Completion Date 12/31 /2021 The Local Agency of City of Renton desires to supplement the agreement entered in to with KPG, P.S. and executed on IW23/2015 and identified as Agreement No. CAG-i5-089 All provisions in the basic agreement remain in effect except as expressly modified by this supplement The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: Please See attached Exhibit 8, Scope of Work II Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read. No Change - Comphatirin date remains 12/31/2021. III Section V, PAYMENT, shall be amended as follows: No change to contract amount. This effort will utilize approved management reserve ac outlined in Exhibits "A", 1, D and 0 as set: forth in the attached Exhibit A. and by this reference made a part of this supplement. CONTRACT: CAG-15-089 PROJECT: RAINIER AVE S - S 3ra St to NW Yd PI A. PROJECT DESCRIPTION The City of Renton is planning to continue infrastructure improvements to the Rainier Ave S corridor with a new Phase 4. The approximate project limits of the new phase are between 5 3rd St and NW 3rd PI. Similar to Phase 3, this new phase includes infrastructure improvements for enhanced transit mobility, traffic safety and pedestrian safety. Construction of Rainier Avenue S - Phase 4 will be divided into two phases due to limited available construction funding. Phase 4A (S 3rd St to S Tobin St) will be constructed first and followed by Phase 413 (S Tobin St to NW 3rd PI) once funding becomes available. Design and right of way acquisition services will be performed over the entire project length. The goals of Phase 4 are to enhance traffic flow, improve safety, eliminate sub -standard conditions and provide an enhanced pedestrian environment. B. PURPOSE The City of Renton (AGENCY) is requesting that KPG, P.S. (CONSULTANT) provide supplemental WSDOT Coordination and Stormwater Analysis Services for Rainier Ave 5 —S 3rd Street to NE 3rd Place Project (PROJECT). Through the WSDOT Channelization Approval process, WSDOT Local Programs informed the project team that all signalized intersection on State Routes requiring a new or modified signal must have an Intersection Control Evaluation (ICE) completed. Additionally, during the development of the Stormwater TIR, it was determined that Rainier Avenue S may qualify for a flow control direct discharge exemption as outlined in the Renton Surface Water Design Manual. If it is determined that the PROJECT does qualify for such an exemption, the PROJECT will not have to consider certain stormwater BMP's as outlined in the Surface Water Manual. This supplemental agreement includes the following efforts 1. Prepare WSDOT Intersection Control Evaluation Z. Perform and Document Hydrologic and Hydraulic Analysis to support the direct discharge exemption 3. Update the Stormwater TIR with the Hydrologic/Hydraulic Analysis and findings City of Renton Page 1 of 4 KPG Rainier Ave S — S 3rd St to NW 3rd PI MR#4/5upplement 7 311212020 The CONSULTANT is requesting that the AGENCY authorize the use of the Management Reserve Fund. A fee estimate labeled as Exhibit D is attached to this request that outlines the costs for each service to be rendered with a "Not To Exceed" amount of $29,697. A summary of the current management reserve budget and authorized amounts are the following: 1] Unauthorized Management Reserve: $44,360 2) Management Reserve Request #4: $29,697 3) Remaining Unauthorized Management Reserve: $14,663 E. ASSUMPTIONS All assumptions are listed below, at the beginning of each task. F. DELIVERABLES All task deliverables are included in in the tasks outlined in the Scope. G. SCOPE TASK 35 — PROJECT MANAGEMENT FOR MR #4 (SUPPLEMENT 7) The following items are to be performed by the CONSULTANT, under this task. Assumptions for Task 35: • The budget shown in Exhibit D assumes this task is three (3) months in duration. Provide project management of CONSULTANT services, coordination with the AGENCY, monthly progress reports and invoicing. This effort will include the following elements: 35.1 Administration, Coordination and Supervision • Initiate project set-up including establishment of timesheets (charge codes) and scheduling of CONSULTANT personnel work activities. • Supervision of CONSULTANT personnel and activities to ensure compliance with contract scope and schedule and proper charging of time against the contract. 35.2 Invoicing + Preparation of monthly invoices with progress reports that include the following: ✓ Spreadsheet summary of budget, expenses to date, expenses for work period, estimate to complete and estimate at completion, for each task. ✓ Summary of work accomplished forthe work period. ✓ Summary of outstanding issues to be resolved by the AGENCY. ✓ Estimate of percent of work complete for the work period, to justify fee earned. ✓ Graph showing monthly budgeted expenses and actual expense, for the time period of the contract. Backup detail of all direct non -salary costs included in the invoice for the work period. 35.3 Project Meetings • Design coordination meetings with AGENCY staff. These meetings are to be Feld at Renton City Hall. It is estimated that 4 meetings will be held. • Internal design coordination meetings — The CONSULTANT project manager will conduct regular internal design coordination meetings with key design team members. DELIVERABLES The following deliverables and delivery times are included in Task 35. • Meeting agenda(s) in Microsoft Word format • Sign -in sheet(s) in Microsoft Word format —Delivered to the AGENCY at the scheduled meeting. • Monthly invoices with progress reports —Delivered to the AGENCY monthly. TASK 36 — INTERSECTION CONTROL EVALUATION (ICE) Assumptions for Task 36: • It is anticipated that this task will require one (1) meeting with WSDOT and one (1) review submittal with WSDOT staff. 36.1 WSDOT Design Manual Chapter 1300.05 now requires an Intersection Control Evaluation (ICE) for all signal projects. The Consultant will prepare an ICE to document the background and project needs, evaluate alternatives, and select a recommended alternative. The analysis will compare the proposed signal alternative with a roundabout, as required by WSDOT. The ICE will review traffic operations, safety, transit needs, right of way requirements, and cost, using a qualitative analysis of impacts. Synchro and Sidra analysis will be performed to provide an assessment of intersection operations. A draft report will be submitted for review to the AGENCY and WSDOT for comments, followed by the issuance of a final report. DELIVERABLES The following deliverables and delivery times are included in Task 36. ■ Electronic PDF copy of the Draft ICE - Delivered to the AGENCY and WSDOT • Electronic PDF copy of the Final ICE - Delivered to the AGENCY and WSDOT City of Renton Page 3 of 4 KPG Rainier Ave S — S 3`" St to NW 3rd Pl MR#4/Supplement 7 311212020 TASK 37 — TDA DIRECT DISCHARGE ANALYSIS AND DOCUMENTATION Assumptions for Task 37: « Findings of the discharge analysis will provide guidance in the stormwater design efforts. This task not include design changes associated with these recommendations. This task includes the effort required for analysis and documentation of a potential flow control direct discharge exemption for Threshold Discharge Area (TDA) B per the direct discharge criteria on page 1-34 of the Renton Surface Water Design Manual. If the direct discharge exemption is approved, the project would not be required to consider bioretention, permeable pavement, or full dispersion within TDA B. 37.1 Perform a hydrologic analysis using the Western Washington Hydrologic Model, Version 2012, for the upstream drainage basin of TDA B (approx. 700 acres). Perform a hydraulic analysis using XP-Storm software of the existing 48-inch diameter storm sewer along Renton Avenue S from Hardie Ave NW to the east side of Rainier Avenue S and of the 60- inch diameter storm sewer and box culvert system beneath W Perimeter Road from Airport Way extending north to Lake Washington. 37.2 Document the hydrologic and hydraulic analysis in the project TIR, and coordinate with City stormwater reviewer. DELIVERABLES The following deliverables and delivery times are included in Task 37.
