HomeMy WebLinkAboutNOA_2nd_&_Main_Apartments/The_Lofts_@_2nd_&_Main_071129Y a 46 + + ,.0 0 NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NONSIGNIFICANCE -MITIGATED (DNS -M) DATE: LAND USE NUMBER: PROJECT NAME: November 29, 2007 LUA07-139, SA -H, CU -H, ECF 2n4 & Main Apartments PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Conditional Use Permit approval, a parking code modification, and Environmental (SEPA) Review for the construction of a 6 -story, 69 -foot 10 -inch tall mixed-use building on a 29,530 square foot site located within the Center Downtown (CD) zoning designation. Downtown Core Area, and Urban Center Design Overlay District A. The proposed building would include 99,650 square feet of residential with 101 residential units, 13,484 square feet of commercial space, and 134 parking stalls within 38,194 square feet of under building structured parking Access to the site would be provided off of the alley located along the west property line and off of Main Avenue S. The project site is located within a seismic hazard area. PROJECT LOCATION: 207 Main Avenue S OPTIONAL DETERMINATION OF NON -SIGNIFICANCE, MITIGATED (DNS -M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS -M process to give notice that a DNS - M is likely to be issued. Comment periods for the project and the proposed DNS -M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance - Mitigated (DNS -M). A 14 -day appeal period will follow the issuance of the DNS -M. Hearings begin at 9 00 AM on the 7th floor of the new Renton City Hall located at 1055 South Grady Way. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Urban Center Downtown (UC -D) on the City of Renton Comprehensive Land Use Map and Center Downtown (CD) on the City's Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City's SEPA ordinance, RMC 4-4-030 Development Guidelines and Regulations and other applicable codes and regulations as appropriate. E 7 to Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above • The applicant will be required to pay the appropriate Transportation Mitigation Fee, • The applicant will be required to pay the appropriate Fire Mitigation Fee; • The applicant will be required to pay the appropriate Parks Mitigation Fee; ■ Erosion control shall be installed and maintained during construction in accordance with the Department of Ecology's Erosion and Sediment Control Requirements as outlined in the 2005 Stormwater Management Manual; and • Work shall immediately cease and the Washington State Department of Archeology and Histone Preservation shall be contacted at (360) 586-3065 if any archeological artifacts are discovered during earthwork activities. Comments on the above application must be submitted in writing to Elizabeth Higgins, Senior Planner, Development Services Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on December 13, 2407. This matter is also tentatively scheduled for a public hearing on February 5, 2008, at 9:00 AM, Council Chambers, Seventh Floor, Renton City Hall, 1055 South Grady Way, Renton. If comments cannot be submitted in writing by the date indicated above, you may still appear at the hearing and present your comments on the proposal before the Hearing Examiner.
