HomeMy WebLinkAbout01/28/2020 - MinutesY CITY OF RENTON ♦ ♦ LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD REGULAR MEETING Minutes January 28, 2020 — 9:00 a.m. Renton City Hall —1st Floor HRRM Conference Room Attendees: Jim Phelan, Russ Olson, Jim Matthew, Ed Prince, Wendy Rittereiser, Leslie Clark and Maria Sahagun Absent: Valerie O'Halloran LEOFF Board CALL TO ORDER Jim Phelan Jim Phelan called the meeting to order at 9:00 am Member at Large APPROVAL OF MINUTES (Chair) Ed Prince moved to approve November 26, 2019 minutes. Russ Olson seconded. Motion carried. Ed Prince OLD BUSINESS Councilmember Fire representative election updates - Ballots mailed on January 23, 2020. Jim Matthew's term ended on 12/31/2019. Jim's presence during this meeting is Valerie O'Halloran considered honorary guest, pending re-election, and is not be able to make Councilmember motions or vote during this meeting. Seat awaiting results Election of Chair and Vice Chair - Russ Olson moved to nominate Jim Phelan as of 2020 election] Chair, Ed Prince seconded. There were no other nomination. Motion carried. Fire and Emergency Russ Olson moved to nominate the Fire Representative as Vice Chair, Ed Prince Services seconded. There were no other nomination. Motion carried. Russ Olson informed the Board that he will be on vacation, and will not be able Russ Olson to attend the February and March meetings. Police Jim Phelan provided direction to staff that meeting are cancelled when there is no business for the board, however, they should not be cancelled for three consecutive months. Ed Prince moved that the December meeting date changed to 12/15/2020. Russ seconded. Motion carried. Dental Benefits —the Board reviewed the proposed draft language to amend the LEOFF I Rules related to dental coverage. Russ Olson moved to approve the language. Ed Prince seconded. Motion carried. NEW BUSINESS Kaiser versus HMA coverage - The Board discussed on how to address the difference of coverage between Kaiser and HMA. For example: HMA pays higher benefits on vision and hearing aids. Wendy explained that HMA would not pay for any claims for non-HMA members. HR would be required to process a reimbursement through Finance. HR does not have the expertise to review medical claims if they are more complex than glasses or hearing aids. Options discussed by the Board include advising Kaiser members that if they elect the Kaiser plan, they do not have rights to what may be a higher benefit under the HMA plans, which is designed by the Board. Also discussed providing extended benefits beyond what Kaiser covers for glasses and hearing aids. Questions came up whether it is possible to stop offering the Kaiser to retirees and grandfathered existing members. The Board directed staff to ensure that Kaiser members are enrolled in HMA dental only, since Kaiser does not offer dental benefits. For the current request made to Jim Phelan from a retiree for reimbursement for eyeglasses, Ed Prince moved to reimburse the difference between the $150 Kaiser paid and HMA benefit of $450. Russ Olson seconded. Motion carried. Leslie Clark recommended postponing further action related to covering the difference between Kaiser and HMA to the next meeting, pending further legal review and advice. #5417 — Request for approval of Long Term Care/Assisted Living. Russ Olson moved and Ed Prince seconded approval of the Long Term Care/Assisted Living up to $4,590. Motion carried. #9323 — Request for approval for membership at Renton Community Center. #1927 — Request for approval for membership at Fidalgo Pool & Fitness Center. Ed Prince moved to deny both requests for gym membership. Russ Olson seconded. Motion carried. COMMENTS & ANNOUNCEMENTS Wendy Rittereiser mentioned that we have a current retiree who is struggling with his claims. She asked the Board if there is anything to assist him. Jim Matthew knows the retiree and will try to reach out to him to offer assistance. ADJOURNMENT Ed Prince moved and Russ Olson seconded to adjourn. Motion carried.
