PROJECT DESCRIPTION: The applicant, Flatiron-Lane Joint Venture (FLJV), is requesting a Tier II
Temporary Use Permit and SEPA Environmental Review to allow for the implementation of temporary field office
trailers, a laydown yard and a staging area for construction equipment and materials at the former Pan Abode site for
five (5) years. The 7.18-acre parcel is located west of I-405 and just north of the May Creek at the intersection of
Seahawks Way and Lake Washington Blvd N at 4350 Lake Washington Blvd N (3224059049). The site has a
Comprehensive Plan Land Use Designation of Commercial-Office-Residential and is zoned Commercial Office
Residential (COR) and is in the Urban Design Overlay District C. The site is mostly impervious surfaces with scant
vegetation along the periphery. FLJV is proposing to use four (4) existing buildings onsite and repurpose other portions
of the site for nearly 150 surface parking stalls (approximately 50,000 square feet for Flatiron-Lane JV and WSDOT
vehicles) and storage containers. Two (2) existing onsite buildings, located at the center of the site, are proposed to be
demolished (approximately 10,428 square feet) in order to fit the proposed temporary office trailers. A stormwater
pond was constructed in the southwestern corner of the site to collect and treat stormwater runoff. The height of the
new field offices are anticipated to be 15 to 20 feet tall. The proposed temporary buildings would include up to four (4)
9-plex office trailers at approximately 7,056 square feet each with a capacity up to 28,224 square feet. Access to the
site is located at the north end of the property. FLJV is proposing to tie the office trailers into the existing 8” sewer line
and the existing 12” water main on site for FLJV and WSDOT’s inspectors who would be stationed on the parcel. No
tree removal or landscaping improvements are proposed. The southern portion of the parcel is located within the
regulated shoreline area of May Creek (Reach B) and the shoreline designation on the project site is Shoreline High
Intensity. In addition, the parcel also contains flood hazards, regulated slopes and high seismic hazards. The applicant
submitted a Geotechnical Engineering Design Study, a Preliminary Technical Information Report, an Existing Conditions
Report, and Traffic Impact Analysis Report.
THERE IS NO AGENCY APPEAL.
PUBLIC HEARING: If the Environmental Determination is appealed, a public hearing will be set and all parties notified.

Department of Community & Economic Development
The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of
Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified
during the environmental review process. There is no agency appeal.
