A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Environmental
Review, stream buffer width reduction with enhancement, critical areas exemption, and three modifications to the
development regulations to construct a four story 16-unit multifamily residential building with approximately 1,900
square feet of ground floor commercial space located on a vacant parcel (APN 032305-9093) near the intersection of NE
Sunset Blvd and Anacortes Ave NE. The subject property is approximately 0.81 acres and located within the Commercial
Mixed Use (CMU) Comprehensive Plan designation and Commercial Arterial (CA) zoning classification. Access to the
property would be via two driveways located on the subject property’s east and west perimeters. A stream is located on
and near the southern perimeter of the property and the applicant has requested to reduce buffer width from 50-feet
to 40-feet with a buffer enhancement plan. A critical areas exemption is also requested for new surface water discharges
and stormwater conveyance in the stream and buffer and a maintenance roadway to access an existing sewer facility
within the stream buffer. The subject property contains three significant trees of which one tree would be retained
following development of the site. Flow control for stormwater generated from the site would be captured in a vault and
water quality treatment would be provided via bioretention cells. The applicant would construct right-of-way
improvements along subject property’s NE Sunset Blvd frontage. Requested modifications to the development
regulations include access standards, residential mixed use standards, and frontage improvement standards. The
applicant has submitted drainage report, transportation study, geotechnical report, arborist report, and stream study.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-
day appeal period will follow the issuance of the DNS-M.

Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed
project. These recommended Mitigation Measures address project impacts
not covered by existing codes and regulations as cited above.
The applicant shall comply compliance with the critical areas report and stream buffer enhancement plan.

scheduled for a public hearing for February 25, 2020 at 11:00 AM Renton Council Chambers on the 7th floor of Renton

Division to ensure that the hearing has not been rescheduled at (425) 430-6583. Following the issuance of the SEPA
Determination, you may still appear at the hearing and present your comments regarding the proposal before the
