a. Could you clarify the fish-window, does that mean work needs to occur before
July 1st?

RESPONSE: The fish-window requires all in-water work to occur between July
1st and August 31st per provisions in the Hydraulic Project Approval (Appendix
A, Hydraulic Project Approval, Timing Limitation). Also see Work Restrictions,
In-Water Work: 01 14 00 1.3 for more information.
b. What is the load capacity of the bridge?
RESPONSE: The bridge was originally designed for trains but has been modified
with a concrete deck that controls the vehicle loading. Per the 2007 bridge load
rating the deck is rated for emergency vehicles. The rated axle loads are a 10 kip
front axle, and a 19 kip rear axle. The axle spacing center to center is 14 feet,
with a wheel spacing along the axle of 6’ (see drawings below). Prior to allowing
any vehicles on the bridge deck or trail, Contractor to submit work plan
(Demolition Management Plan) for approval by the City of Renton. Per Use of
Premises requirements in Section 01 14 00 Work Restrictions, Contractor to keep
trail/pathways free for Owner and emergency vehicles (i.e. no parking on trails).
c. Is there pile posting behind the timber facing?
RESPONSE: Yes, two piles behind the facing will be posted, see sheet S-4 of the
Plans and sheet S-6 for the details.
d. Can you clarify what is in-water work?
RESPONSE: In-water work includes any work that will occur below the ordinary
high water mark. This includes the timber facing, pile replacement, and rip-rap
placement. See Work Restrictions, In-Water Work: 01 14 00 1.3 for more
information.
e. Do you have information on water levels?
RESPONSE: The water levels in the summertime are lower than what was
observed today. Last summer the water levels allowed for a narrow area to walk
along the banks in the dry, the water levels right at the bank were about 1-ft deep
but get much deeper towards the center of the river.
f. Has the City received a Hydraulic Project Approval permit?
RESPONSE: Yes, please see Appendix A for the permits received. All other
permits (e.g. traffic control) will be the responsibility of the contractor.
g. Who will set up the pedestrian/cyclist detour?
RESPONSE: The Contractor will be responsible for developing a
Pedestrian/Traffic Control Plan for review and approval by the City of Renton.
The Contractor will also be responsible for obtaining traffic control permits, and
erecting, installing, maintaining, and dismantling the detour. See sheet G-5 of the
Plans and also the Pedestrian/Traffic Control provisions within the Work
Restrictions section of the Project Manual.
h. When was the cost estimate put together?
RESPONSE: The cost estimate was developed in 2019.
i. Are there any permit limitations to the amount of excavation and clearing?
RESPONSE: There is no limit of excavation or clearing of non-native (e.g.
blackberry) vegetation to perform work within the project footprint. Permit
provisions require protection of native vegetation (i.e. equipment and materials
will be staged in developed area). The Hydraulic Project Approval requires
replacement of any native riparian zone vegetation that is damaged or destroyed.
This vegetation will be replaced with native shrubs planted at 5’ O.C. and native
trees planted at 10’ O.C. See the Hydraulic Project Approval, Demobilization and
Cleanup section.
j. Are there any requirements for Minority and Women Owned Business Enterprise
(MWBE) participation?
RESPONSE: The City of Renton encourages participation in all of its contracts
by MWBE firms but there is no minimum MWBE participation requirement, nor
will a MWBE preference included in the evaluation of bids for this project.
k. Are we just adding on angles to portal bridge repairs or are there components
(besides debris) that need to be removed?
RESPONSE: All existing components will remain in place except for identified
debris that will be removed. Details for the portal replacement are on sheet S-8
and S-9. They require some minor modification and welding to the existing
structure. No existing members or hardware should be removed.

l. Is there a finish requirement for the angle pieces?
RESPONSE: Finish requirements are provided in the Project Manual Section 05
50 00, 3.03, and on the drawings sheet G-2.
m. Are there issues with folks who are homeless camping in the area?
RESPONSE: While there have not been issues with camping recently there is a
risk of this use on public lands. It will be the Contractor’s responsibility to secure
the site. Any incidents of members of the public trespassing on the secured
project site should be reported to the Project Coordinator and Authorities.
8. Site Walk - All
a. Noted access to remain at 7th Avenue for private residents, remainder of parking
lot to the north of this route can be used entirely by the contractor.
b. Walked bridge and examined left embankment where pile replacement, timber
facing, and rip-rap placement will occur.
