HomeMy WebLinkAbout01/12/2015 - Minutes Nor- THE 920th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON iter MONDAY,January 12th 2015 AT 9:00AM 2900 NE 10 "ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on Monday January 12th 2015.The meeting was held at the A.J.Ladner Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called the meeting to order at 9:09 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Executive Associate. 2. CONSIDERATION OF MINUTES MOTION by Commissioner Marsh and a second by Commissioner Wheeler to approve the minutes of the 919th board meeting on December 8th 2014. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1. Local Government Investment Pool—December 2014 4.2.Checks Issued Report—December 2014 MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the Consent Agenda. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1.Financial Statements as of November 2014. RHA operated at a surplus of$976k through November 2014.The LIPH properties operated at a$9.9K surplus.The Senior properties operated at a$294k surplus.The Market-Rate properties generated a$465K surplus and the Section 8 Program generated a$207K surplus.Net Assets totaled$32.99M with$7.2M classified as unrestricted. RHA held$9.9M in cash and investments with$4.7M held in the WA State Pool. MOTION by Commissioner Eastey and a second by Commissioner Tasa to approve the Financials. Ayes:All Nays:None Motion Carried 5.2 Section 8 Utilization Update Have 5 vouchers outstanding that have yet to be issued,at 88.9%utilization,For the month of DEC,HUD gives us less money based upon expenditure for the last year.That explains the 3.Based on the current rate of expenditure per voucher,when we have all 415 leased up we will be at 99.49%utilization.HAP allocation for Jan 323,250.Will continue to track that to see what will be when fully utilized.The 5 vouchers are being loaded into the system from DEC,and some are from the Waitlist,there are 31 households pulled from the waitlist.The 5 left are for families,living in units that are not well suited for them,so that they can relocate and benefit that way. OLD BUSINESS 6.1. Sunset Redevelopment Update a) Choice Neighborhoods Initiative(CNI)Lead Applicant&Co-Applicant Certification Letter(Exhibit)Choice neighborhoods letter about the plan for the manner in which king county housing authority will provide their expertise.With city of Renton and Renton housing.This is getting a lot of attention from the state of WA and beyond.FEDs will take bi annual allocation of money and will award two years of rounds of funding. b) Summary of Choice Neighborhoods Match/Leverage King county Vantage point all counts as leverage.Leverage that is being pulled together,on capital and people/social services side.Focusing on people's needs through neighborhood house,for those at a greater level of need,as well as Salvation Army meal delivery/food bank.Hyde shuttle,park of people component. Cash match is important,a program new and different as a result of this application. Partnership with neighborhood house is strong. c) Sunset Townhomes-9%LIHTC application cover letter The housing authority is seeking 200k in tax credit financing for the Sunset area transformation.This money would be recognized well on the CNI score.5 projects in the pipeline.The leverage that has been gained,has a very strong grant application,and a good opportunity to get 30 million in federal funds,relief to funds in the area,since RHA would not need to apply each year.NOFA was delayed again and again,and was advertised during the holidays with 60 days to put together the application.Similar to Seattle Housing with what they did for Yesler Terrace and King County for green bridge.If this was awarded could make points for the CNI grant and what it could mean for the region.Letters of support from many interested parties. d) RHA pipeline projects,associated with CNI grant application Came up with names for the projects that honored the neighborhood and the project, but that have not been used.PIHA-Sunset homes:townhomes and apartments NODE:Harrington Park.The Pocket park is now Sunset Court Building 5:Sunset terrace Apartments and Edmonds:is Edmonds Apartments. e) Enhanced supportive services coordinator position-Neighborhood House(Exhibit) As developing CNI application;honor and recognize the needs of our seniors at Houser,hillcrest,GP,CRT,case Management services are needed for the seniors, best achieved with another organization.Negotiated with NH to provide a high caliber case manager,a neighborhood house employee,paid by RHA,who responds to the needs.Committed to 3 years as match for the CNI.Extended commitment from the agency.Would like motion to endorse,and then a resolution in FEB.use reserves to cover this position.Expands partnership with neighborhood house,A motion was made by Commissioner Tasa to support the enhanced services coordinator position and the motion was seconded by Commissioner Wheeler.All were in favor and the motion was passed. f) Leverage letter;Major Potter and the Renton Salvation Army(Exhibit) Committed to being an anchor institution;ramping up services and food delivery services,well appreciate Renton core stepping up to help serve.Other service provider's will still be in contact with,and want to wrap our arms around all service provider's and stakeholders,but have named a couple core agencies.Like SA. g) Sunset Area Park(Exhibits) Demolition in FEB to build storm water facility.RHA will retain use of 970 Harrington until April 30th. 6.2. Choice Neighborhoods Application Enclosures Update a) Memorandum and Resolution declaring Sunset area a Redevelopment area and an investment priority area.(Exhibit) b) Memorandum and Resolution Authorizing City or Renton Participation in application(exhibit) c) Request for fee waiver•-Renton Housing Authority Sunset Area Transformation Plan.(Exhibit) d) Amendment to RMC:for"Affordable Housing"Definition 6.3. WA State investment in affordable housing resolution. Sanctioned involvement in support of this investment in affordable housing resolution. Believe that there must be a plan for the future for affordable housing. The mission of the Renton Mousing Authority is to provide decent,quality,affordable housing in a safe environment to people with low incomes who make Renton their home. Through partnerships with our clients, service providers and other groups, we will responsibly increase and enhance our housing programs while providing opportunities for those we serve to become self-sufficient. 7. NEW BUSINESS �., 7.1.Future Surplus Property:Transaction of the existing Highlands Library,with the advent of CNI grant award. Renton Highlands Library,in advent of CNI would include 951,360k that would be used to purchase existing Renton Library.The purchase would ensure it would be debt free to run social services entity out of it.The Letter of Intent has been given to city of Renton. 7.2. Resolution#2484-2015:Resolution requesting the authorization of disposition of obsolete appliances. MOTION by Commissioner Tasa and a second by commissioner Eastey to affirm the authorization of disposition of obsolete appliances Chairperson Anderson Called for the vote.
