As discussed, see the emails below from Ecology confirming that we do not need to amend our NPDES permit to be able to discharge into the storm system after we have treated the water
for PH and used chitosan filters or equivalent to reduce the turbidity to meet Ecology’s standards.
Please confirm that once we can meet the appropriate standards, we can discharge the CTB runoff into the storm system.

As long as the pH is between 6.5 and 8.5 and turbidity is under 25 NTU you can discharge stormwater and be in compliance with your Construction Stormwater General Permit with Ecology:
your NPDES permit.

Does this mean we have the right to freely discharge to the storm system at this time, so long as the PH content is in compliance?

Per your permit with Ecology, your requirement when using CTB is to monitor and adjust pH (S4.D) and prevent contamination of stormwater runoff (S9.D.9). You are not discharging to a
303(d) listed waterbody with high pH, so those requirements do not apply.

Please find the attached City of Renton Surface Water Design Manual referencing CTB best management practices and email from the City of Renton.
As noted in the email, per the City of Renton, Category of Action 7 states that we need to have our current NPDES permit amended to allow for us to discharge treated CTB storm water
into the storm system.
Can you help us with this?
