion to name just two. The industry learned that lesson the first few years they put unprotected pipelines in the ground back in the 1800s with methane gas from coal gasification plants. But City of Bellevue’s pipeline expert Wolfgang Fieltsch is either ignorant of that facts or committing fraud. A question I tried to put to him on video but the EE EIS SEPA responsible official Carol Helland held him back from being at a public EE presentation in Redmond. I guess someone will have to do that in court. Wolfgang Fieltsch used the exact same propaganda term of “holiday” and even had to explain it to Gary McLean, the City of Bellevue’s highly coaching Admin “judge”. (see XX above) Per Wolfgang Fieltsch’s own words “And some of the coatings are so good that there's very few holidays, if any. Holidays are basically holes in the coating” “these Olympic pipelines are older and therefore -- and have co-existed in the corridor with the power lines for probably more than 50 years. And because they [Olympic pipelines] are not well coated -- well, I shouldn't say not well coated, but it's an older coating, which isn't up to the same standards as the newer coating, the risk, the AC interference risk would be lower. 15 It would be comical if it was not so deadly to then hear the Energize Eastside Bellevue Hearing Examiner Gary McLean’s admonishment to Bellevue City Staff. He actually stopped the Hearing by saying “this is probably outside my authority, call this dicta” to the Bellevue Staff that he hopes the City has a way to inform any future removal of old OPL pipe with newer more corrosion resistant would be purely foolish. “I'll give you here is where he [Wolfgang Fieltsch from Stantec, City of Bellevue’s Pipeline “expert”] made the very clear point that newer pipelines pose greater risks. “16 Gary wanted to make sure the City had a way to prevent OPL from putting in new pipeline as they are more dangerous. Citizens are often beaten senseless with a stupidity stick by our legal system, but rarely so thoroughly. 14 including stress corrosion cracking (SCC), corrosion fatigue, hydrogen-stress cracking, hydrogen-induced cracking (HIC), hydrogen-induced loss of ductility, and sulfide-stress cracking (SSC). Sen Marie Cantwell on the other hand likely getting direct checks from Charles Koch like WA Representative Rick Larson. Rick is noted for his comments that ‘all is well’ after the 2004 Renton OPL break/fire in the press. Same break that caused Seattle Mayor Greg Nickols to sue ….how odd. During the Admin Hearing break I explained to my corrupt City Attorney Matt McFarland what his expert just said in order to protect the OPL from AC corrosion. Your expert says you have to make sure OPL stays unprotected from a bucket of other corrosion mechanisms like galvanic and Stress corrosion. Matt’s response, “ I am just an attorney I don’t understand these things” But the little scum of the earth attorney did his best to cover things up including reminding Gary McLean, the City of Bellevue’s highly coaching Admin “judge”, that the citizens of Bellevue, Renton, Newcastle, Redmond are just going to have to take City of Bellevue to court to not have a fraudulent PSE Energize Eastside EIS. Matt McFarland’s exact words from the official hearing transcript “The Department [The City of Bellevue’s legal Dept] has stated at multiple times during this hearing that the adequacy of the EIS is not an issue that is before the Hearing Examiner, because the City's Environmental Procedures Code does not provide for an administrative appeal of this specific issue.”18 Unbelievably the NTSB report on PG&E’s San Bruno murders never mentioned what coating was used, zero mention of AC inducted corrosion and zero mention of any catholic protection on the pipeline. The report did say the CPUC would propose future rules on “reporting cathodic protection deficiencies”. This is the current method OPL uses to ‘protect’ the OPL from PSE’s 115kV lines. Maybe WUTC can do the same for Renton after PSE/OPL burn it and, oh yes, the Renton Boeing facility to the ground. The elevation raise from where the crude monopoles created by the 230 kV Jefferson-Martin powerline transition from underground to above ground and across HW it is possible the maximum field strength is at location of the San Bruno pipeline explosion. The Glenview Drive Transition Tower and the above ground tower are shown below in thick red lines with the underground portion of the 230 kV Jefferson-Martin line in thinner red line. Those with antenna design experience or even RF signature reduction design experience will recognize this a one giant random but highly magnitude increasing antenna. PG&E will have you believe that the electromagnetic field strength drops off by 1/r2 for 3-phase power line with balances currents AND that may be true for MOST of the time.19 Given there are three massive and unintentional direction antennas from three transitional sections. 