Yes. A Subsequent project will include construction of an elementary school and

which will more accurately identify impacts.

• Draft Updated Subsurface Exploration and Geotechnical Feasibility Study by
Associated Earth Sciences, Inc., dated October 15, 2019
• Wetland Delineation Report by The Watershed Company, dated September 30,

• A Construction Stormwater General Permit will be submitted to the Washington
State Department of Ecology.
• PBS Engineering and Environmental is preparing the necessary environmental
documentation that is required for the site demolition permits.

11. Give brief, complete description of your proposal, including the proposed uses and the size
of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on

This phase of the project includes the demolition of eight single-family residences and
supporting facilities (septic systems, driveways, sheds, garages, other impervious
surfaces, etc.), minor site grading, and temporary site stabilization. Approximately
2.77 acres of disturbance is proposed for the scope of work.

B. ENVIRONMENTAL IMPACTS
EARTH
General description of the site (circle one):(O rolling, hilly, steep slopes,
mountainous, other:
The project area is generally flat. West of Chelan Ave NE the site slopes east to
west, and east of Chelan Ave NE the site slopes south to north. According to King
County Map, the approximate elevation ranges from 440' to 410'.
b. What is the steepest slope on the site (approximate percent slope)?
According to Renton GIS, sensitive (25-40% slopes) are mapped on Parcel 5 and
10. No steep slopes (>40%) are identified.
What general types of soils are found on the site (for example, clay, sand, gravel,
peat, mulch)? If you know the classification of agricultural soils, specify them and
note any agricultural land of long-term commercial significance and whether the
proposal results in removing any of these soils.
The USDA Web Soil Survey identifies two soil map units in the project area:
Alderwood gravelly sandy loam, 8 —15% slopes, and Arents, Alderwood material,
6 —15% slopes. Neither are considered hydric soils by the National Technical
Committee for Hydric Soils.
d. Are there surface indications or history of unstable soils in the immediate vicinity?
If so, describe.
No surface indications or history of unstable soils were identified in the
immediate vicinity.
e. Describe the purpose, type, total area, and approximate quantities and total
affected area of any filling, excavation, and grading proposed. Indicate source of
fill.
Approximately 300 cubic yards of fill is proposed on the project site. All earth -
disturbing activities (filling, excavation, and grading) are limited to the footprint
of existing buildings and supporting facilities. Proposed fill will be approved per
WSDOT and/or City of Renton specifications, to be proposed by the Contractor.
Grading will be limited to slight contouring and slope stability.
f. Could erosion occur as a result of clearing,'construction, or use? If so, generally
describe. ><

Erosion could occur as a result of clearing and construction. However, a
temporary sediment and erosion control plan has been prepared with Best
Management Practices to limit disturbance.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
The net result of the project is a reduction of impervious surfaces primarily
consisting of removal of structures and hardscapes. There are no proposed
changes to Chelan Ave NE.
2. AIR
Proposed measures to reduce or control erosion, or other impacts to the earth, if
any:
The applicant will apply for a Stormwater Construction General Permit to
discharge stormwater associated with demolition activities. The project will
adhere to guidelines set in the 2017 City of Renton Surface Water Design Manual.
PBS Engineering will prepare an Erosion and Sediment Control Plan and a
Stormwater Pollution Prevention Plan.
The following measures will be implemented: preserving natural vegetation,
mark clearing limits, cover measures, stabilized construction entrances (rumble
strips), perimeter protection fence, and dust control.
What types of emissions to the air would result from the proposal during
construction, operation, and maintenance when the project is completed? If any,
generally describe and give approximate quantities if known.
Demolition and earth work activities could result in suspension of dust.
Construction equipment will also contribute to exhaust emissions. Following
completion of the demolition activities, air quality will not differ from current
conditions.
b. Are there any off -site sources of emissions or odor that may affect your proposal?
If so, generally describe.
There are no known off -site sources of emissions or odor that may affect the
proposal.
Proposed measures to reduce or control emissions or other impacts to air, if any:
Proposed Best Management Practices include controlled water sprays,
preservation of natural vegetation, limit surface disturbance, minimize vehicle

WATER
speed on unpaved surfaces, prevent track out onto public roads, prevent
equipment idling, and minimize activities during high winds.
Surface:
Is there any surface water body on or in the immediate vicinity of the site
(including year-round and seasonal streams, saltwater, lakes, ponds,
wetlands)? If yes, describe type and provide names. If appropriate, state
what stream or river it flows into.
There are two wetlands identified on the project site: Wetland B
(Category IV, 50-foot setback) and Wetland C (Category III, 100-foot
setback). The wetlands are located within WRIA 8 (May Creek), with no
surface connections to adjacent streams or rivers.
2. Will the project require any work over, in, or adjacent to (within 200 feet)
the described waters? If yes, please describe and attach available plans.
No work will be completed within Wetlands B or C. However, several
homes and outbuildings are located within 200 feet of the mapped
wetlands. High visibility fencing will be installed to delineate the wetland
buffer and prevent entrance into the critical areas. Equipment will be kept
within pre-existing disturbed areas to the extent practicable. Silt fences
with straw waddles will be placed between all areas of ground
disturbance and wetlands.
Estimate the amount of fill and dredge material that would be placed in or
removed from surface water or wetlands and indicate the area of the site
that would be affected. Indicate the source of fill material.
No fill will be placed in or removed from wetlands.
4. Will the proposal require surface water withdrawals or diversions? Give
general description, purpose, and approximate quantities if known.
The proposal does not require surface water withdrawals or diversions.
Does the proposal lie within a 100-year floodplain? If so, note location on
the site plan.
The proposal does not occur within a 100-year floodplain.

