aval Operations’ Strategic Studies Groups; Former Survivability & Lethality Manager US
Naval Weapons Center; the US Navy’s lead fuel fire expert including suppression (think the
+12 million gallons of gasoline & jet fuel that flow through Renton/Bellevue on OPL every
day). Masters in Electrical Engineering:Electromagnetic propagation, Naval Postgraduate
School. BS in Mechanical Engineering. Functional expert in accelerated aging and aging of
mechanical and fuel systems (think corrosion & the ability to detail to frauds of the Federal
Office of Pipeline & GAO oversight). Shared an office with the DOD’s top two PhD
Geologists whose job included flying to any major earthquake in the world and detailing
the damage. One of 100s of relevant interactions: how US Special Forces reacted to
Singaporean Military detailing how they protect their critical pipeline infrastructure.
The new information PSE provided shows massive decrease in 2 aspects of Renton’s review
criteria “pipeline safety” and “economics” over existing power lines.
Energize Eastside has a ~104 to 107 fold increase in likelihood of monopoles falling over due to
earthquake liquefaction and rupturing the OPL pipeline over smaller existing wooden H-Frame
structures.
PSE introduced new information on monopole depths and distance from OPL at the Bellevue
Administrative hearings under oath. Monopole foundations depths up to 46 ft deep and as
shallow as 13ft. But here’s the kicker, only 13 feet away from the pipeline. And Energize
Eastside has a ~104 to 107 increase in likelihood of OPL pipeline rupture from an earthquake of
one or both of the 16” and 20” pipelines operating from 928psi to 1265psi than existing as built
H- frames.
The real killer is the new monopoles are far more top heavy and will have minimum +14X more
leverage to the new foundations over the H-Frame foundations during an earthquake liquefaction
or landslide. They also increase SCC on OPL. Why? 7 fold reduction in poles at more than
twice the height. Bigger single point monopole foundations are far worse than smaller 2 point
wooden H-frame foundations in their failure mechanisms on OPL. The other new information
introduced by PSE in Renton’s EIS Consistency Analysis is “the replacement of approximately
144 existing wood and steel poles (H-frame design) with approximately 41 steel monopoles” per
City of Renton EIS Consistency Analysis. Never stated in any EE EIS document.
Here is what the Tokyo Gas Company, a utility 10x the size of PSE with far greater resources
and knowledge said. To quote their 2011 presentation/paper of at the International Gas Union
Conference “Pipeline operators were shocked at the first occurrence of AC corrosion in 1986
and subsequent AC corrosion failures of modern pipelines in Europe and North America despite
satisfying the protection potential criterion.” “It has been definitely shown by the occurrence of
AC corrosion on a catholically protected pipeline that AC corrosion cannot be prevented by CP
[catholic protection, what “protects” OPL currently] in the presence of very high AC voltage of
a pipeline.”
PSE could use a DC line (Direct current) like Bonneville Power does to ship power from WA
dams to Los Angles. This has zero AC inducted corrosion risk while PSE’s “solution” will
remain unproven as detailed by the Toyko Gas Company published papers, as physics are
physics and no amount of fraud from PSE will change that. Zero consideration of a DC line in
the EIS.
What does PSE’s AC inducted voltage expert David Kemp say? Notice PSE does not call him
an AC inducted corrosion expert! His not even a AC inducted voltage expert
PSE used a non qualified “expert” for any electromagnetic analysis with his only training being a
BS in Mechanical Engineering. Even this so called PSE “expert” says “this typical approach
that we use for our customers was not the route that PSE wished to pursue“[1] Which is PSE’s
phasing pipedream which will kill thousands.
Here is CoB’s expert”
Wolfgang Fieltsch used the exact same propaganda term of “holiday” and even had to
explain it to Gary McLean, the City of Bellevue’s highly coaching Admin “judge”. (see XX
above) Per Wolfgang Fieltsch’s own words “And some of the coatings are so good that there's
very few holidays, if any. Holidays are basically holes in the coating” “these Olympic pipelines
are older and therefore -- and have co-existed in the corridor with the power lines for probably
more than 50 years. And because they [Olympic pipelines] are not well coated --
well, I shouldn't say not well coated, but it's an older coating, which isn't up to
the same standards as the newer coating, the risk, the AC interference risk would
be lower. [2]
Admin Judge Gary McLean’s admonishment to Bellevue City Staff. He actually stopped the
Hearing by saying “this is probably outside my authority, call this dicta” to the Bellevue Staff
that he hopes the City has a way to inform any future removal of old OPL pipe with newer more
corrosion resistant would be purely foolish. “I'll give you here is where he [Wolfgang Fieltsch
from Stantec, City of Bellevue’s Pipeline “expert”] made the very clear point that newer
pipelines pose greater risks. “
Unbelievable – Renton needs to save on court costs and embarrassment and do the right thing.
Sen. John McCain’s 2003 hearing on the Office of Pipeline Safety after a 8” pipeline sprayed
10k gallons all over brand new homes in Tuscon AZ. “The questions that have arisen from this
incident suggest that delayed, lax, or worse, non-existent oversight and enforcement by OPS …...
I hope that at today’s hearings we will get answers to these questions” They did get ansers and
the fossil fuel crime syndicate removed McCain as chair of Senate Energy Comm.
Furthermore PSE’s near zero ROI (less than 1%) on the company per year, since 2007, also
means significant “Scenic Views and Aesthetics” decrease as PSE’s pole height increase +2x
allows for new business model of 5G antenna farm on every pole. 5G has a +100X increase in
number of antennas needed over 4G. If EE is approved, new Federal laws on 5G/etc mean the
City of Renton will have zero local control what PSE does on aesthetics. Renton’s industrial
look will significantly expands into residential area as PSE’s Renton antenna farm services 5G to
the west side of Mercer Island far cheaper than PSE’s Mercer Island light poles.
