COUNCIL CONCUR ASD Jason Seth Sandi Weir 7.b) CONSENT AGENDA AB - 2605 City Clerk reported the bid results for the January 30, 2020 bid opening for the Williams Ave S and Wells Ave S Conversion project, CAG-20-001, and submitted the staff recommendation to award the contract to the lowest responsible and responsive bidder, Cascade Civil Construction, LLC, in the amount of $7,733.422.80. COUNCIL CONCUR ASD Chris Seese 7.d) CONSENT AGENDA AB - 2608 Administrative Services Department requested authorization to hire a Senior Finance Analyst at Step D of salary grade m25, effective April 1, 2020. COUNCIL CONCUR CED Hannah Bahnmiller Cliff Long 7.g) CONSENT AGENDA AB - 2593 Community Services Department submitted the bid results for the Cedar River Trestle Bridge Repairs project, CAG-20-006, and recommended the lowest responsive and responsible bidder, EmTech, LLC, be awarded the contract in the amount of $367,400; and recommended the budget be adjusted to cover contingencies. COUNCIL CONCUR Community Services Carrie Olson 8.a) UNFINISHED BUSINESS Finance Committee Chair Prince noted that the Finance Committee had been canceled. He stated that in regards to the Interagency Agreement with the Washington State Department of Commerce for the E2SHB 1923 Grant to Adopt a Housing Action Plan, COUNCIL APPROVE THE READING OF THE RESOLUTION ENTERING INTO THE AGREEMENT FOR THE GRANT AND AUTHORIZE THE MAYOR AND CITY CLERK TO EXECUTE THE AGREEMENT CED Mark Santos- Johnson Cliff Long 8.a) UNFINISHED BUSINESS Finance Committee Chair Prince also noted that in regards to Accounts Payable Vouchers, COUNCIL APPROVE A TOTAL PAYMENT OF $3,358,031.35 FOR VOUCHERS 21820, 381363- 381364, 381377- 381586 AND PAYROLL BENEFIT WITHHOLDING VOUCHERS 6221- 6230, 381365- 381376 AND FOUR WIRE TRANSFERS, AND FOR PAYROLL VOUCHERS A TOTAL PAYMENT OF $1,533,359.51 WHICH INCLUDES 671 DIRECT DEPOSITS AN DNIVE CHECKS FOR THE PAY PERIOD 2/1/2020 THROUGH 2/15/2020 BE APPROVED ASD Kari Roller 8.c) UNFINISHED BUSINESS Utilities Committee Chair O'Halloran reported in regards to the Agreement with King County Flood Control Zone District for Lower Cedar River Flood Risk Reduction Feasibility Study, COUNCIL APPROVE ACCEPTANCE OF THE GRANT AGREEMENT IN THE AMOUNT OF $499,658 Public Works Ron Straka 8.d) UNFINISHED BUSINESS Councilmember Vǎn remarked that the COVID-19 issue has been especially detrimental to people with low-income, and small businesses. COUNCIL REFER THE ISSUE OF AN EVICTION MORATORIUM TO THE NEXT COMMITTEE OF THE WHOLE MEETING City Attorney & CED Shane Moloney Chip Vincent 8.e) UNFINISHED BUSINESS Councilmember Vǎn remarked that the COVID-19 issue has been especially detrimental to people low-income and small businesses. COUNCIL REFER THE TOPIC OF A SMALL BUSINESS STABILIZATION FUND TO THE NEXT REGULARLY SCHEDULED FINANCE COMMITTEE City Attorney & CED Shane Moloney Chip Vincent Cliff Long 9.a) Resolutions: Resolution No. 4401: A resolution was read proclaiming an Emergency for the 2019 Novel Coronavirus (COVID-19). COUNCIL ADOPT THE RESOLUTION AS READ Executive Deb Needham April Alexander 9.b) Resolutions: Resolution No. 4402: A resolution was read authorizing the Mayor and City Clerk to enter into an interlocal agreement relating to an E2SHB grant with Washington State Department of Commerce for 2019 - 2021. COUNCIL ADOPT THE RESOLUTION AS READ CED Mark Santos- Johnson Cliff Long 10.a) NEW BUSINESS Council President Pérez thanked the Administration and City staff for continuing to provide outstanding services to Renton's residents during this unprecedented time. She noted that next week's Council meeting will also be conducted via teleconference.
