MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday May 11th 2015.The meeting was held at the A.J.Ladner Administration
Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called the meeting to
order at 9:02 am.
1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna
Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen
Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Executive Associate.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Marsh and a second by Commissioner Wheeler to approve
the minutes of the 923rd board meeting on April 13th 2015.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.

4.1.Local Government Investment Pool—April 2015
4.2.Checks Issued Report—April 2015
MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the

5. FINANCIAL
5.1.Financial Statements as of March 2015
RHA operated at a surplus of$259k for the first quarter of 2015.The LIPH properties
operated at a loss of$95k primarily due to Sunset Terrace repositioning.The Senior
properties generated a surplus of$92k.The Market-Rate properties generated a surplus of
$240k and the S8 program had a small surplus of$2 1k.
Net Position(Net Assets)was$34.9M with$8.8M classified as unrestricted.RHA held
$12.1M in cash and liquid investments at the end of March with$4.7M of that amount
invested in the State Pool.
RHA collected the final Kirkland Avenue Townhomes funding commitments from the WA
State Housing Trust Fund,King County,and the City of Renton by the end of March.
During the readings of the financials Mark Dropper announced that RHA has redeemed our
earned points from the capital one credit account,and have purchased a 250 dollar Safeway
Gift Card,to be used for the hillcrest terrace meals program.Given to Chairperson Anderson
to use for the hillcrest lunch program.
MOTION by Commissioner Tasa and a second by Commissioner Wheeler to approve
the Financials.

5.2 Section 8 Utilization Update
RHA increased leasing shows growth to 33k.We spend more on our overhead cost than
what is earned.Our earned admin fee has been around 70%of the calculus that
determines how much we could earn,This is insufficient to manage the Section 8
Program.Section 8 report that came out in April will go quite a ways to give

ammunition to insist that HUD put more funding into the program.RHA is ramping up
nicely the efforts to get leased up,Has resulted in 400 families currently under lease.We
have 415.So there are 15 outstanding that will be leased up shortly.32 out shopping.We
will be over leased for a period of time.We had been underutilized for the first quarter
of 2015.Shows that RHA is a little over in expenditure of allocated cash.Spending
191,4%of the current allocation.HUD has shorted us this month,and we will reclaim
from of the built up cash in our account.
5.2.1.Resolution#2489-2015:Resolution seeking Board approval to transfer$100k
from unrestricted funds to cover HUD Admin Fee reserve shortfall in the Section 8
program.The current level of Admin Fees provided by HUD is insufficient to cover the
operating costs of the program.The additional funds are needed to cover routine
operating costs.
MOTION by Commissioner Tasa and a second by Commissioner Wheeler to affirm the
Resolution seeking Board approval to transfer$100k from unrestricted funds to cover
HUD Admin Fee reserve shortfall in the Section 8 program.The current level of Admin
Fees provided by HUD is insufficient to cover the operating costs of the program.The
additional funds are needed to cover routine operating costs. Chairperson Anderson

RESOLUTION#2489-2015
THERE FORE,BE IT RESOLVED by the Commissioners of the Housing Authority
of the City of Renton. WA to affirm the resolution seeking Board approval to transfer
$100k from unrestricted funds to cover HUD Admin Fee reserve shortfall in the Section
8 program. The current level of Admin Fees provided by HUD is insufficient to cover
the operating costs of the program. The additional funds are needed to cover routine
operating costs.

6. OLD BUSINESS
6.1. Sunset Redevelopment Update
6.1.1. CoIlpits Development:new renderings
Collpits has redesigned the sunset boulevard facing that is the frontage on sunset.
6.1.2. Schemata:New site renderings
Newest Rendering.The five projects have been included in the CNI.Cash proceeds
from the sale of sunset proper to purchase the park.Expectation that with choice
neighborhood funding might have 5 funded projects.
6.2. Closing on JSH Sunset Court Property
Earnest money going out today,and wire instruction's for closing by end of May.
7. NEW BUSINESS
7.1. Resolution 2491-2015:-Staff hereby requests this affirming resolution that will serve as
endorsement from the Board of Commissioners to allow the Executive Director to close
on the purchase and sale agreement that acquires the property at 1156 Glenwood Avenue
for$325,000 to the seller Jason Jardon.This property is adjacent to other parcels owned
by RHA and allows for a more complete redevelopment of replacement housing for
Sunset Terrace.

resolution that will serve as endorsement from the Board of Commissioners to allow the

7.2.RHA SEMAP,High Performer Status and Conclusion Letter
Overall performance is High.Staff to submit a memo with our performance on all 15
indicators.There was a data entry anomaly on data indicator 11.There were 3 records
that showed an inspection approval after initial move in.We went in and corrected those
retroactively.We would have scored even higher.But at score of 96%.

7.4.Maintenance Operations Supervisor:Hire update;Errol Flagor: 10:00 Errol as a guest
for the board of commissioners.Errol:Started in affordable housing in the 70's with a
similar program to Habitat for humanity.Taught community college construction
business.Moved to Seattle,Worked in development program with Seattle housing,
moved into maintenance and left a few years ago.Last 4 years in private construction.