Does the proposal involve any discharges of waste material to surface
waters? If so, describe the type of waste and anticipated volume of
discharge.
No waste material will be discharged to surface waters.
b. Ground Water:
1. Will groundwater be withdrawn from a well for drinking water or other
purposes? If so, give a general description of the well, proposed uses and
approximate quantities withdrawn from the well. Will water be discharged
to groundwater? Give general description, purpose, and approximate
quantities if known.
No groundwater will be withdrawn.
Describe waste material that will be discharged into the ground from septic
tanks or other sources, if any (for example: Domestic sewage; industrial,
containing the following chemicals; agricultural; etc.). Describe the general
size of the system, the number of such systems, the number of houses to be
served (if applicable), or the number of animals or humans the system(s)
are expected to serve.
No waste material will be discharged. The project proposes to remove
septic systems from the project site.
C. Water Runoff (including stormwater):
1. Describe the source of runoff (including stormwater) and method of
collection and disposal, if any (include quantities, if known). Where will this
water flow? Will this water flow into other waters? If so, describe.
Site runoff will be directed away from critical areas, and infiltrated onsite.
2. Could waste materials enter ground or surface waters? If so, generally
describe.
Waste materials could not enter ground or surface waters.
Proposed measures to reduce or control surface, ground, and runoff water
impacts, if any:
As described in B.1.h, the project will adhere to the 2017 City of Renton's Surface
Water Design Manual. An Erosion and Sediment Control Plan and a Stormwater
Pollution Prevention Plan will be developed to manage surface, ground, and
runoff impacts.

Most of the project parcels are developed with a single-family residence with
large coniferous trees and maintained lawn underneath. Most residences have
landscaped trees and shrubs. Parcel 14 is dominated by Himalayan blackberry.

Approximately 1,000 square feet of Himalayan blackberry (Rubus armeniacus)
will be removed from the project site. No vegetation removal will take place
within a critical area or buffer.
List threatened or endangered species known to be on or near the site.
The US Fish and Wildlife Service Information for Planning and Consultation
website does not identify any threatened or endangered species on or near the
site.
Proposed landscaping, use of native plants, or other measures to preserve or
enhance vegetation on the site, if any:
No landscaping is proposed for this phase of the project. Areas will be
hydroseeded following excavation and grading. Areas of preserved vegetation
will be delineated with high visibility fence and trees will be protected according
to City of Renton specifications.
e. List all noxious weeds and invasive species known to be on or near the site.

7. ENVIRONMENTAL HEALTH
a. Are there any environmental health hazards, including exposure to toxic chemicals,
risk of fire and explosion, spill, or hazardous waste, that could occur as a result of
this proposal? If so, describe.
1) Describe any known or possible contamination at the site from present or
past uses.
Asbestos and lead have been identified in the structures that will be
demolished.
2) Describe existing hazardous chemicals/conditions that might affect project
development and design. This includes underground hazardous liquid and
gas transmission pipelines located within the project area and in the
vicinity.

There are gas lines on the project site that will not be impacted because of
this proposal. All plan sheets provide 811's contact information for on -
site location prior to any digging, excavation, or grading activities.
3) Describe any toxic or hazardous chemicals that might be stored, used, or
produced during the project's development or construction, or at any time
during the operating life of the project.
Chemicals typical of construction activities will be used during the
demolition process, including gasoline for vehicle use.
4) Describe special emergency services that might be required.
No special emergency services will be required other than those normally
provided such as police and fire protection.
5) Proposed measures to reduce or control environmental health hazards, if
any:
Asbestos and lead will be removed safely from the site structures
pursuant to applicable regulatory requirements. Specialized erosion and
sediment control measures will be implemented if contaminated soils are
detected during the demolition process. Standard dust control measures
will be implemented to mitigate dust emissions resulting from
construction activities.
Noise.
1) What types of noise exist in the area which may affect your project (for
example: traffic, equipment operation, other)?
Traffic noise from Duvall Ave NE.
2) What types and levels of noise would be created by or associated with the
project on a short-term or long-term basis (for example: traffic,
construction operation, other)? Indicate what hours noise would come
from the site.
Temporary, short-term noise impacts are expected during the demolition
phase. Construction will take place during normal work hours subject to
City of Renton.
No long-term noise impacts will occur due to the proposed project.

Proposed measures to reduce or control noise impacts include, but are
not limited to, construction activities during normal work hours, prevent
idling equipment, erecting portable noise barriers around equipment, and

The closest public transit stop (0.3-miles) for King County Metro is for routes 114
and 240 on Duvall Ave NE and NE Sunset Blvd, north of the project site.
