Renton Airport Advisory Committee Meeting
Tuesday, August 28, 2018
5:30pm Meeting called to order by Marleen Mandt, RAAC Chair.
5:33pm Approval of May, 8, 2018 minutes with noted correction of February 20, 2018
minutes (see attached, revised May 8, 2018 minutes). Unanimously approved.
5:34pm Neighborhood communications
- Linda Perrine of Renton West Hill commented that on August 18 and 19,
there was continuous extremely loud helicopter noise all day, all weekend
o Action Item- Harry will check with KC Sheriff on their operations for
that weekend
- Marleen Mandt commented that Boeing engine run-ups are occurring at
9:30pm and beyond and lasting for 15 minutes; Harry replied that the
Airport is working with Boeing to narrow the engine run-up window, and
Tony McCloud, Boeing Pre-Flight and Ryan Tomasich replied that they are
looking at short-term and long-term solutions to reducing the number of
night-time engine run-ups
5:40pm Old Business
- Airport Finance Update, presented by Harry Barrett
o 2018 forecast $2.8 million revenues with a $1.9 million operating
budget which will increase due to acquiring three new positions
o 5-year Capital budget $31 million
- Lines of Business Airport Lines of Business (see attached pages to )
James Young, Seaplane Scenics LLC, asked about the status of his lease
application
o Action Item- Harry will check the status and reply directly to James
Young
Boeing Max jets parked on Taxiway Bravo temporarily until October 2018

Implementation of Prodigiq program for maintenance and operations;
brief detail of program use by Jason Anderson
Tower Seismic Retrofit project scheduled to start in December
- Airport Minimum Standards and Rules and Regu lations
Subcommittee comprised of neighborhood representatives, pilots,
airport staff, and airport business owners
Review complete up to to Section 3.7
Next Steps – Finish review by subcommittee, goes to City Attorney and
RAAC simultaneously for review, document and recommendations then
goes to Council for approval

Marleen requested a volunteer to complete the list of RAAC
Accomplishments (2001 – present)
- Kaynan Hangars
Matt West asked for status of demolition; Harry replied
demolition is pending and current tenants can continue using
the hangars in the interim
5:47pm New Business
Introduction of New Airport Staff
- Ryan Hubbard, Airport Intern (internship extended to end of year)
- Jason Anderson, Assistant Airport Manager
- Will Adams, Civil Engineer II
- Alyssa Dean, Airport Operations Specialist
6:00pm Master Plan Process Update, presented by Harry Barrett
Selected Alternatives 4,5, and 6 (includes EMAS) have been selected
o Alternative 4 – shifts runway to south and deploys declared distances
with EMAS at end of both runways
o Alternative 5 – shifts runway to north by installing concrete platform in
the lake
o Alternative 6 – combination of Alternatives 4 and 5, with EMAS off north
end and traditional runway safety area to the south

o Local businesses and neighborhoods
Next Steps
o Brief City Council on preferred Alternative by September 17

o Questions
Matt West – summarize what Master Plan is about; Harry replied
that the goal is improved safety, priority aircraft is Boeing 737 and
requires increased safety measures
Marleen Mandt – will the RAAC be briefed before the City Council
briefing; Harry answered that the Council meeting is scheduled for
before the next RAAC meeting, so it is not likely
Marleen Mandt - which Alternative is being considered the preferred
Alternative; Harry answered that it will be a hybrid of Alternatives 4,
5 and 6, because they cause the lesser impact and will include EMAS
on both ends of the runway
Rob Spitzer - what impacts there will be for the Seaplane Base; Harry
replied that the FAA has set a high priority for retaining the base
Al Banholzer - is there is a chance of getting an FAA waiver for the
most impacted deviances; Harry replied that the FAA is not
supportive of waivers
Al Banholzer - are there currently FAA waivers; Harry replied that
while the Airport has some deviations from standards, there are no
FAA waivers in place, instead there are Letters of Agreement with
the tower for current operations
Linda Perrine - do the Alternative include purchasing property south
of the Airport and tunneling under Airport Way; Harry replied
Alternative 5 does not include property acquisition
Linda Perrine – is the airport out of compliance currently; Harry
replied that yes the airport is not in compliance, and the FAA
requires improvement to meet compliance requirements over time
Harold (KC) Jones - is the 5 year process will go beyond 5 years;
Harry replied the Environmental Impact Statement will begin in 2019
and take three years to complete
Marleen Mandt - will Perimeter Road be impacted; Harry replied
that the Alternative that shifts the runway to the south will require
Airport Way to be relocated to Tobin
Diane Dobson – will the Master Plan Alternative cause an increase in
operations; Harry replied that current operations are at the 2025
projected number of operations, and maximum capacity is 200,000
operations per year

6:15pm Outreach and Inclusion
- Internship Briefing, presented by Ryan Hubbard
- Noise Roundtable, presented by Harry Barrett
o Linda Perrine asked what method of notification was used for the
meeting
Facebook and Twitter
o Lee Chicoine commented on multiple late-night Boeing engine run-
ups
Action Item- Tony McCloud, Boeing Renton Pre-Flight will look
into the issue and report back
o Next meeting scheduled for January 2019
o Marleen Mandt asked that notification of the meeting be emailed so
that word gets out to all the neighborhoods
o Marleen Mandt commented that there are a few specific planes that
are gunning their engines or doing something different that creates
excessive noise, and these planes are doing touch and goes and
repeatedly flying over Kennydale; Harry replied that Jason Anderson
and Casey Boatman handle noise issues.
o Diane Dobson stated that the meeting was very helpful
o Ryan Hubbard is creating a training video for submitting noise
complaints
