I’m responding to a question you sent over to Madeline Camp at our Agency since I am the permit engineer for Boeing Renton. Boeing has not submitted a permit application for the operations
that would need an air permit, but my understanding is that we would see an application in the next few months. We would utilize your SEPA analysis as long as it adequately covered
the proposed operation. I reviewed the Environmental Checklist and it does include a discussion of the painting operations and the use of natural gas boilers, so we would not anticipate
needed to do our own SEPA review. The Agency will require Boeing obtain all necessary Notice of Construction and Orders of Approval from the Puget Sound Clean Air Agency. We would also
expect them to meet our fugitive dust requirements in Regulation I, Section 9.15 during the construction phase of the process.
My understanding is that this hangar was already permitted by Ecology under PSD 12-01 (last amended in 2018) – this covers activities associated with the 737 MAX project. Boeing has
already requested Ecology modify the PSD permit to add some heating units but those will not require any permitting by our Agency.

Hi Madeline,
I work as a planner for the City of Renton and just had a quick question for you regarding a Boeing project that we’re currently going through the SEPA process on. Boeing has proposed
the construction of a ~70,000 sq. ft. paint hangar at their site here in Renton. We are currently doing our SEPA review and anticipate project to have the potential to impact air quality
due to the volatile aerosols they utilize when painting the plane parts.
I know they’ll be required to obtain a PSCAA permit before operating, but is this a project that your agency would complete your own SEPA review on? Or would you utilize our SEPA review?
I will be taking a recommendation to our Environmental Review Committee next Monday where they will hopefully be making a threshold decision on the project. Before issuing that decision,
I also wanted to see if you had any comments on the project or any additional information you believe that we should include in our analysis.