1) from underground to over head eastside of HW 35/Skyline Blvd. 2) from that east tower to the across HW 35 and lastly 3) the right angle turn to turn and go south. This and all the near-field interaction with the metal water tank and very high EMF (electromagnetic field). The 30 inch natural gas pipe and ages of the sections are color coded. The rupture occurred in the yellow section Back to PSE’s 230 kV plans The new-built EE will also be collocated all through Renton / Newcastle / Bellevue / Redmond with a 20” and 16” gasoline/jet fuel pipeline same as existing-built and just as unsafe right? Deadly wrong. EE is thousands to millions fold more dangerous. EE even guarantees the Eastside burns down during a major earthquake with just a few new steel monopoles falling over, unlike existing H-Frame unable to rupture OLP if they could even fall over. PSE is going to use steel monopoles with much deeper foundations over replacing wooden H-frames 1/3rd the size in diameter as PSE need the height to build the 5G antenna farm. Per code they only need to go up 3 feet when going from 115 kV to 230 kV. But without that 2x increase in height no antenna farm adding to a good industrial look. And a 500-10,000 fold increase in rupture from increased stress corrosion cracking (SCC)22 on the pipeline over existing H-frame wooden structure. Monopoles with the new stated foundation depths increase stress corrosion on the pipelines from long-term cyclic wind loading and/or slight soil movement from foundation drilling/vacuuming so close. While still a vast under reporting & falsification by Federal Office of Pipeline Safety, 32pg of the 2008 report says “Since its discovery in 1965 as a possible cause of failures in pipelines, SCC has caused, on average, one to two failures per year in the U. S.” 23 Yet in 2003 there were two SCC major pipeline failures in WAS alone. [Note: careful reading of Tokyo Gas Company’s pipeline reports like that on AC inducted corrosions shows how fraudulent OPS is even on pipeline coating statements]. There are at least three separate corrosion mechanisms for which PSE only addresses AC inducted corrosion and does that incompetently/fraudulently. At least two other corrosion types (galvanic and stress corrosion) cannot be safety mitigated even with PSE’s highly deceitful & unproven method stated at the 2019 Bellevue EE Administrative hearing. To quote “adjusting the phasing, the tower configurations, the loading, and even the route of the transmission line to perform sensitivity studies to this effect”25. This never been shown to be safe over decades NOR that it is even possible for OPL to do so and safely protect for other corrosion mechanisms. Likely the reason why British Petroleum sold 100% of its stake in OPL in 2017 after seeing PSE push the same in the EE EIS. BP only operates OPL with zero liability and zero equity stake. Even PSE own “expert” David Kemp states “So PSE engaged DNV GL back in 2015 to assess the likelihood of AC interference on the co-located pipeline segments as a result of the circuit upgrades. What did Shell’s O.R. group see that caused it to unload its entire stake to BP at 3.7cents on the dollar? It took BP 12 yrs and Deepwater Horizon and PSE’s AC induced corrosion frauds to wise up. It did help that BP not have Shell’s operational research group, then only sold 67% stake to Enbridge in for 3.7% of OPLs replacement cost 10 day later. But Deepwater Horizon got BP to where Shells has ZERO ownership in OPL Sept 2017 BP sold all of its stake in OPL to ArcLight Capital Why, both just bought OPL several years earlier? If PSE was honest and not a convicted criminal company as of 2007 for falsifying pipeline safety for four years they would make Energize Eastside a DC power line and remove 100% of the AC inducted corrosion on the OPL pipeline. Bonneville Power uses a long distance DC powerline to ship power down to Los Angles. Some of that suppression by EE EIS staff & leadership was videoed & is on YouTube including the slapping of a camera out of a citizen’s hand at a Renton EE EIS public meeting ref=xxx. Some of the key new information left out of all of the EE EIS documents came out in the City of Bellevue Mar/Apr 2019 Administrative Hearing on EE’s partial permit application and just as import new information from City of Renton’s EIS Consistency Analysis. From Renton we learn the new information of the ratio of old wooden H-frame to new steel monopoles and from the Admin Hearing we learn from Lowell Rogers, PSE’s construction manager, the pole foundation deeps 13 to 46ft. Every single one of these pole foundations is XXX1000X more deadly in Bellevue/Newcastle/Redmond right of away of 50 ft. Even assuming Renton’s 100ft right of way is accurate the same +1000X increase in danger is true depending on how far apart the 16” and 20” gasoline/jet fuel pipelines are spaced. Likely they are spaced farther apart but if not the 46 ft foundations guarantee a pipeline rupture during a major earthquake with or w/o liquid faction. The new reveled (and NEVER analyzed) information means that during a major earthquake the fewer and stiffer steel pole are far more like to fall over and rip out of the ground rupturing the 50 yr old ¼ inch thick steel pipes. If just 4 pole failovers breaking the OPL the +24 mile Eastside during a major earthquake +1 million gallons of the 12.8 million gallons that pass through Renton everyday. Even PSE say the max release of 372,162 gallon release of a single break.42 The 1999 Bellingham WA break spilled 237,000 gallons of gasoline from the 16” which has a flow rate of 228,000 gallons per hour43.
