Proposal / Purpose of Addendum: The original SEPA threshold determination for the Canyon
Terrace Subdivision was issued by King County Department of Development and Environmental
Services on June 23, 2006 and November 6, 2006 when it was referred to as the Wehrman
Preliminary Plat (Exhibit 2) and Fleuve de Voiles Preliminary Plat (Exhibit 3), respectively. The
Cogger Short Plat was abutting the Fleuve de Voiles Preliminary Plat to the south and was
eventually combined with the Fleuve de Voiles Preliminary Plat and Wehrman Preliminary Plat
abutting on the northern portion of the property following annexation into the City of Renton
for a 72-lot Final Plat now known as Canyon Terrace. The Canyon Terrace Final Plat was
recorded June 27, 2017 (Exhibit 4).

Previous to recording the Canyon Terrace Subdivision, the site underwent construction to
install infrastructure and to prepare the lots for construction of the future dwellings as is typical
with a single-family development. Richmond Homes recently purchased Lots 3-7, 38-51, and
56-58 and further graded those lots without City authorization. Approximately 2,270 cubic
yards of cut and 5,111 cubic yards of fill were moved on the above referenced lots. This grading
activity was not part of the civil construction permit associated with the Canyon Terrace
Subdivision and therefore City required the applicant to submit a new civil construction permit
for the grading that had already occurred and to identify the retaining walls that would be
needed (Exhibit 5).
The project site is located in the Residential Low Density land use designation and Residential -4
(R-4) zoning district, however the subdivision was vested to R-6 zoning standards under King
County development regulations. The unauthorized grading does not impact scope and scale of
the approved residential subdivision. No changes to lot count, right-of-ways, or easements is
proposed.
The Fleuve des Voiles DNS-M included a mitigation measure related to a new intersection signal
system at SE 192nd and 124th Ave SE, which the City of Renton Addendum modified at the
request of the City of Kent (Exhibit 6). The modified mitigation measure for construct
improvements along the site’s 192nd Ave SE frontage to the City of Kent standards has been
completed. No mitigation measures were included on the Wehrman Preliminary Plat DNS.
Analysis: It has been determined that the environmental impacts of the proposal we re
adequately addressed under the analysis of significant impacts contained within the previously
adopted DNS and DNS-M. Based on WAC 197-11-600(4)(c), the addendum process may be used
if analysis or information is added that does not substantially change the analysis of significant
impacts and alternatives in the existing environmental document.
The proposal for the DNS and DNS-M issued for the Wehrman and Fleuve des Voiles Preliminary
Plats now known as Canyon Terrace Subdivision would not change the analysis or impacts in
the State Environmental Policy Act (SEPA) Review. The City of Renton is hereby issuing a SEPA
Addendum pursuant to WAC 197-11-600.
This Addendum is appropriate because it contains only minor information not included in the
original Determinations and there are no additional environmental impacts related to inclusion
of the new information.
DECISION: The City of Renton is hereby issuing a SEPA Addendum pursuant to WAC 197 -11-
600 to allow the DNS and DNS-M for Wehrman and Fleuve des Voiles Preliminary Plats to
apply to the Canyon Terrace Subdivision Civil Construction Permit, C19004407 .
