Council: Meeting Minutes of Approval of Council meeting minutes of 10/27/2014. Council concur. 10/27/2014 Court Case:Smith, CRT-14-009 Court case filed by Ramayya Smith, represented by Dann D. Sheffield,Attorney for Plaintiff,versus the City of Renton, et al. Refer to City Attorney and Insurance Services. Appointment:City Clerk Administrative Services Department recommended confirmation of the appointm, ent of Jason Seth as the new City Clerk at pay grade M30,Step A, effective 11/1/2014. Council concur. CED:School District Impact Community and Economic Development Department recommended approval Fees and Capital Facilities to revise the amounts of the impact fees collected on behalf of the Issaquah Plans School District to$4,560 for single-family and$1,458 for multi-family units,the Kent School District to$5,486 for single-family and$3,378 for multi-family units (no change from 2014), and the Renton School District to$5,541 for single- family and$1,360 for multi-family units; and adopt the 2014 Issaquah School District Capital Facilities Plan,the Kent School District 2014/2015 through 2019/2020 Capital Facilities Plan, and 2014-2020 Renton School District Capital Facilities Plan. Refer to Finance Committee;set public hearing on 11/24/2014. CED:CA& RMF Zones Community and Economic Development Department recommended adoption Residential Development of a resolution establishing a six-month moratorium on residential Moratorium developrInIent within the CA(Commercial Arterial) and RMF(Residential Multi- Family)zones, except within the City Center Community Plan Area, and calling for a public hearing within 60 days of adoption. Council concur. (See page 330 for resolution.) Police: Electronic Fingerprint Police Department recommended approval of an interlocal agreement with Capture Equipment, King King County for use of Electronic Fingerprint Capture Equipment. Council County concur. (See page 330 for resolution.) Solid Waste:Amendment#1 Public Works Department recommended approval of Amendment No. 1 to the to WRR Grant, King County 2014 Waste Reduction& Recycling City Grant(WRR Grant)to modify the grant scope of work which replaces the Multifamily Recycling Education task and the Every-Other-Week Collection Evaluation task with the Compost Contamination • Education Program task. Council concur. . MOVED BY PERSSON,SECONDED BY PRINCE,COUNCIL CONCUR IN THE CONSENT AGENDA AS PRESENTED. CARRIED. UNFINISHED BUSINESS Council President Persson presented a Committee of the Whole report stating Committee of the Whole that the Sunset Neighborhood Park Master Plan supports the Sunset Area Community Services: Sunset Community Investment Strategy adopted by the Renton City Council on Neighborhood Park Master November 23,2009. The Master Plan represents a collaborative effort between Plan multiple City departments,public and private partners,and the community to provide opportunities for active and healthy lifestyles;environmental sustainability; interpretation and education,area culture and history; and community connections. November 3, 2014 Renton City Council Minutes Page 330 The Preliminary Sunset Neighborhood Park Master Plan was presented to the Board of'Park Commissioners on October 14, 2014. The Board of Park Commissioners recommended the Sunset Neighborhood Park Master Plan be adopted with the recommendation forwarded to the City Council. The Committee of the Whole recommends concurrence in the Board of Park Commissioners' recommendation to adopt the Sunset Neighborhood Park Master Plan. MOVED BY PERSSON,SECONDED BY PRINCE,COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. Councilmember Corman expressed gratitude for the impressive work the Community Services Department and the Park Board have done on the Sunset Neighborhood Park Master Plan. He recommended displaying the park , information prominently on the City's website. RESOLUTIONS AND The following resolutions were presented for reading and adoption: ORDINANCES RESOLUTION#4230 A resolution was read authorizing the Mayor or designee to enter into an Police: Electronic Fingerprint interlocal agreement with King County regarding the use of Electronic Capture Equipment, King Fingerprint Capture Equipment. MOVED BY PERSSON,SECONDED BY PRINCE, County COUNCILADOPT THE RESOLUTION AS PRESENTED. CARRIED. RESOLUTION#4231 A resolution was read establishing a moratorium on accepting applications for CED: CA& RMF Zones residential development within the CA(Commercial Arterial) and RMF Residential Development (Residenial Multi-Family)zones,except within the City Center Community Area Moratorium and for previously approved and valid land use applications. MOVED BY PRINCE,SECONDED BY PALMER,COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. Mayor Law thanked Council for establishing this moratorium. He explained that the administration and Council have received numerous phone calls from citizens expressing concern about traffic issues in Renton. He added that resident are also concerned that the City is allowing apartments to be built in areas where there is no public transportation and street improvements. Mayor Law further explained that the purpose of the moratorium is to provide Council an opportunity to have a meaningful discussion on this topic at their upcoming • retreat. RESOLUTION#4232 A resolution was read adopting the 2015/2016 City of Renton Fee Schedule. Budget: 2015/2016 Fee MOVED BY PERSSON,SECONDED BY PRINCE,COUNCIL ADOPT THE RESOLUTON Schedule AS PRESENTED. CARRIED. The following ordinances were presented for second and final reading: ORDINANCE#5730 An ordinance was read authorizing the property tax levy for the year 2015. ORDINANCE#5731 An ordinance was read establishing the property tax levy for the year 2015 for Budget: Establish 2015 general City operational purposes in the amount of$36,420,000.
