Subject:Lane Use Permit Modification Narrative 10341 SE 185th Place Renton, WA 98055

General:
We propose to construct a 2540 SQ One-Story residence including work and utility connections. The site
is now on Septic but we have Certification from Soos Creek Water District for both Water & Sewer. The
existing site vegetation is lawn/landscaping and seven trees with trunks under 30 inches. The parcel is
72409 SQ., new home will take of 18% of entire parcel.
Modification:
The section of Code being modified is RMC4 6-060-F2
The segment of SE 185th Ave Place abutting the property is a dead-end residential access street with an
existing right of way (ROW) width of 26 ft. of paved asphalt. Existing sidewalk stops at our property line.
Requesting that the existing frontage improvement, existing pavement width and existing ROW width to
remain as is.
Reason:
The modified right of way dedication is per guidance from City of Renton staff upon determining that
the existing Right of Way (ROW) dedication is appropriate for the existing road and project
improvements. The proposed residence is at the end of dead-end street and will be replacing a trailer
home that has been occupied for 30+ years. Once new residence is completed the trailer home will be
removed from property. New residence will not have any impact on existing safety, function and access.
Requiring us to make those improvements would cause substantial financial burden.
Justification:
a. The modification substantially meets the policy directives and objectives of the current City
Comprehensive Plan. It s the minimum adjustment necessary to meet projected future use
requirements.
b. Similarly, the proposed right of way dedication will allow necessary safety, function and
maintainability for future appropriate use of the roadway.
c. The reduced dedication will not be injurious to adjacent properties.
d. The reduced dedication will still allow all projected critical improvements for future roadway
design, and thus substantially conforms to the intent of the applicable roadway design code
and specification.
e. As noted above, the site abuts the end of a dead-end residential access street. That is a
good reason. It has been determined by the City Staff that the existing right of way is
appropriate.
f. The reduced dedication will have no adverse effect on other properties in the vicinity. In
fact, they may be relieved that in the future the City will not take a larger portion of their
land for road improvements and updates.
Summary:
The Modified Right of Way dedication will still meet the City of Renton Road Improvements for SE 185th
Place while allowing a new residence to be constructed on site.
